In foreign news, the rogue state of Wahlstadt made some new enemies recently by murdering former Kaiser-turned-human-rights-activist Elijah Ayreon, a deed so foul that the repercussions forced them to flee the fledgling Dominion and seek the protection of Jingdao. Elijah's relatives in Natopia have recovered his body for a proper burial, but the actions have produced a chill in relations even more than usual for heavily-Balkanized Cibola. Five thousand years hence, will such atrocities at last be a thing of the past? Will the Benacian Question be resolved?
