Liv Dravot, Steward of the Imperial Republic of Shireroth, gives praise to the gods of the many Shirerithian Peoples in the name of:

AYREON IV, by the Kharenah of Zurvan, Qaisar Sathratiye, who, by this Imperial Decree, gives unto his subjects and retainers, greetings, and unto the gods of Shireroth, undying and unthinking obsequience.

Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place dedicated to Zurvan this Proclamation, which by his Kharenah is confirmed for Us and our heirs forever.

IMPERIAL PROCLAMATION: Full Mobilisation

Following the perfidious and unwarranted Jingdaoese repudiation of the armistice, it is my sad duty to report to the Imperial Republic that the actively state of war, so rashly and needlessly entered into by the Mingshi Emperor in the year sixteen forty-seven has now, in the year sixteen fifty-four, been resumed.

Let the whole world know that this was a war of Jingdaoese aggression and a war of Jingdaoese choice. The intervention of allied forces into Xhusovo was a regrettable expedient warranted only by the perilous condition of that newly independent country, as it languished under the misrule of the XLA. In that perilous condition, Xhusovo was defenceless as 300,000 Jing massed along its border. Two of the three armies assembled for an attack on the Florian Republic were positioned in such a way that their only possible line of advance was through Xhusovo. This gap, controlled by an indolent and ethnically Jing XLA, was a clear and present danger to the allied defensive posture along the western border of the Florian Republic. We could not sit idlely by and allow our enemies the free gift of a salient projecting into our front. Instead we have been obliged to act, and Xhusovo is today the better for it. The criminal Zhu Cheng, whose vanity in pushing for unilateral independence had cost the lives of up to a million of his countrymen, has been banished, and in his stead the reliable Shang Yang, a sober and responsible reformer, has been installed. We pray that he will be given the chance to lead his nation to a prosperous and democratic future.

Similarly, in the Florian Republic we are acting in the defence of a democratic regime where, at this moment, an orderly and constitutional transfer of power is underway. We do not know the grounds by which the Corians advance this absurd notion that the Florian Republic in some way instigated or sort to benefit from the murder of an obscure east Apollonian King, scarcely elevated in stature above the level of a chieftain of the ungoverned "Green". However we do know that the Corians covet Srbozemlje, and would say or do anything to acquire it. We also know that the Jingdaoese, under the guise of "aiding" Xhusovo, have demanded the annexation of sovereign Florian territory, where no Jing has ever lived, to form a so-called corridor to the sea. We all know that this is merely to punish the Florian Republic for daring to leave Jingdao's Imperial orbit, the accursed Vorpost Pact that names itself the USSO.

In view of which, the Imperial Republic's decision to extend the guarantee implicit in the treaty of protection signed with the Florian Republic is fully consistent with its desire to see the Apollonian continent wholly free, wholly self-governing and wholly free of Jing tyranny.

Following therefore the artillery barrage that has been laid against allied forces guarding the fortified frontiers of the Florian Republic and Free Xhusovo, the Imperial Republic is fully committed to the waging of total war against all Jingdaoese forces, communities and interests by land, sea, and air across the totality of this planet and beyond its bounds as circumstances may necessitate. Our war objectives remain the expulsion of the nests of Jing infestation from our Benacian homeland, the liberation of the oppressed Kildari and the total eradication of the Sisera worshipping cult.

Our policy towards the remaining members of the USSO will be determined entirely by the stance they take. They should note that we did not issue the declaration of war which terminated the armistice, we continue to refute and deny the accusations of Florian involvement in the assassination of the King of Coria and we remain fully committed to our security guarantee provided to the Florian Republic. If they take up arms in defence of Jingdao, the aggressor in this conflict, they invite themselves to share in Jingdao's fate. The bloodshed that is to come would be entirely upon their hands. If however they remain outside the fray we will accord the fullest respect to their rights as neutral powers in accordance with the laws of nations. The choice between peace and war however is very much theirs to make.

In regards to our domestic arrangements, I confirm that all aspects of our economy and society must now be considered to be on a war footing. We face a serious military challenge in the East. The crisis is at hand and challenges us to respond. Now, we must accept things as they are and discover and apply the ways and means to turn things again in our favour. There is no point in disputing the seriousness of the situation. I do not want to give you a false impression of the situation that could lead to false conclusions, perhaps giving the Shirerithian people a false sense of security that is altogether inappropriate in the present situation.

The storm raging against our Benacian continent from the Apollonian east overshadows all previous human and historical experience. The Imperial Forces and its allies are the only possible defence for our ancient western civilisation against the depravities of eastern barbarism. The battle our legionaries and auxiliaries face in the East exceeds in its hardness, dangers and difficulties all human imagining. It demands our full national strength. This is a threat to the Imperial Republic and to the Benacian continent that casts all previous dangers into the shadows. If we fail, we will have failed our historic mission. Everything we have built and done in the past pales in the face of this gigantic task that the Imperial Forces directly and the Shirerithian peoples, subjects, denizens and citizens alike, less directly face.

To this end I mandate and contract, in accordance with the precepts of the Martial Code of Shireroth the mobilisation of the state security forces of our Imperial States to aid in the defence of our homeland, freeing up Imperial personnel to serve in the East and wherever they are required by the circumstances of this life and death struggle. Goldshire and Kezan have already mobilised of their own initiative, now Elwynn and Malarboria will join them. The great corporations of our Imperial Republic will cease all operations that are not of immediate use to the war effort. We must reorder our society towards maximum efficiency. Let us make warriors of our poets! Let our doctors invent new pathogens. Let our scientists invent new war machines, the like of which the world not seen since ancient times! We must not be complacent. We are outnumbered and outgunned by an enemy whose reach is global. Yet we are undaunted. We are not like those stupefied jackalopes that wait timidly for the Tee-al to devour them. Instead we recognised the danger in good time and took effective action to limit the contagion to Kildare. Now we must resume the struggle and eradicate the Jing-Siseran heresy altogether.

The Siseran heretics of course have not the slightest appreciation for our Imperial Republic's treasures, and would take no heed of them whatsoever if they fell into their clutches. It has not done so even for its own people, whose previous ancient cultures it has cheerfully obliterated. The Jingdaoese Empire over the last 37 years built up it's military potential to an unimaginable degree, and one we falsely evaluated. Terrorist Jingdao has 254 million people to serve it in Kildare. It cynically used its methods on to create out of the stolid toughness of the Kildari people a grave danger for the civilised nations of Micas. A whole nation in the Western Apollonia that it will not hesitate to drive into battle. Men, women, and even children are employed not only in armaments factories, but in the armed forces itself. 250 million live under the terror of the Tegong, partially captives of a devilish viewpoint, partially of absolute stupidity. The masses of tanks we have detected massing on the Florian frontier are the result of 37 years of social misfortune and misery of the Kildari people under Jing. We have to respond with similar measures if we do not want to give up the game as lost.

My firm conviction is that we cannot overcome the Siseran heresy unless we use equivalent, though not identical, methods. The Shirerithian peoples face the gravest demand of our times, namely of finding the determination to use all our resources to protect everything we have and everything we will need in the future.

I have every confidence that the nobles and the commons of this great and ancient land will join with me in rallying to the cause of Our Lord the Radiant Sun in banishing this false "heavenly light" to the nethermost darkness of the foul abyss from whence it came.

IN WITNESS OF THE SUBLIME MAGNIFICENCE OF OUR LORD THE RADIANT SUN WHEREOF
We have caused the Seal of Our Imperial Ministry to be affixed to this Proclamation which We have signed with Our Hand.
Given at the Keep this 13th Day of Filadinu in the year after the death of Norton one thousand six hundred and fifty four.
