ROYAL DECREE Nº 1

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS we are desirous of establishing a flag and arms for our Kingdom of Leichenberg;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, and Marie Dolores, Queen of Leichenberg, do by these Presents decree that:

1. The flag of the realm shall be a horizontal tricolour of white, gray and black. The width of the flag shall be three-fifths of its length and the width of each stripe equal to one third of the width of the flag.

2. The greater arms of the realm shall be as follows: Or an Eagle Displayed Gules, armed, beaked, and langued Azure, upon its breast an Inescutcheon of the last charged with a Skull Or royally crowned Proper; the shield ensigned by a Royal Crown and encircled by the Ribbon of the Order of the White Horse and for Supporters, on either side a Horse Argent unguled Or.

ROYAL DECREE Nº 2

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS we wish to rename certain of our cities and reorder the internal administration of our dominions;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, and Marie Dolores, Queen of Leichenberg, do by these Presents decree that:

1. Our city of Neutreisen shall be renamed Kronstadt and from this time hence shall be the capital of our realm;

2. Our city of Eisenstadt shall be renamed Eisenburg and our city of Swak Steer shall be renamed Stierburg;

3. For administrative purposes, our realm shall be divided into five bailichdoms:

(i) Lower Leichenberg or Niederleichenberg, which shall have its seat of administration in the city of Kronstadt;

(ii) Upper Leichenberg or Oberleichenberg, which shall have its seat of administration in the city of Leichenberg;

(iii) The Eastmarch or Ostmark, which shall have its seat of administration in the city of Neurossheim;

(iv) The Westmarch or Westmark, with shall have its seat of administration in the city of Eisenburg;

(v) The Steermarch or Stiermark, which shall have its seat of administration in the city of Stierburg.

4. The boundaries of the five bailichdoms shall be as depicted upon the map contained in the Schedule to this Decree.

WHEREAS we are desirous of promulgating a basic law for our realm;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, and Mira, Queen of Leichenberg, do by these Presents decree that our Kingdom of Leichenberg shall be constituted henceforth in accordance with the Basic Law of the Kingdom of Leichenberg contained in the Schedule to this Decree.

SCHEDULE: THE BASIC LAW OF THE KINGDOM OF LEICHENBERG

Chapter 1: The Nature of the Realm

Article 1
The official name of this realm is the Kingdom of Leichenberg, or Königreich Leichenberg in the language of the Cibolan Saxons.

Article 2
The Kingdom of Leichenberg is a sovereign and indivisible necrarchy in which supreme authority is permanently vested in the necrarchs Max and Mira of the House of Rossheim.

Article 2.1
The necrarchs’ souls are magically and inseparably bound together and to the realm. The necrarchs do not represent the state, for they are the state.

Article 2.2
The necrarchs are styled King and Queen of Leichenberg, Duke and Duchess of Rossheim and Slavonia with the qualification of Majesty in the English language and König und Königin von Leichenberg, Herzog und Herzogin von Rossheim und Slawonien with the qualification of Majestät in the language of the Cibolan Saxons.

Article 3
The capital of the realm is the city of Kronstadt.

Article 4
English and Cibolan Saxon are the official languages of the realm.

Chapter 2: The Nature of Society

Article 5
All sapient indigenous inhabitants who are not members of the House of Rossheim are citizens of the realm and subjects of the necrarchs. Citizens belong to one of three estates:

(i) The Estate of the Living (Lebenderstand);

(ii) The Estate of the Half-living (Halblebenderstand);

(iii) The Estate of the Dead (Totenstand).

Article 5.1
The Estate of the Living consists of the Cibolan Saxons (Siebenberger Sachsen) and other living citizens who dwell within the region of Lower Leichenberg or in the cities of Neurossheim, Leichenberg, Eisenburg and Stierburg.

Article 5.2
The Estate of the Half-living consists of the Dwarrowliches (Leichenzwerge), miners and engineers who dwell beneath the Leichenberg Mountains.

Article 5.3
The Estate of the Dead consists of the Lichknechts (Leichenknechte) and other sapient undead servants of the necrarchs.

Article 6
Any members of the House of Rossheim other than the necrarchs who are resident in the Kingdom are considered citizens of the realm but not subjects of the necrarchs.

Article 7
Alongside the three estates, there exists a servile class of non-sapient necrorobotic and necromechanical constructs known as zombots, or Zomboter in the language of the Cibolan Saxons, which are manufactured from the corpses of the living. Zombots do not possess citizenship but are considered subjects of the necrarchs.

Chapter 3: The Rights of the Living

Article 8
All sapient living beings are free and equal. No sapient living being shall be held in slavery or servitude.

Article 9
All living beings that possess sapience and are of age have the right to marry and establish a family, regardless of race or sexual orientation.

Article 10
All sapient living beings have the right to freedom of thought and conscience.

Article 11
All living citizens have the right to freedom of movement and residence within the region of Lower Leichenberg and in the cities of Neurossheim, Leichenberg, Eisenburg and Stierburg.

Article 12
All living citizens have the right to own property within the region of Lower Leichenberg and in the cities of Neurossheim, Leichenberg, Eisenburg and Stierburg. They may not be unjustly or arbitrarily deprived of that property.

Article 13
All living citizen have the right to work within the region of Lower Leichenberg and in the cities of Neurossheim, Leichenberg, Eisenburg and Stierburg.

Article 14
All living citizens have the right to a standard of living adequate for their health and well-being.

Article 15
All living citizens have the right to education.

Article 16
All living citizens are exempt from royal taxation, with the exception of such temporary and extraordinary taxes as may be required in times of emergency.

Chapter 4: The Rights of the Half-living

Article 17
The half-living enjoy personal freedom in return for service to the necrarchs.

Article 18
The half-living may marry and establish a family, subject to the necrarchs’ approval.

Article 19
The half-living may own property beneath the Leichenberg Mountains or in the four surface settlements of Nordtor, Osttor, Westtor and Stiertor, subject to the necrarchs’ approval.

Chapter 5: The Obligations of the Dead

Article 20
Within the realm, the dead are the property of the necrarchs and are subject to their will in all things. Only the members of the House of Rossheim are free and exempt from the necrarchs’ commands.

Article 21
The corpse of a living citizen shall be converted for posthumous service as a zombot. The corpse of a non-citizen shall be returned to the next of kin upon payment of a corpse tax.

Article 22
Among the dead, only members of the House of Rossheim may own property.

Article 23
Among the dead, only members of the House of Rossheim may marry and establish a family.

Article 24
Among the dead, only members of the House of Rossheim have the right to freedom of thought and conscience.

Article 25
All humanoid undead who are not members of the House of Rossheim shall keep their faces covered at all times when in the presence of the living.

Chapter 6: The Administration of the Realm

Article 26
For administrative purposes, the realm is subdivided into five bailichdoms, or Leichenvogteien in the language of the Cibolan Saxons:

(i) Lower Leichenberg or Niederleichenberg, which has its seat of administration in the city of Kronstadt;

(ii) Upper Leichenberg or Oberleichenberg, which has its seat of administration in the city of Leichenberg;

(iii) The Eastmarch or Ostmark, which has its seat of administration in the city of Neurossheim;

(iv) The Westmarch or Westmark, with its seat of administration in the city of Eisenburg;

(v) The Steermarch or Stiermark, which has its seat of administration in the city of Stierburg.

Article 26.1
Each of the bailichdoms is administered by a bailich, or Leichenvogt in the language of Cibolan Saxons. The bailiches are Lichknechts appointed by the necrarchs.

Article 26.2
Within each bailichdom, the local bailich is responsible for co-ordinating the activities of the dead, maintaining law and order and safeguarding the right of the living inhabitants to good governance.

Article 27
Each of the five royal cities of Kronstadt, Leichenberg, Neurossheim, Eisenburg and Stierburg is administered by a civic council, or Stadtrat in the language of the Cibolan Saxons, which is freely elected by the living citizens of that city who are of age and good character.

Article 27.1
The civic council is responsible for the welfare of the living inhabitants of the city as well as the provision and maintenance of public services and facilities.

Article 27.2
The civic council has the authority to appoint and dismiss living public officials within the city, with the exception of those in the necrarchs’ service.

Article 27.3
The civic council has the authority to levy such taxes as may be deemed necessary for the provision and maintenance of public services and facilities, subject to the oversight of the local bailich.

Chapter 7: The Symbols of the Realm

Article 28

Chapter 8: Amendments to the Basic Law

Article 30
The Basic Law may be changed or amended only by the necrarchs in person and in accordance with the procedure established by them.

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS we are desirous of expanding and restructuring the military forces of our realm;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Duchess of Rossheim and Slavonia, do by these Presents decree that:

1. The 1st Lich Hussar Regiment or Leichen-Husaren-Regiment 1 shall be raised at Kronstadt from the following units:

(i) The 1st Lichguard Battalion Group "Rossheim", which shall be redesignated the I Battalion, 1st Lich Hussar Regiment;

(ii) The 2nd Lichguard Battalion Group "Leichenberg", which shall be redesignated the II Battalion, 1st Lich Hussar Regiment;

(iii) The 1st Lichguard Armoured Reconnaissance Battalion "Rossheim", which shall be redesignated the III Battalion, 1st Lich Hussar Regiment.

2. The 2nd Lich Hussar Regiment or Leichen-Husaren-Regiment 2 shall be raised at Neurossheim from the following units:

(i) The 3rd Lichguard Battalion Group "Volksburg", which shall be redesignated the I Battalion, 2nd Lich Hussar Regiment;

(ii) The 4th Lichguard Battalion Group "Rossheim", which shall be redesignated the II Battalion, 2nd Lich Hussar Regiment;

(iii) The III Battalion, 2nd Lich Hussar Regiment, which shall be newly raised at Neurossheim.

3. The 3rd Lich Hussar Regiment or Leichen-Husaren-Regiment 3 shall be raised at Eisenburg from the following units:

(i) The 5th Lichguard Battalion Group "Eisenmark", which shall be redesignated the I Battalion, 3rd Lich Hussar Regiment;

(ii) The 6th Lichguard Battalion Group "Eisenmark", which shall be redesignated the II Battalion, 3rd Lich Hussar Regiment;

(iii) The 2nd Lichguard Armoured Reconnaissance Battalion "Eisenmark", which shall be redesignated the III Battalion, 3rd Lich Hussar Regiment.

4. The 4th Lich Hussar Regiment or Leichen-Husaren-Regiment 4 shall be raised at Stierburg from the following units:

(i) The The 7th Lichguard Battalion Group "Steermark", which shall be redesignated the I Battalion, 4th Lich Hussar Regiment;

(ii) The 8th Lichguard Battalion Group "Steermark", which shall be redesignated the II Battalion, 4th Lich Hussar Regiment;

(iii) The 3rd Lichguard Armoured Reconnaissance Battalion "Steermark", which shall be redesignated the III Battalion, 4th Lich Hussar Regiment.

5. Four Lich Infantry Regiments shall be raised:

(i) The 1st Lich Infantry Regiment or Leichen-Infanterie-Regiment 1 at Nordtor;

(ii) The 2nd Lich Infantry Regiment or Leichen-Infanterie-Regiment 2 at Osttor;

(iii) The 3rd Lich Infantry Regiment or Leichen-Infanterie-Regiment 3 at Westtor;

(iv) The 4th Lich Infantry Regiment or Leichen-Infanterie-Regiment 4 at Stiertor.

6. The 1st Lichguard Headquarters and Support Battalion "Rossheim", the 2nd Lichguard Headquarters and Support Battalion "Eisenmark" and the 3rd Lichguard Headquarters and Support Battalion "Steermark" shall be disbanded.

7. The 1st Lich Brigade "Leichenberg" or Leichen-Brigade 1 "Leichenberg" shall be raised at Kronstadt and shall comprise the 1st Lich Hussar Regiment and the 1st Lich Infantry Regiment.

8. The 1st Lichguard Brigade "Rossheim" shall be renamed the 2nd Lich Brigade "Ostmark" or Leichen-Brigade 2 "Ostmark" and shall comprise the 2nd Lich Hussar Regiment and the 2nd Lich Infantry Regiment.

9. The 2nd Lichguard Brigade "Eisenmark" shall be renamed the 3rd Lich Brigade "Westmark" or Leichen-Brigade 3 "Westmark" and shall comprise the 3rd Lich Hussar Regiment and the 3rd Lich Infantry Regiment.

10. The 3rd Lichguard Brigade "Steermark" shall be renamed the 4th Lich Brigade "Stiermark" or Leichen-Brigade 4 "Stiermark" and shall comprise the 4th Lich Hussar Regiment and the 4th Lich Infantry Regiment.

11. All units shall be organised and equipped in accordance with the Tables of Organisation and Equipment contained in the Schedule to this Decree.

ROYAL DECREE Nº 6

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS we are desirous of annexing the ungoverned territories between the Leichenberg mountains and the southern coast;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Duchess of Rossheim and Slavonia, do by these Presents annex to our Kingdom of Leichenberg those territories depicted on the map contained in the First Schedule to this Decree;

AND BY THE AUTHORITY AFORESAID we do further decree that the annexed territories shall be divided between the Bailichdom of Stiermark and two new administrative units, the Bailichdom of South Leichenberg, or Leichenvogtei Südleichenberg in the language of the Cibolan Saxons, and the Wadonstol Military Frontier, or Militärgrenze Wadonstol in the language of the Cibolan Saxons, in accordance with the new boundaries depicted upon the map contained in the Second Schedule to this Decree.

ROYAL DECREE Nº 7

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS we are desirous of transferring the seat of government of our realm to our city of Leichenberg;

AND WHEREAS we wish to re-establish direct royal control over that city;

RECOGNISING the legitimate rights, liberties and aspirations of our living subjects;

AND MINDFUL of the need to compensate the living inhabitants of the city of Leichenberg for the loss of their civic autonomy;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Duchess of Rossheim and Slavonia, do by these Presents abolish the Leichenberg Civic Council and resume direct control over our said city of Leichenberg, which from this time hence shall be the capital of our realm;

AND BY THE AUTHORITY AFORESAID we do further decree that:

1. The city of Moorheim shall be refounded as the seat of administration for the newly-established Bailichdom of South Leichenberg.

2. The city of Moorheim shall have the same autonomy and privileges as the city of Leichenberg possessed on the day of this decree.

3. All living citizens who are resident in the city of Leichenberg on the day of this decree but who subsequently wish to leave that city shall have the option of being relocated to the city of Moorheim at our expense.

4. All living citizens who are resident in the city of Leichenberg on the day of this decree and who wish to remain in that city may do so, under our direct royal protection and retaining all of their property and rights.

5. Any living citizen who was not resident in the city of Leichenberg on the day of this decree but who subsequently wishes to reside in that city may do so only with our approval.

6. The Basic Law of the Kingdom of Leichenberg shall be amended accordingly and our Kingdom of Leichenberg constituted henceforth in accordance with the Basic Law of the Kingdom of Leichenberg contained in the Schedule to this Decree.

(iv) The Bailichdom of the Westmarch or Leichenvogtei Westmark, with its seat of administration in the city of Eisenburg;

(v) The Bailichdom of the Steermarch or Leichenvogtei Stiermark, which has its seat of administration in the city of Stierburg.

(vi) The Bailichdom of South Leichenberg or Leichenvogtei Südleichenberg, which has its seat of administration in the city of Moorheim;

(vii) The Wadonstol Military Frontier or Militärgrenze Wadonstol, which is administered from the city of Leichenberg.

Article 26.1
Each of the bailichdoms is administered by a bailich, or Leichenvogt in the language of Cibolan Saxons. The bailiches are Lichknechts appointed by the necrarchs.

Article 26.2
Within each bailichdom, the local bailich is responsible for co-ordinating the activities of the dead, maintaining law and order and safeguarding the right of the living inhabitants to good governance.

Article 27
Each of the five Cibolan Saxon cities of Kronstadt, Neurossheim, Eisenburg, Stierburg and Moorheim is administered by a civic council, or Stadtrat in the language of the Cibolan Saxons, which is freely elected by the living citizens of that city who are of age and good character.

Article 27.1
The civic council is responsible for the welfare of the living inhabitants of the city as well as the provision and maintenance of public services and facilities.

Article 27.2
The civic council has the authority to appoint and dismiss living public officials within the city, with the exception of those in the necrarchs’ service.

Article 27.3
The civic council has the authority to levy such taxes as may be deemed necessary for the provision and maintenance of public services and facilities, subject to the oversight of the local bailich.

Chapter 7: The Symbols of the Realm

Article 28
The greater arms of the realm are blazoned as follows: Or an Eagle Displayed Gules, armed, beaked and langued Azure, upon its breast an Inescutcheon of the last charged with a Skull Or royally crowned Proper; the shield ensigned by a Royal Crown and encircled by the Ribbon of the Order of the White Horse and for Supporters, on either side a Horse Argent unguled Or.

Article 29
The flag of the realm is a horizontal tricolour of white, gray and black, with the three stripes representing the three estates. The width of the flag is three-fifths of its length and the width of each stripe is equal to one third of the width of the flag.

Chapter 8: Amendments to the Basic Law

Article 30
The Basic Law may be changed or amended only by the necrarchs in person and in accordance with the procedure established by them.

WHEREAS we are desirous of restructuring the military forces of our realm;

1. All brigade-level units shall be disbanded.

2. The four Lich Hussar Regiments shall be redesignated Lich Grenadier Regiments or Leichen-Grenadier-Regimenter.

3. The four Lich Grenadier Regiments shall each consist of two battalions:

(i) The 1st Lich Grenadier Regiment "Kronstadt" or Leichen-Grenadier-Regiment 1 "Kronstadt" shall consist of the I and II Battalions, 1st Lich Hussar Regiment, which shall be redesignated the I and II Battalions, 1st Lich Grenadier Regiment respectively;

(ii) The 2nd Lich Grenadier Regiment "Rossheim" or Leichen-Grenadier-Regiment 2 "Rossheim" shall consist of the I and II Battalions, 2nd Lich Hussar Regiment, which shall be redesignated the I and II Battalions, 2nd Lich Grenadier Regiment respectively;

(iii) The 3rd Lich Grenadier Regiment "Westmark" or Leichen-Grenadier-Regiment 3 "Westmark" shall consist of the I and II Battalions, 3rd Lich Hussar Regiment, which shall be redesignated the I and II Battalions, 3rd Lich Grenadier Regiment respectively;

(iv) The 4th Lich Grenadier Regiment "Stiermark" or Leichen-Grenadier-Regiment 4 "Stiermark" shall consist of the I and II Battalions, 4th Lich Hussar Regiment, which shall be redesignated the I and II Battalions, 4th Lich Grenadier Regiment respectively.

4. Two new Lich Hussar Regiments, each of two battalions, shall be formed from the third battalions of the old Lich Hussar Regiments:

(i) The 1st Lich Hussar Regiment or Leichen-Husaren-Regiment 1 shall be formed from the III Battalion, 1st Lich Hussar Regiment and the III Battalion, 2nd Lich Hussar Regiment, which shall be redesignated the I and II Battalions, 1st Lich Hussar Regiment respectively;

(ii) The 2nd Lich Hussar Regiment or Leichen-Husaren-Regiment 2 shall be formed from the III Battalion, 3rd Lich Hussar Regiment and the III Battalion, 4th Lich Hussar Regiment, which shall be redesignated the I and II Battalions, 2nd Lich Hussar Regiment respectively.

5. The aviation squadrons of the old Lich Hussar Regiments shall be grouped into two new Aviation Battalions:

(i) The 1st Aviation Battalion shall be formed from the aviation squadrons of the old 1st and 2nd Lich Hussar Regiments;

(ii) The 2nd Aviation Battalion shall be formed from the aviation squadrons of the old 3rd and 4th Lich Hussar Regiments.

5. The air defence batteries of the old Lich Hussar Regiments shall be grouped into two new Air Defence Battalions:

(i) The 1st Air Defence Battalion shall be formed from the air defence batteries of the old 1st and 2nd Lich Hussar Regiments;

(ii) The 2nd Air Defence Battalion shall be formed from the air defence batteries of the old 3rd and 4th Lich Hussar Regiments.

WHEREAS we are desirous of reordering the administration of our realm to better meet the new challenges it faces;

AND MINDFUL that the lands to the south of the mountains possess a distinct regional identity that sets them apart from the remainder of our dominions;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Duchess of Rossheim and Slavonia, do by these Presents unite our Bailichdoms of the Steermarch and South Leichenberg and the Wadonstol Military Frontier into an autonomous duchy by the name of the Duchy of Stiermark or Herzogtum Stiermark;

AND BY THE AUTHORITY AFORESAID we do further decree that:

1. The Bailichdoms of Upper Leichenberg and the West March are hereby abolished and their territory placed under direct necrarchical control as the Crownland or Kronland.

2. The city of Eisenburg is hereby renamed Waldenburg.

3. The Bailichdom of Lower Leichenberg is hereby renamed the Province of Kronstadt or Provinz Kronstadt.

4. The Bailichdom of the East March is hereby renamed the Province of Rossheim or Provinz Rossheim.

5. The city of Stiertor and the mountainous districts of the former Bailichdom of the Steermarch are hereby transferred to the Crownland in accordance with the boundaries depicted upon the maps contained in the First Schedule to this Decree.

6. The boundaries of the Crownland and the provinces of Kronstadt and Rossheim shall be as depicted upon the maps contained in the First Schedule to this Decree.

7. Our living subjects are permitted to settle freely throughout the Provinces of Kronstadt and Rossheim.

8. Within the Crownland and the Duchy of Stiermark, living citizens may settle freely only in the cities of Leichenberg, Waldenburg, Stierburg and Moorheim.

9. Leichenberg Civic Council shall be re-established to oversee the needs of the city’s living population.

10. The civic councils of Kronstadt and Neurossheim shall be reconstituted as provincial diets (Provinziallandtag) to oversee the needs of the living population.

11. The Basic Law of the Kingdom of Leichenberg shall be amended accordingly and our Kingdom of Leichenberg constituted henceforth in accordance with the Basic Law of the Kingdom of Leichenberg contained in the Second Schedule to this Decree.

Chapter 1: The Nature of the Realm

Article 1
The official name of this realm is the Kingdom of Leichenberg, or Königreich Leichenberg in the language of the Cibolan Saxons.

Article 2
The Kingdom of Leichenberg is a sovereign and indivisible necrarchy in which supreme authority is permanently vested in the necrarchs Max and Mira of the House of Rossheim.

Article 2.1
The necrarchs’ souls are magically and inseparably bound together and to the realm. The necrarchs do not represent the state, for they are the state.

Article 2.2
The necrarchs are styled King and Queen of Leichenberg, Duke and Duchess of Rossheim and Slavonia with the qualification of Majesty in the English language and König und Königin von Leichenberg, Herzog und Herzogin von Rossheim und Slawonien with the qualification of Majestät in the language of the Cibolan Saxons.

Article 3
The Duchy of Stiermark, while comprising an inseparable part of the realm, is governed by special degrees based on special legislation.

Article 4
The capital of the realm is the city of Leichenberg.

Article 5
English and Cibolan Saxon are the official languages of the realm.

Chapter 2: The Nature of Society

Article 6
All sapient indigenous inhabitants who are not members of the House of Rossheim are citizens of the realm and subjects of the necrarchs. Citizens belong to one of three estates:

(i) The Estate of the Living (Lebenderstand);

(ii) The Estate of the Half-living (Halblebenderstand);

(iii) The Estate of the Dead (Totenstand).

Article 6.1
The Estate of the Living consists of the Cibolan Saxons (Siebenberger Sachsen) and other sapient living creatures upon whom citizenship has been conferred.

Article 6.2
The Estate of the Half-living consists of the Dwarrowliches (Leichenzwerge) who dwell beneath the Leichenberg Mountains.

Article 6.3
The Estate of the Dead consists of the Lichknechts (Leichenknechte) and other sapient undead servants of the necrarchs.

Article 7
Any members of the House of Rossheim other than the necrarchs who are resident in the Kingdom are considered citizens of the realm but not subjects of the necrarchs.

Article 8
Alongside the three estates, there exists a servile class of non-sapient necrorobotic and necromechanical constructs known as zombots, or Zomboter in the language of the Cibolan Saxons, which are manufactured from the corpses of the living. Zombots do not possess citizenship but are considered subjects of the necrarchs.

Chapter 3: The Rights of the Living

Article 9
All sapient living beings are free and equal. No sapient living being shall be held in slavery or servitude.

Article 10
All living beings that possess sapience and are of age have the right to marry and establish a family, regardless of race or sexual orientation.

Article 11
All sapient living beings have the right to freedom of thought and conscience.

Article 12
All living citizens have the right to freedom of movement and residence within the provinces of Kronstadt and Rossheim and in the cities of Leichenberg and Waldenburg.

Article 13
All living citizens have the right to own property within the provinces of Kronstadt and Rossheim and in the cities of Leichenberg and Waldenburg. They may not be unjustly or arbitrarily deprived of that property.

Article 14
All living citizen have the right to work within the provinces of Kronstadt and Rossheim and in the cities of Leichenberg and Waldenburg.

Article 15
All living citizens have the right to a standard of living adequate for their health and well-being.

Article 16
All living citizens have the right to education.

Article 17
All living citizens are exempt from royal taxation, with the exception of such temporary and extraordinary taxes as may be required in times of emergency.

Chapter 4: The Rights of the Half-living

Article 18
The half-living enjoy personal freedom in return for service to the necrarchs.

Article 19
The half-living may marry and establish a family, subject to the necrarchs’ approval.

Article 20
The half-living may own property beneath the Leichenberg Mountains or in the four surface settlements of Nordtor, Osttor, Westtor and Stiertor, subject to the necrarchs’ approval.

Chapter 5: The Obligations of the Dead

Article 21
Within the realm, the dead are the property of the necrarchs and are subject to their will in all things. Only the members of the House of Rossheim are free and exempt from the necrarchs’ commands.

Article 22
The corpse of a living citizen shall be converted for posthumous service as a zombot. The corpse of a non-citizen shall be returned to the next of kin upon payment of a corpse tax.

Article 23
Among the dead, only members of the House of Rossheim may own property.

Article 24
Among the dead, only members of the House of Rossheim may marry and establish a family.

Article 25
Among the dead, only members of the House of Rossheim have the right to freedom of thought and conscience.

Article 26
All humanoid undead who are not members of the House of Rossheim shall keep their faces covered at all times when in the presence of the living.

Chapter 6: The Administration of the Realm

Article 27
The realm is organised into three administrative units:

(i) The Crownland or Kronland, which has its seat of administration in the city of Leichenberg;

(ii) The Province of Kronstadt or Provinz Kronstadt, which has its seat of administration in the city of Kronstadt;

(iii) The Province of Rossheim or Provinz Rossheim, which has its seat of administration in the city of Neurossheim.

Article 28
The Crownland is administered directly by the necrarchs.

Article 29
Within the Crownland, the cities of Leichenberg and Waldenburg each have a civic council, or Stadtrat in the language of the Cibolan Saxons, which is freely elected by the living citizens of that city who are of age and good character.

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Duchess of Rossheim and Slavonia, having created our most well-beloved children the Prince Igor Viktor and the Princess Viktoria Adelheid as an expression of our commitment to the peoples of our realm and for the specific purpose of one day bringing the benefits of necrarchical government to the inhabitants of Stiermark, do by these Presents create, advance and prefer the said Prince Igor Viktor and the said Princess Viktoria Adelheid to the state, degree, style, dignity, title and honour of Duke of Stiermark and Duchess of Stiermark;

AND BY THE AUTHORITY AFORESAID we do further decree that the aforementioned Duchy of Stiermark shall be ruled by us in trust for the said Prince Igor Viktor and the said Princess Viktoria Adelheid until such time as they come of age and may be invested with full necrarchical authority over that duchy.

3. The III Battalion, 1st Lich Hussar Regiment and the III Battalion, 2nd Lich Hussar Regiment shall be combined to form the Lichguard Hussar Regiment or Leichengarde-Husaren-Regiment.

4. The Aviation Squadron, 1st Lich Hussar Regiment and the Aviation Squadron, 2nd Lich Hussar Regiment shall be combined to form the Lichguard Aviation Battalion or Leichengarde-Luftbataillon.

5. The Air Defence Battery, 1st Lich Hussar Regiment and the Air Defence Battery, 2nd Lich Hussar Regiment shall be combined to form the Lichguard Air Defence Battalion or Leichengarde-Flugabwehr-Bataillon.

6. The 1st Lich Infantry Regiment shall relocate to Kronstadt where it shall fall under the operational command of the 3rd Lich Brigade.

7. The 2nd Lich Infantry Regiment shall be redesignated the Lichguard Reserve Regiment or Leichengarde-Reserve-Regiment.

8. The 1st Lich Brigade and the 2nd Lich Brigade shall be disbanded.

9. The Lichguard Division or Leichengarde-Division shall be raised at Leichenberg and shall comprise the following units:

(i) The Divisional Headquarters and Support Company;

(ii) The 1st Regiment of Lichguards;

(iii) The 2nd Regiment of Lichguards;

(iv) The Lichguard Hussar Regiment;

(v) The Lichguard Reserve Regiment;

(vi) The Lichguard Aviation Battalion;

3. The 3rd Lich Grenadier Regiment or Leichen-Grenadier-Regiment Nr. 3 shall be raised at Moorheim from the following units:

(i) The Regimental Headquarters and Support Company, which shall be newly raised;

(ii) The II Battalion, 4th Lich Hussar Regiment, which shall relocate to Moorheim and be redesignated the I Battalion, 3rd Lich Grenadier Regiment;

(iii) The II Battalion, 3rd Lich Grenadier Regiment, which shall be newly raised.

4. A second battalion shall be raised at Stierburg for the 2nd Lich Grenadier Regiment.

5. The 1st Lich Hussar Regiment or Leichen-Husaren-Regiment Nr. 1 shall be raised at Waldenburg from the following units:

(i) The Regimental Headquarters and Support Squadron, which shall be newly raised;

(ii) The III Battalion, 3rd Lich Hussar Regiment, which shall be redesignated the
I Battalion, 1st Lich Hussar Regiment;

(iii) The II Battalion, 1st Lich Hussar Regiment, which shall be newly raised.

6. The 2nd Lich Hussar Regiment or Leichen-Husaren-Regiment Nr. 2 shall be raised at Stierburg and from the following units:

(i) The Regimental Headquarters and Support Squadron, which shall be newly raised;

(ii) The III Battalion, 4th Lich Hussar Regiment, which shall be redesignated the
I Battalion, 2nd Lich Hussar Regiment;

(iii) The II Battalion, 2nd Lich Hussar Regiment, which shall be newly raised.

7. The 1st Lich Aviation Battalion or Leichen-Luftbataillon Nr. 1 shall be raised at Waldenburg from the following units:

(i) The Battalion Headquarters and Support Squadron, which shall be newly raised;

(ii) The Aviation Squadron, 3rd Lich Hussar Regiment, which shall be redesignated the 1st Squadron, 1st Lich Aviation Battalion;

(iii) The 2nd Squadron, 1st Lich Aviation Battalion, which shall be newly raised.

8. The 2nd Lich Aviation Battalion or Leichen-Luftbataillon Nr. 2 shall be raised at Stierburg from the following units:

1. The 1st Lich Infantry Regiment shall be redesignated the 1st Lich Reserve Regiment or Leichen-Reserve-Regiment Nr. 1.

2. The 2nd Lich Reserve Regiment or Leichen-Reserve-Regiment Nr. 2 shall be raised at Waldenburg from the following units:

(i) The Regimental Headquarters and Support Company, which shall be newly raised;

ROYAL DECREE Nº 19

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS we are desirous of transferring the remainder of our lands south of the Leichenberg mountains to the Duchy of Stiermark;

AND WHEREAS we wish to reorder the internal administration of our remaining dominions;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Duchess of Rossheim and Slavonia, do by these Presents cede to the Duchy of Stiermark the territory depicted in pink upon the map contained in the First Schedule to this Decree;

AND BY THE AUTHORITY AFORESAID we do further decree that:

1. A new port and city to be known as Leichenhafen shall be founded at the location depicted upon the map contained in the Second Schedule to this Decree.

2. The Crownland and the Provinces of Kronstadt and Rossheim shall be dissolved and replaced by three new provinces and three new bailichdoms:

(i) The Province of Kronstadt, which has its seat of administration in the city of that name;

(ii) The Province of Leichenhafen, which has its seat of administration in the city of that name;

(iii) The Province of Neurossheim, which has its seat of administration in the city of that name;

(iv) The Bailichdom of Leichenberg, which has its seat of administration in the city of that name;

(v) The Bailichdom of the Oberland, which has its seat of administration in the city of Nordtor;

(vi) The Bailichdom of the Westmark, which has its seat of administration in the city of Waldenburg.

3. The borders of the new provinces and bailichdoms shall be as depicted upon the map contained in the Third Schedule to this Decree.

4. The Basic Law of the Kingdom of Leichenberg shall be amended accordingly and our Kingdom of Leichenberg constituted henceforth in accordance with the Basic Law of the Kingdom of Leichenberg contained in the Fourth Schedule to this Decree.

FOURTH SCHEDULE: THE BASIC LAW OF THE KINGDOM OF LEICHENBERG

Chapter 1: The Nature of the Realm

Article 1
The official name of this realm is the Kingdom of Leichenberg, or Königreich Leichenberg in the language of the Cibolan Saxons.

Article 2
The Kingdom of Leichenberg is a sovereign and indivisible necrarchy in which supreme authority is permanently vested in the necrarchs Max and Mira of the House of Rossheim.

Article 2.1
The necrarchs’ souls are magically and inseparably bound together and to the realm. The necrarchs do not represent the state, for they are the state.

Article 2.2
The necrarchs are styled King and Queen of Leichenberg, Duke and Duchess of Rossheim and Slavonia with the qualification of Majesty in the English language and König und Königin von Leichenberg, Herzog und Herzogin von Rossheim und Slawonien with the qualification of Majestät in the language of the Cibolan Saxons.

Article 3
The Duchy of Stiermark, while comprising an inseparable part of the realm, is governed by special degrees based on special legislation.

Article 4
The capital of the realm is the city of Leichenberg.

Article 5
English and Cibolan Saxon are the official languages of the realm.

Chapter 2: The Nature of Society

Article 6
All sapient indigenous inhabitants who are not members of the House of Rossheim are citizens of the realm and subjects of the necrarchs. Citizens belong to one of three estates:

(i) The Estate of the Living (Lebenderstand);

(ii) The Estate of the Half-living (Halblebenderstand);

(iii) The Estate of the Dead (Totenstand).

Article 6.1
The Estate of the Living consists of the Cibolan Saxons (Siebenberger Sachsen) and other sapient living creatures upon whom citizenship has been conferred.

Article 6.2
The Estate of the Half-living consists of the Dwarrowliches (Leichenzwerge) who dwell beneath the Leichenberg Mountains.

Article 6.3
The Estate of the Dead consists of the Lichknechts (Leichenknechte) and other sapient undead servants of the necrarchs.

Article 7
Any members of the House of Rossheim other than the necrarchs who are resident in the Kingdom are considered citizens of the realm but not subjects of the necrarchs.

Article 8
Alongside the three estates, there exists a servile class of non-sapient necrorobotic and necromechanical constructs known as zombots, or Zomboter in the language of the Cibolan Saxons, which are manufactured from the corpses of the living. Zombots do not possess citizenship but are considered subjects of the necrarchs.

Chapter 3: The Rights of the Living

Article 9
All sapient living beings are free and equal. No sapient living being shall be held in slavery or servitude.

Article 10
All living beings that possess sapience and are of age have the right to marry and establish a family, regardless of race or sexual orientation.

Article 11
All sapient living beings have the right to freedom of thought and conscience.

Article 12
All living citizens have the right to freedom of movement and residence within the provinces of Kronstadt, Leichenhafen and Neurossheim and in the cities of Leichenberg and Waldenburg.

Article 13
All living citizens have the right to own property within the provinces of Kronstadt, Leichenhafen and Neurossheim and in the cities of Leichenberg and Waldenburg. They may not be unjustly or arbitrarily deprived of that property.

Article 14
All living citizen have the right to work within the provinces of Kronstadt, Leichenhafen and Neurossheim and in the cities of Leichenberg and Waldenburg.

Article 15
All living citizens have the right to a standard of living adequate for their health and well-being.

Article 16
All living citizens have the right to education.

Article 17
All living citizens are exempt from royal taxation, with the exception of such temporary and extraordinary taxes as may be required in times of emergency.

Chapter 4: The Rights of the Half-living

Article 18
The half-living enjoy personal freedom in return for service to the necrarchs.

Article 19
The half-living may marry and establish a family, subject to the necrarchs’ approval.

Article 20
The half-living may own property beneath the Leichenberg Mountains or in the three surface settlements of Nordtor, Osttor and Westtor, subject to the necrarchs’ approval.

Chapter 5: The Obligations of the Dead

Article 21
Within the realm, the dead are the property of the necrarchs and are subject to their will in all things. Only the members of the House of Rossheim are free and exempt from the necrarchs’ commands.

Article 22
The corpse of a living citizen shall be converted for posthumous service as a zombot. The corpse of a non-citizen shall be returned to the next of kin upon payment of a corpse tax.

Article 23
Among the dead, only members of the House of Rossheim may own property.

Article 24
Among the dead, only members of the House of Rossheim may marry and establish a family.

Article 25
Among the dead, only members of the House of Rossheim have the right to freedom of thought and conscience.

Article 26
All humanoid undead who are not members of the House of Rossheim shall keep their faces covered at all times when in the presence of the living.

Chapter 6: The Administration of the Realm

Article 27
The realm is organised into three provinces, or Provinzen in the language of the Cibolan Saxons, and three bailichdoms, or Leichenvogteien in the language of the Cibolan Saxons:

(i) The Province of Kronstadt or Provinz Kronstadt, which has its seat of administration in the city of that name;

(ii) The Province of Leichenhafen or Provinz Leichenhafen, which has its seat of administration in the city of that name;

(iii) The Province of Neurossheim or Provinz Neurossheim, which has its seat of administration in the city of that name;

(iv) The Bailichdom of Leichenberg or Leichenvogtei Leichenberg, which has its seat of administration in the city of that name;

(v) The Bailichdom of the Oberland or Leichenvogtei Oberland, which has its seat of administration in the city of Nordtor;

(vi) The Bailichdom of the Westmark or Leichenvogtei Westmark, which has its seat of administration in the city of Waldenburg.

Article 28
Each province is administered by a governor, or Gouverneur in the language of the Cibolan Saxons, appointed by the necrarchs. The governor is responsible for maintaining law and order and safeguarding the right of the living inhabitants to good governance.

Article 29
The three provinces each have a provincial diet, or Provinziallandtag in the language of the Cibolan Saxons, which is freely elected by the living citizens of that province who are of age and good character.

Article 29.1
The provincial diet is responsible for the welfare of the living inhabitants of the province as well as the provision and maintenance of those public services and facilities required to support them.

Article 29.2
The provincial diet has the authority to appoint and dismiss living public officials within the province, with the exception of those in the necrarchs’ service.

Article 29.3
The provincial diet has the authority to levy such taxes as may be deemed necessary for the provision and maintenance of public services and facilities, subject to the oversight of the governor.

Article 30
Each bailichdom is administered by a bailich, or Leichenvogt in the language of the Cibolan Saxons, appointed by the necrarchs. The bailich is responsible for maintaining law and order and safeguarding the right of the living inhabitants to good governance.

Article 31
The cities of Leichenberg and Waldenburg each have a civic council, or Stadtrat in the language of the Cibolan Saxons, which is freely elected by the living citizens of that city who are of age and good character.

Article 31.1
The civic council is responsible for the welfare of the living inhabitants of the city as well as the provision and maintenance of those public services and facilities required to support them.

Article 31.2
The civic council has the authority to appoint and dismiss living public officials within the city, with the exception of those in the necrarchs’ service.

Article 31.3
The civic council has the authority to levy such taxes as may be deemed necessary for the provision and maintenance of public services and facilities, subject to the oversight of the necrarchs.

Chapter 7: The Symbols of the Realm

Article 32
The greater arms of the realm are blazoned as follows: Or an Eagle Displayed Gules, armed, beaked and langued Azure, upon its breast an Inescutcheon of the last charged with a Skull Or royally crowned Proper; the shield ensigned by a Royal Crown and encircled by the Ribbon of the Order of the White Horse and for Supporters, on either side a Horse Argent unguled Or.

Article 33
The flag of the realm is a horizontal tricolour of white, gray and black, with the three stripes representing the three estates. The width of the flag is three-fifths of its length and the width of each stripe is equal to one third of the width of the flag.

Chapter 8: Amendments to the Basic Law

Article 34
The Basic Law may be changed or amended only by the necrarchs in person and in accordance with the procedure established by them.
