IMPERIAL DECREE Nº 716

ON ASSENT TO THE CONSTITUTION OF ZY-RODUN

BY

HIS MAJESTY THE KAISER





Whereas Our noble and imperial predecessor of great and glorious memory, the High and Mighty Princess Isa IV Cassandrae, Kaiseress of Shireroth, on the sixth day of Rugaall in the year sixteen twenty, in the six-hundred and ninety-second imperial decree, promulgated a government over the Island and Marquessate of Zy-Rodun and thereby conferring the title and dignity of Marquess of Zy-Rodun upon His Imperial Highness the Prince Daniel (the son of Maia and James Ašura),

And whereas the Prince Daniel, the Marquess of Zy-Rodun, has petitioned Us to promulgate and give to effect a Constitution of the Island and Marquessate of Zy-Rodun, so that the Island and Marquessate may be governed in accordance with the wishes of Our late Predecessor of noble memory and in accordance with law;

And whereas the Prince Daniel, the Marquess of Zy-Rodun, has further petitioned Us, saying that while he desires not to upset the memory of Our late and noble Kaiseress, he would still very much desire that in the six-hundred and ninety-second Imperial Decree, any instance of "Lieutenant Governor" be changed to "Seneschal",

And whereas We have looked upon the petitions from the Prince Daniel, the Marquess of Zy-Rodun, and found them to be reasonable, even commendable,

We therefore will have it known that:


1. We give Our assent to the Constitution of Zy-Rodun, as written in the Schedule to this Decree, and that said Constitution shall enter into force upon the promulgation of the same by His Imperial Highness the Prince Daniel, the Marquess of Zy-Rodun.

2. In the Imperial Decree, numbered six-hundred and ninety-two, written on the sixth day of Rugaall in the year sixteen twenty by the hand of Our late and beloved Imperial Predecessor, the High and Mighty Princess Isa IV Cassandrae, Kaiseress of Shireroth, all instances of "Lieutenant-Governor" shall be amended to read "Seneschal".


Done at the Keep the seventh day of Nomeziooq in the year sixteen-hundred and twenty-two.

SCHEDULE

The Most Honourable The Marquess of Zy-Rodun, in accordance with the provisions of the six hundred ninety-second Imperial Decree on Zy-Rodun, does decree and promulgate as follows:—


1. SHORT TITLE.

That this Act may be cited as the Constitution of Zy-Rodun Act 2015.


2. THE MARQUESS.

That there shall exist a corporation sole entitled Corporation of the Marquess of Zy-Rodun, or Corporation of the Marchioness of Zy-Rodun if the occupant is female;

That this corporation sole shall be vested in His Imperial Highness The Prince Daniel, of Safiria, and his heirs and assigns in accordance with Imperial law;

That this corporation sole shall possess the ultimate power of governance over Zy-Rodun;

That this corporation sole shall be advised in its governance by a council of the Town Reeves.


3. THE SENESCHAL.

That there shall exist a corporation sole entitled Corporation of the Seneschal of the march;

That this corporation sole shall possess the ultimate power of governance over Zy-Rodun when the Marquess of Zy-Rodun is not in residence.


4. THE MARCH HIGH JUDGE.

That there shall exist a corporation sole entitled Corporation of the High Court of the march;

That the occupant of this corporation sole shall be known as the March High Judge;

That the occupant of this corporation sole must be noble;

That this corporation sole shall possess the highest power to dispense justice to the non-ruling nobles of Zy-Rodun.


5. THE MARCH LOW JUDGE.

That there shall exist a corporation sole entitled Corporation of the Court of Common Pleas of the march;

That the occupant of this corporation sole shall be known as the March Low Judge;

That the occupant of this corporation sole must not be noble;

That this corporation sole shall possess the highest power to dispense justice to the common folk of Zy-Rodun.


6. THE POSTMASTER.

That there shall exist a corporation aggregate entitled Corporation of the Post Office of the march whose board members are the Town Postmasters of each Town, and whose executive shall be known as the Postmaster of the march;

That this corporation sole shall possess the power to direct the organisation and operation of the posts and other communications facilities of the March.


7. ON TOWNS.

That a Town is defined as a corporation aggregate whose board members are a Town Reeve, a Town Council, a Town High Judge, a Town Low Judge, and a Town Police Chief;

That a Manour is defined as a corporation sole whose occupant is a non-ruling noble known as a Lord, and that possesses land in excess of ten acres, and serfs to tend that land;

That for each Town there shall exist a corporation sole entitled Corporation of the Town Reeve of <town name>, which shall possess the ultimate power of governance over that Town;

That each Town Reeve shall be advised in his governance by a council the Lords of each Manour comprising that Town;

That for each Town there shall exist a corporation sole entitled Corporation of the High Court of <town name>, whose occupant must be noble and shall be known as a Town High Judge, that shall possess the power to dispense justice to the non-ruling nobles of that town;

That for each Town there shall exist a corporation sole entitled Corporation of the Court of Common Please of <town name>, whose occupant must not be noble and shall be known as a Town Low Judge, that shall possess the power to dispense justice to the common folk of that town;

That for each Town there shall exist a corporation aggregate entitled Corporation of the Policemen and Firemen of <town name> whose board members are the employees of that corporation, and whose executive shall be known as the Town Police Chief;

That for each Town there shall exist a corporation sole entitled Corporation of the Postmaster of <town name>, that shall possess the power to direct the organisation and operation of the posts and other communications facilities of the Town;

That each Manour shall have an assistant, elected annually by the serfs of that Manour, known as a Reeve, who shall possess the power of governance over that Manour while the Lord is not in residence.


8. ON THE FORMATION OF TOWNS.

That, upon execution of contract and presentation by humble petition of said contract to the Marquess, or the Seneschal if the Marquess is not in residence, and upon nomination and presentation of a roll of prospective Town officials to same, any five or more Manours may form a new Town.


9. ON THE CAPITAL AND SYMBOLS OF THE MARCH.

That the capital of the March shall be a Town entitled Zy-Rodun;

That the symbols of the March may be fixed by decree of the Marquess.


10. ON AMENDMENT.

That this Act may be amended by the Marquess on the legal advice of the March High Judge.
