ROYAL DECREE Nº 61

TO ALL AND SINGULAR to whom these Presents shall come, His Majesty the King of Leichenberg sends greeting!

WHEREAS we are desirous of restructuring the military forces of our realm;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Leichenberg, do hereby decree that:

1. The Lichguard Hussar Regiment shall amalgamate with the 1st Guard Cavalry Battalion, late of the Sangunese Imperial Guard, to form a regiment of lich dragoon guards to be known as the Rossheim Dragoon Guards or Rossheim Dragonergarde.

2. The 1st and 2nd Regiments of Lichguards shall amalgamate with the Rossheim Guards, late of the Sangunese Imperial Guard, to form the Rossheim Foot Guards or Rossheim Fussgarde.

3. The Rossheim Dragoon Guards shall consist of a headquarters and support squadron and three sabre squadrons organised and equipped in accordance with the charts contained in the Schedule to this Decree.

4. The Rossheim Foot Guards shall consist of four lich infantry battalions:

(i) The former I Battalion, 1st Regiment of Lichguards which shall be redesignated the 1st Battalion, Rossheim Foot Guards and based at Leichenberg;

(ii) The former II Battalion, 1st Regiment of Lichguards which shall be redesignated the 2nd Battalion, Rossheim Foot Guards and based at Neurossheim;

(iii) The former I Battalion, 2nd Regiment of Lichguards which shall be redesignated the 3rd Battalion, Rossheim Foot Guards and based at Leichenhafen;

(iv) The former II Battalion, 2nd Regiment of Lichguards which shall be redesignated the 4th Battalion, Rossheim Foot Guards and based at Kronstadt.

(iv) The former II Battalion, 2nd Westmark Grenadier Regiment which shall be redesignated the 4th Battalion, Westmark Regiment and based at Essen.

3. The 1st and 2nd Stiermark Grenadier Regiments shall amalgamate to form the Stiermark Regiment.

4. The Stiermark Regiment shall consist of four lich infantry battalions:

(i) The former I Battalion, 1st Stiermark Grenadier Regiment which shall be redesignated the 1st Battalion, Stiermark Regiment and based at Stierschweig;

(ii) The former II Battalion, 1st Stiermark Grenadier Regiment which shall be redesignated the 2nd Battalion, Stiermark Regiment and based at Stierschweig;

(iii) The former I Battalion, 2nd Stiermark Grenadier Regiment which shall be redesignated the 3rd Battalion, Stiermark Regiment and based at Hermanburg;

5. The 1st and 2nd Südmoorland Grenadier Regiments shall amalgamate to form the Südmoorland Regiment.

6. The Südmoorland Regiment shall consist of four lich infantry battalions:

(i) The former I Battalion, 1st Südmoorland Grenadier Regiment which shall be redesignated the 1st Battalion, Südmoorland Regiment and based at Moorheim;

(ii) The former II Battalion, 1st Südmoorland Grenadier Regiment which shall be redesignated the 2nd Battalion, Südmoorland Regiment and based at Eiswig;

(iii) The former I Battalion, 2nd Südmoorland Grenadier Regiment which shall be redesignated the 3rd Battalion, Südmoorland Regiment and based at Volksburg;

(iv) The former II Battalion, 2nd Südmoorland Grenadier Regiment which shall be redesignated the 4th Battalion, Stiermark Regiment and based at Volksburg.

7. The Westmark Hussar Regiment shall be redesignated the Westmark Dragoons or Westmark Dragoner and reconstituted as a lich dragoon regiment based at Waldenburg.

8. The Stiermark Hussar Regiment shall be redesignated the Stiermark Dragoons or Stiermark Dragoner and reconstituted as a lich dragoon regiment based at Stierschweig.

9. The Südmoorland Hussar Regiment shall be redesignated the Südmoorland Dragoons or Südmoorland Dragoner and reconstituted as a lich dragoon regiment based at Moorheim.

10. Each lich dragoon regiment shall consist of a headquarters and support squadron and three sabre squadrons and shall be organised and equipped as a lich dragoon guards regiment.

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS our beloved grandfather Max, former King of Leichenberg, has been restored to us;

AND WHEREAS this happy event has demonstrated the profound strength of our grandfather's undying bond to this land;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Leichenberg and Octavia the First, Queen of Leichenberg, do hereby abdicate the Leichenbergish throne in favour of our aforementioned grandfather Max, who shall henceforth reign as Max the First;

AND BY THE AUTHORITY AFORESAID we do further decree that:

1. The Basic Law of the Kingdom of Leichenberg is hereby rescinded.

2. The Bailiwicks of Essen, Hermanburg and Stierschweig are hereby detached from the Kingdom of Leichenberg and erected into a sovereign kingdom by the name of Steeria, to be ruled by us, Max the Second, in accordance with the Basic Law of the Kingdom of Steeria contained in the First Schedule to this Decree.

3. The Bailiwicks of Moorheim and Volksburg are also hereby detached from the Kingdom of Leichenberg and shall henceforth be administered as Common Bailiwicks or Gemeine Vogteien of the Kingdoms of Leichenberg and Steeria.

4. The Kingdom of Leichenberg shall be constituted henceforth in accordance with the new Basic Law of the Kingdom of Leichenberg contained in the Second Schedule to this Decree.

FIRST SCHEDULE: THE BASIC LAW OF THE KINGDOM OF STEERIA

Chapter 1: The Nature of the Realm

Article 1
The official name of this realm is the Kingdom of Steeria in Low Saxon and Königreich Stiermark in High Saxon.

Article 2
The Kingdom of Steeria is a sovereign necrarchy in which supreme authority is vested in the necrarch Max the Second of the House of Rossheim, who is styled King of Steeria with the qualification of Majesty in Low Saxon and König von Stiermark with the qualification of Majestät in High Saxon.

Article 3

Article 4
Low Saxon and High Saxon are the official languages of the realm.

Chapter 2: The Nature of Society

Article 5
Subjects of the necrarch belong to one of three estates:

(i) The Estate of Lichknechts or Leichenknechtenstand;

(ii) The Estate of Lichdwarrow or Leichenzwergenstand;

(ii) The Estate of Cibolan Saxons or Siebenberge Sachsenstand.

Article 5.1
The Estate of Lichknechts comprises the undead soldiers, administrators and priests who serve the necrarch.

Article 5.2
The Estate of Lichdwarrow comprises the undead dwarves who mine beneath the mountains on behalf of the necrarch.

Article 5.3:
The Estate of Cibolan Saxons comprises the living human burghers who inhabit the cities.

Article 6
Beneath the three estates, there exists a servile class of non-sapient necrorobotic and necromechanical constructs known as zombots, or Zomboter in the language of the Cibolan Saxons. Zombots are manufactured from the corpses of the living and are the necrarch’s possessions.

Chapter 3: The Rights of the Living

Article 7
All living human beings are free and equal. No living human being shall be held in slavery or servitude.

Article 8
All living human beings who are of age have the right to marry and establish a family, regardless of race or sexual orientation.

Article 9
All living human beings have the right to freedom of thought and conscience.

Article 10
The necrarch’s living subjects have the right to move and settle freely within the cities of Essen, Hermanburg and Stierschweig.

Article 11
The necrarch’s living subjects have the right to own property within those cities in which free settlement is permitted. They may not be unjustly or arbitrarily deprived of that property.

Article 12
The necrarch’s living subjects have the right to work.

Article 13
The necrarch’s living subjects have the right to a standard of living adequate for their health and well-being.

Article 14
The necrarch’s living subjects have the right to education.

Article 15
The necrarch’s living subjects are exempt from royal taxation, with the exception of such temporary and extraordinary taxes as may be required in times of national emergency.

Chapter 4: The Obligations of the Dead

Article 16
Within the realm, the dead are the property of the necrarch.

Article 17
The corpse of a human being shall be surrendered to the agents of the necrarch upon death.

Article 17.1
The corpse of a Steerish national shall be retained for posthumous service.

Article 17.2
The corpse of a non-national may be redeemed by the next of kin or appropriate foreign government upon payment of a corpse tax.

Chapter 5: The Undead

Article 18
The only undead permitted within the realm are:

(i) undead members of the House of Rossheim;

(ii) undead subjects of the necrarch;

(iii) undead possessions of the necrarch.

Article 18.1
Undead members of the House of Rossheim have all the rights of the necrarch’s living subjects.

Article 18.2
All other undead are subject to the necrarch’s will in all things.

Chapter 6: The Administration of the Realm

Article 19
The realm is organised into three bailiwicks, or Vogteien:

(i) The Bailiwick of Essen or Vogtei Essen, which has its seat of administration in the city of that name;

(ii) The Bailiwick of Hermanburg or Vogtei Hermanburg, which has its seat of administration in the city of that name;

(iii) The Bailiwick of Stierschweig or Vogtei Stierschweig, which has its seat of administration in the city of that name.

Article 20
Each bailiwick is administered by a bailiff or Vogt. The bailiffs are lichknechts appointed by the necrarch.

Article 21
The cities of Essen, Hermanburg and Stierschweig each have a civic council or Stadtrat which is freely elected by the living citizens of that city who are of age and good character. The civic council:

(i) is responsible for the welfare of the living inhabitants of the city and the provision and maintenance of those public services and facilities required to support them;

(ii) has the authority to appoint and dismiss living public officials within the city, with the exception of those in the necrarch’s service;

(iii) has the authority to levy such taxes as may be deemed necessary for the provision and maintenance of public services and facilities, subject to the oversight of the local bailiff.

Chapter 7: The Symbols of the Realm

Article 22
The greater arms of the realm are blazoned as follows: Per Pale Argent and Sable a Bull’s Head caboshed Per Fess Counterchanged langued Gules ringed and crowned Or. The whole ensigned by a Royal Crown and encircled by the Collar of the Order of the Golden Skull and for Supporters, on either side a Horse Argent unguled Or.

Article 23
The flag of the realm is a quartered bicolour of black and white within a quartered border of yellow and red. The width of the flag is two-thirds of its length and the width of the border is equal to one eighth of the width of the flag.

Chapter 8: Amendments to the Basic Law

Article 24
The Basic Law may be changed or amended only by the necrarch in person and in accordance with the procedure established by him.[/quote][/spoiler]

The bailiff of the Zwergenland is a lichdwarf appointed by the necrarch.

Article 21

The flag of the realm is a horizontal tricolour of white, gray and black, with the three stripes representing the three estates. The width of the flag is three-fifths of its length and the width of each stripe is equal to one third of the width of the flag.

Chapter 8: Amendments to the Basic Law

Article 24

LET IT THEREFORE BE KNOWN that we, Max the First, King of Leichenberg, do hereby annex to our Kingdom of Leichenberg the territory depicted in yellow upon the map contained in Schedule to this Decree;

AND BY THE AUTHORITY AFORESAID we do hereby withdraw from the territory depicted in red upon the map contained in the Schedule to this Decree.

WHEREAS we wish to re-found the historic city of Vaduz;

AND WHEREAS we wish to establish several other new towns with our realm;

LET IT THEREFORE BE KNOWN that we, Max the First, King of Leichenberg, do hereby decree that:

1. The city of Vaduz shall be re-founded upon the site of the historic city of that name and shall be granted the right to establish a civic council.

2. The cities of Bärenburg, Krählen, Neumarkt, Oberwald and Oesch shall be founded in the locations depicted upon the map contained in the Schedule to this Decree.

3. The Basic Law of the Kingdom of Leichenberg shall be amended as follows:

(i) Article 5.3: "cities and towns" shall replace "cities";

(ii) Article 10: "the cities of Leichenberg, Kronstadt, Leichenhafen, Neurossheim, Vaduz and Waldenburg and the towns of Bärenburg, Krählen, Neumarkt, Oberwald and Oesch" shall replace "the cities of Leichenberg, Kronstadt, Leichenhafen, Neurossheim and Waldenburg";

(iii) Article 11: "cities and towns" shall replace "cities";

(iv) Article 21: "the cities of Leichenberg, Kronstadt, Leichenhafen, Neurossheim, Vaduz and Waldenburg" shall replace "the cities of Leichenberg, Kronstadt, Leichenhafen, Neurossheim and Waldenburg".

WHEREAS we wish to rename the city of Nordtor to honour our lichdwarrow subjects;

LET IT THEREFORE BE KNOWN that we, Max the First, King of Leichenberg, do hereby decree that the city of Nordtor shall be known henceforth by the name of Zwergenheim;

AND BY THE AUTHORITY AFORESAID we do further decree that all references to "Nordtor" in the Basic Law of the Kingdom of Leichenberg be replaced with "Zwergenheim".

WHEREAS it is necessary to amend the Imperial Charter of the Empire of Sangun and South Cibola in order to admit the Kingdom of Tiěyá and the Khanate of Karalakh;

LET IT THEREFORE BE KNOWN that we, Max the First, King of Leichenberg, do hereby ratify the amended Imperial Charter of the Empire of Sangun and South Cibola as contained in the Schedule to this Decree.

Chapter 1: General Provisions

Article 1
The official name of this state is the Empire of Sangun and South Cibola in Low Saxon, Kaisertum Sangun und Südsiebenberge in High Saxon and 三郡・南七山帝国 Sangun-Nanshichizan Teikoku in Sangunese.

Article 2
The Empire of Sangun and South Cibola is a confederal union of sovereign states under the leadership of the House of Rossheim. It comprises:

(i) The Empire of Greater Sangun (大三郡帝国 (Dai Sangun Teikoku);

(ii) The Grand Principality of Treisenberg and the Common Bailiwicks (Grossfürstentum Treisenberg und die Gemeinen Vogteien);

(iii) The Kingdom of Leichenberg (Königreich Leichenberg);

(iv) The Kingdom of Steeria (Königreich Stiermark);

(v) The Kingdom of Riskai and the Idunn Isles (Riskaiar og Iðunnareyja Konungsríki);

(vii) The Kingdom of Tiěyá (Königreich Tiěyá; 鐵崖王國 Tetsugai Ōkoku/Tiěyá Wángguó);

(vii) The Khanate of Karalakh (Karalax Xanliki);

(viii) The Principality of Kujirashi-Walstadt (Fürstentum Walstadt; 鯨市公国 Kujirashi Kōkoku).

Only a legitimate member of the House of Rossheim may be elected Emperor.

Article 11
The Emperor resides in the imperial city of Yasutomi.

Chapter 3: The Council of Princes

Article 12
The Council of Princes comprises:

Chapter 4: Admission and Secession of States

Additional consituent states may be admitted to the Empire with the assent of the Emperor and the Council of Princes.

A new constituent state must renounce all claim to the Lands of the Sangunese Crown or the territory of the other constituent states as a condition of admission.

Article 17
All constituent states with the exception of the Lands of the Sangunese Crown have the inalienable right to secede from the Empire.

Chapter 5: Symbols of the Empire

Article 18
The Flag of the Empire is is a green Scandinavian cross, bordered with white, upon a purple field, with a black upper hoist canton bearing the three white horizontal bars of Sangun. The width of the flag is two-thirds of its length and the two quarters closest to the hoist are squares with sides equal to seven twentieths of the width of the flag. The width of the green cross is equal to one fifth of the width of the flag and the width of the white border is equal to one twentieth of the width of the flag. The length of each of the three white horizontal bars is equal to one sixth of the length of the flag and the width of each bar and the vertical distance between them is equal to one twentieth of the width of the flag.

Article 19
The Coat of Arms of the Empire is an Escutcheon Sable charged with three Bars couped Argent, encircled by the Collar of the Order of the Golden Skull and borne upon the breast of Double-headed Eagle displayed Gules, armed and langued Azure, each head crowned by a Royal Crown and holding in its dexter claw a Sceptre and a Sword and in its sinister claw an Orb, all beneath the Imperial Crown Proper.

Chapter 6: Amendments to the Charter

WHEREAS it is necessary to reorganise the administration of our realm;

LET IT THEREFORE BE KNOWN that we, Max the First, King of Leichenberg, do hereby decree that:

1. The Bailiwick of Volskburg is hereby incorporated as a bailiwick of the realm.

2. The Bailiwick of Grossmoorland is hereby dissolved and its territory divided among four new bailiwicks:

(i) The Bailiwick of Eisinseln, with its administrative centre at Eiswig;

(ii) The Bailiwick of Neuhafen, with its administrative centre at Neuhafen;

(iii) The Bailiwick of Nidmoorland, with its administrative centre at Moorheim;

(iv) The Bailiwick of Obmoorland, with its administrative centre at Tiefenbach.

3. Six new bailiwicks are hereby established:

(i) The Bailiwick of Bärental, with its administrative centre at Bärenburg;

(ii) The Bailiwick of Krählen, with its administrative centre at Krählen;

The Estate of Cibolan Saxons comprises the living human burghers who inhabit the cities and towns.

Article 6
Beneath the three estates, there exists a servile class of non-sapient necrorobotic and necromechanical constructs known as zombots, or Zomboter in the language of the Cibolan Saxons. Zombots are manufactured from the corpses of the living and are the necrarchs' possessions.

Chapter 3: The Rights of the Living

Article 7
All living human beings are free and equal. No living human being shall be held in slavery or servitude.

Article 8
All living human beings who are of age have the right to marry and establish a family, regardless of race or sexual orientation.

Article 9

The necrarchs' living subjects have the right to own property within those cities and towns in which free settlement is permitted. They may not be unjustly or arbitrarily deprived of that property.

Article 12
The necrarchs' living subjects have the right to work.

Article 13
The necrarchs' living subjects have the right to a standard of living adequate for their health and well-being.

Article 14
The necrarchs' living subjects have the right to education.

Article 15
The necrarchs' living subjects are exempt from royal taxation, with the exception of such temporary and extraordinary taxes as may be required in times of national emergency.

Chapter 4: The Obligations of the Dead

Article 16
Within the realm, the dead are the property of the necrarchs.

Article 17
The corpse of a human being shall be surrendered to the agents of the necrarchs upon death.

Article 17.1
The corpse of a Leichenbergish national shall be retained for posthumous service.

Article 17.2
The corpse of a non-national may be redeemed by the next of kin or appropriate foreign government upon payment of a corpse tax.

Chapter 5: The Undead

Article 18
The only undead permitted within the realm are:

(i) undead members of the House of Rossheim;

(ii) undead subjects of the necrarchs;

(iii) undead possessions of the necrarchs.

Article 18.1
Undead members of the House of Rossheim have all the rights of the necrarchs' living subjects.

Article 18.2
All other undead are subject to the necrarchs' will in all things.

Chapter 6: The Administration of the Realm

Article 19
The realm comprises:

(i) The Leichenberg Coheirship or Ganerbschaft Leichenberg;

(ii) The Lichgraviate of Cismontana or Leichengrafschaft Cismontana;

(iii) The Lichgraviate of Transmontana or Leichengrafschaft Transmontana.

Article 20
The Leichenberg Coheirship is the common demesne of the two necrarchs and is their shared phylactery.

Article 20.1
The Leichenberg Coheirship has its seat of administration and royal residence in the city of Leichenberg.

Article 20.2
The Leichenberg Coheirship is organised into four bailiwicks, or Vogteien:

(i) The Bailiwick of Leichenberg or Vogtei Leichenberg, which has its seat of administration in the city of that name;

(ii) The Bailiwick of Neurossheim or Vogtei Neurossheim, which has its seat of administration in the city of that name;

(iii) The Bailiwick of Oeschental or Vogtei Oeschental, which has its seat of administration in the town of Oesch;

(iv) The Bailiwick of Volksburg or Vogtei Volksburg, which has its seat of administration in the city of that name.

Article 20.3
Each bailiwick is administered by a bailiff or Vogt. The bailiffs are lichknechts jointly appointed by the necrarchs.

Article 21
The Lichgraviate of Cismontana is the personal demesne of necrarch Max the First.

Article 21.1
The Lichgraviate of Cismontana has its seat of administration and royal residence in the city of Kronstadt.

Article 21.2
The Lichgraviate of Cismontana is organised into nine bailiwicks, or Vogteien:

(i) The Bailiwick of Bärental or Vogtei Bärental, which has its seat of administration in the town of Bärenburg;

(ii) The Bailiwick of Krählen or Vogtei Krählen, which has its seat of administration in the town of that name;

(iii) ) The Bailiwick of Kronstadt or Vogtei Kronstadt, which has its seat of administration in the city of that name;

(iv) The Bailiwick of Leichenhafen or Vogtei Leichenhafen, which has its seat of administration in the city of that name;

(v) The Bailiwick of Neumarkt or Vogtei Neumarkt, which has its seat of administration in the town of that name;

(vi) The Bailiwick of Oberwald or Vogtei Oberwald, which has its seat of administration in the town of that name;

(vii) The Bailiwick of Vaduz or Vogtei Vaduz, which has its seat of administration in the city of that name;

(viii) The Bailiwick of Waldenburg or Vogtei Waldenburg, which has its seat of administration in the city of that name;

(ix) The Bailiwick of the Zwergenland or Vogtei Zwergenland, which has its seat of administration in the city of Zwergenheim.

Article 21.3
Each bailiwick is administered by a bailiff or Vogt.

(i) The bailiffs of Bärental, Krählen, Kronstadt, Leichenhafen, Neumarkt, Oberwald, Vaduz and Waldenburg are lichknechts appointed by the necrarch Max the First.

(ii) The bailiff of the Zwergenland is a lichdwarf appointed by the necrarch Max the First.


Article 22
The Lichgraviate of Transmontana is the personal demesne of necrarch Mira Raynora the Younger.

Article 22.1
The Lichgraviate of Transmontana has its seat of administration and royal residence in the city of Moorheim.

Article 22.2
The Lichgraviate of Transmontana is organised into four bailiwicks, or Vogteien:

(i) The Bailiwick of Eisinseln or Vogtei Eisinseln, which has its seat of administration in the town of Eiswig;

(ii) The Bailiwick of Neuhafen or Vogtei Neuhafen, which has its seat of administration in the town of that name;

(iii) The Bailiwick of Nidmoorland or Vogtei Nidmoorland, which has its seat of administration in the city of Moorheim;

(iv) The Bailiwick of Obmoorland or Vogtei Obmoorland, which has its seat of administration in the town of Tiefenbach.

Article 22.3
Each bailiwick is administered by a bailiff or Vogt. The bailiffs are lichknechts appointed by the necrarch Mira Raynora the Younger.

Article 23
The cities of Eiswig, Kronstadt, Leichenberg, Leichenhafen, Moorheim, Neurossheim, Vaduz, Volksburg and Waldenburg each have a civic council or Stadtrat which is freely elected by the living citizens of that city who are of age and good character. The civic council:

(i) is responsible for the welfare of the living inhabitants of the city and the provision and maintenance of those public services and facilities required to support them;

(ii) has the authority to appoint and dismiss living public officials within the city, with the exception of those in the necrarchs' service;

(iii) has the authority to levy such taxes as may be deemed necessary for the provision and maintenance of public services and facilities, subject to the oversight of the local bailiff.

Chapter 7: The Symbols of the Realm

Article 24
The greater arms of the realm are blazoned as follows: Per Fess Or and Azure, in chief a Demi Eagle Displayed Gules, beaked and langued Azure, in base seven Skulls four and three Or, the eye and nose cavities inset with Gemstones Gules. The whole ensigned by a Royal Crown and encircled by the Collar of the Order of the Golden Skull and for Supporters, on either side a Horse Argent unguled Or.

Article 25
The flag of the realm is a horizontal tricolour of white, gray and black, with the three stripes representing the three estates. The width of the flag is three-fifths of its length and the width of each stripe is equal to one third of the width of the flag.

Chapter 8: Amendments to the Basic Law

Article 26
The Basic Law may be changed or amended only by both necrarchs in person and in accordance with the procedure established by them.[/spoiler]

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS it has been proposed to unify the Empire of Sangun and South Cibola with the Kingdom of Minarboria;

LET IT THEREFORE BE KNOWN that we, Max the First, King of Leichenberg, and Mira Raynora the Younger, Queen of Leichenberg, do hereby ratify the Treaty of Sansabury as contained in the Schedule to this Decree.

TO ALL AND SINGULAR to whom these Presents shall come, Lyssansa, Queen of Minarboria and of Lichbrook, Reigning Empress of Sangun, Empress of South Cibola, Grand Princess of Treisenberg, &c., and the members of the Council of Princes of the Empire, send greeting!

WHEREAS it has become evident that the mode of governance originally devised for the Empire of Sangun and South Cibola is no longer adequate;

AND WHEREAS the duly elected Empress Lyssansa has offered a model of greater and more stable union with her realm of Minarboria;

AND WHEREAS the faith of that realm has begun to take root in the rest, and we are desirous of maintaining peace and amity between the believers of our various realms and those who follow the Shrub-God;

LET IT THEREFORE BE KNOWN that the following Articles have been negotiated and agreed upon by the Empress and the Council of Princes, in good faith and without effort of evasion:

Article I.
The Imperial Charter of the Empire of Sangun and South Cibola is hereby rescinded by the provisions of Article 17 of that document.

Article II.
The Empire of Sangun and South Cibola is hereby dissolved.

Article III.
The Kingdom of Minarboria, the Empire of Greater Sangun, the Grand Principality of Treisenberg and the Common Bailiwicks, the Kingdom of Leichenberg, the United Kingdom of Steeria and Highfield, the Kingdom of Riskai and the Idunn Isles, the Kingdom of Tiěyá, and the Khanate of Karalakh do hereby establish a new union by the name of the Empire of Minarboria, to be constituted in accordance with the Imperial Root Law contained in the Schedule to this treaty.

Chapter 1: The Nature of the Empire

Article 1
The Empire of Minarboria is the greater garden of the Shrub-God Minarbor. It comprises:

(i) The original Minarborian territories situated on the continent of Benacia, which are known as the Imperial Shrublands;

(ii) The Empire of Greater Sangun (大三郡帝国 (Dai Sangun Teikoku);

(iii) The Grand Principality of Treisenberg and the Common Bailiwicks (Grossfürstentum Treisenberg und die Gemeinen Vogteien);

(iv) The Kingdom of Leichenberg (Königreich Leichenberg);

(v) The United Kingdom of Steeria and Highfield (Vereinigtes Königreich Stiermark und Hochfeld);

(vi) The Kingdom of Riskai and the Idunn Isles (Riskaiar og Iðunnareyja Konungsríki);

(vii) The Kingdom of Tiěyá (Königreich Tiěyá; 鐵崖王國 Tetsugai Ōkoku/Tiěyá Wángguó);

(viii) The Khanate of Karalakh (Karalax Xanliki).

Article 1.1
The Imperial Shrublands, the Empire of Greater Sangun and the Grand Principality of Treisenberg and the Common Bailiwicks are known collectively as the Lands of the Imperial Crown.

Article 1.2
The Kingdom of Leichenberg, United Kingdom of Steeria and Highfield, Kingdom of Riskai and the Idunn Isles, Kingdom of Tiěyá and Khanate of Karalakh are known collectively as the Imperial Realms.

Article 2
The capital of the Empire is the city of Sansabury.

Article 3
Overdolor English is the language of the Imperial Administration. Laqi, Lywind English, High Saxon and Sangunese are official languages of the Empire.

Chapter 2: The Empress

Article 4
The Empire is a federated necrarchy under the leadership of the Bride of Minarbor, Lyssansa of the House of Rossheim, who is styled Empress of Minarboria with the qualification of Imperial Jolliness.

Article 5
As the Bride of Minarbor, the Empress of Minarboria possesses supreme executive, legislative and administrative authority over the Lands of the Imperial Crown. Within these territories, submission to her will is politely requested by the Shrub-God himself.

Article 5.1
Within the Imperial Shrublands, the Empress:

(i) possesses supreme legislative authority: no law can come into force without her personal approval.

(ii) possesses supreme administrative authority: on the highest level of administration her authority is direct and on subordinate levels of administration, she determines the degree of authority of the officials who act in her name and in accordance with her orders;

(iii) appoints and dismisses all state officials whose appointment or dismissal has not been otherwise determined by law;

(iv) issues Royal Decrees for the organisation and functioning of state administration, as well as directives essential for the execution of the law;

(v) has the right to pardon the accused, to mitigate the sentence and even to completely forgive transgressions, including the right to terminate court actions against the guilty and to free them from trial and punishment;

(vi) has the right to act freely in all matters that are not otherwise subject to existing law.

Article 5.2
Within the of Greater Sangun and the Grand Principality of Treisenberg and the Common Bailiwicks, the Empress exercises supreme authority in accordance with local law.

Article 6
The Empress has the sole right to bestow and revoke citizenship.

Article 7
The Empress is the commander-in-chief of the armed forces of the Empire.

Chapter 3: The Regent Interdum

Article 8
The Empress may appoint a Regent Interdum to maintain the basic functions of government during her absence.

Article 9
The Regent Interdum has the authority to:

(i) Enforce the law of the Empire, including the Root Law;

(ii) Undertake defensive military action within the borders of the Empire;

(iii) Receive representatives of foreign states;

(iv) Maintain the administration of the Lands of the Crown.

Article 10
The Regent Interdum is prohibited from:

(i) Amending the Root Law;

(ii) Entering into treaties with foreign states or organisations;

(iii) Undertaking military action beyond the borders of the Empire;

(iv) Interfering in the administration of the Imperial Realms.

Article 11
Any decrees or decisions of the Regent Interdum not expressly confirmed by the Empress upon her return are to be deemed invalid.

Chapter 4: The Council of Necrarchs

Article 12
The Council of Necrarchs is the supreme legislative body of the Empire. It comprises:

(i) the Empress of Minarboria, or the Regent Interdum in her absence;

(ii) the King and Queen of Leichenberg;

(iii) the King and Queen of Steeria and Highfield;

(iv) the King of Riskai and the Idunn Isles;

(v) the Queen of Tiěyá;

(vi) the Khan of Karalakh.

Article 13
The Council of Necrarchs is presided over by the Empress.

Article 14
The Council of Necrarchs issues Imperial Decrees for the organisation and administration of the Empire as a whole.

Chapter 5: The State Arbors

Article 15
The First State Arbor is reserved for the Empress and other necrarchs. It is here that the Council of Necrarchs meets and from here that Imperial and Royal Decrees are proclaimed.

Article 16
The Second State Arbor is reserved for citizens and it is from here that the internal affairs of the Empire are conducted.

Article 17
The Third State Arbor is reserved for the subjects of foreign states and their representatives and it is from here that the external affairs of the Empire are conducted.

Chapter 6: The Imperial Shrublands

Article 18
That portion of the Imperial Shrublands under direct Imperial lordship is known as the Lichnina.

Article 18.1
The Lichnina comprises:

(i) The Lichgraviate of Lywall, which has its seat of administration in the city of Lynik;

(ii) The Lichgraviate of Lachmeren, which has its seat of administration in the city of Merensk;

(iii) The Lichgraviate of Novodolor, which has its seat of administration in the city of Novodolorsk;

(iv) The Royal Forest of Litel, which has its seat of administration in the settlement of Swainmote Lodge.

Article 18.2
The three lichgraviates are each administered by a governor appointed by the Empress.

Article 18.3
The Royal Forest of Litel is administered by a Deep Singer appointed by the Empress, who is styled Verderer of Litel.

Article 19
The remaining territory of the Imperial Shrublands is divided between five autonomous jurisdictions:

(i) The Garden of Whisperwood;

(ii) The Marquessate of &zeter;

(iii) The Jollity of Toastytop;

(iv) The County of Gloomvale;

(v) The Principality of Highbloom.

Article 19.1
The Garden of Whisperwood is a palatine jurisdiction held by Fleurette de Taniere-Gaudin of the Deep Singers and her lawful successors, who are styled Warden of Whisperwood.

Article 19.2
The Marquessate of &zeter is a palatine jurisdiction held by Clarence Etzeterra, who is styled Marquess of &zeter.

Article 19.3
The Jollity of Toastytop is a palatine jurisdiction held by Lord Toastypops.

Article 19.4
The County of Gloomvale is a palatine jurisdiction held by the Von Schatten Company.

Article 19.5
The Principality of Highbloom is a palatine jurisdiction held by the Princess Royal Octavia, who is styled Princess of Highbloom.

Article 19.6
The designated holder of each jurisdiction possesses regalian rights over and within that territory.

Chapter 7: The Imperial Realms

Article 20
The Imperial Realms are sovereign necrarchies within the Empire.

Article 20.1
The Kingdom of Leichenberg is the realm of Max I and Mira Raynora the Younger of the House of Rossheim.

Article 20.2
The United ingdom of Steeria and Highfield is the realm of Max II and Octavia of the House of Rossheim.

Article 20.3
The Kingdom of Riskai and the Idunn Isles is the realm of Sadamara Aptrgangr of the House of Rossheim-Nidaros-Riskai.

Article 20.4
The Kingdom of Tiěyá is the realm of the Gǔ Dynasty.

Article 2.5
The Khanate of Karalakh is the realm of Nela Khan Karalakhli.

Article 21
The necrarch of each Imperial Realm exercises supreme authority over his or her own territory in accordance with local law.

Chapter 8: The Church of Minarbor

Article 22
The Church of Minarbor is the established church of the Empire.

Article 23
As the Bride of Minarbor, the Empress is supreme head of the church.

Article 24
As the first children of his garden, the Deep Singers are entrusted by the Shrub-God with the running of his church.

Article 25
The highest cleric of the church shall be the Resector of Sansabury, who is appointed by the Queen to minister to her capital and serve as the attendant of Minarbor. From the Resector will stem all other consecrations and appointments of the clerics of the church.

Article 26
The everyday governance of the church shall be in the hands of the Holy Synod, comprised of the Resector of Sansabury, the Cultor of Toastytop, the resector and two seniormost cultors of each of the jurisdictions of Lywall and Lachmeren, Novodolor, Whisperwood, &zeter, Gloomvale and Highbloom, and the seniormost cultor of the realms of Greater Sangun, Treisenberg and the Common Bailiwicks, Leichenberg, Steeria and Highfield, Riskai and the Idunn Isles, Tiěyá, and Karalakh.

Article 27
The Resector of Sansabury shall preside over the Holy Synod as the representative of the Shrub-God Minarbor and his Bride, and shall be empowered to veto or repeal the acts the Synod.

Chapter 9: The Symbols of the Empire

Article 28
The flag of the Empire consists of a black field edged with two narrow stripes, the upper stripe of Lywind Blue and the lower stripe of maroon. In the centre, there is a representation of the Shrub-God Minarbor surrounded by a wreath or torse of alternating twists of Lywind Blue and maroon.

Article 29
The great seal of the Empire consists of a representation of the Shrub-God Minarbor surrounded by a wreath or torse of alternating twists of Lywind Blue and maroon. Beneath the torse, a pair of green leafy tendrils extend from a scroll bearing the motto "Pro virgulto omnia".

Chapter 10: Amendments to the Imperial Root Law

Article 30
The Imperial Root Law may be changed or amended only by the Council of Necrarchs.[/quote]
