THE BASIC LAW OF THE UNITED KINGDOM OF STEERIA AND HIGHFIELD

Chapter 1: The Nature of the State

Article 1
The official name of this realm is the United Kingdom of Steeria and Highfield in Low Saxon and Vereinigtes Königreich Stiermark und Hochfeld in High Saxon.

Article 2
The United Kingdom of Steeria and Highfield is a sovereign necrarchy in which supreme authority is jointly vested in the necrarchs Max the Second and Octavia of the House of Rossheim, who are styled King of Steeria and Highfield or Queen of Steeria and Highfield with the qualification of Majesty in Low Saxon and König von Stiermark und Hochfeld or Königin von Stiermark und Hochfeld with the qualification of Majestät in High Saxon.

Article 3
The capital of the realm is the city of Steerwick/Stierschweig.

Article 4
Low Saxon and High Saxon are the official languages of the realm. Passikaans is a recognised national language.

Chapter 2: The Nature of Society

Article 5
Subjects of the necrarchs belong to one of four estates:

(i) The Estate of Lichknights or Leichenknechtenstand;

(ii) The Estate of Lichdwarrow or Leichenzwergenstand;

(iii) The Estate of Steerish Saxons or Stierischesachsenstand;

(iv) The Estate of Highfielders or Hochfelderstand.

Article 5.1
The Estate of Lichknights comprises the undead soldiers, administrators and priests who serve the necrarchs.

Article 5.2
The Estate of Lichdwarrow comprises the undead dwarves who mine beneath the mountains on behalf of the necrarchs.

Article 5.3:
The Estate of Steerish Saxons comprises the living human burghers who inhabit the cities of Steeria.

Article 5.4:
The Estate of Highfielders comprises the living human settlers of Highfield.

Article 6
Beneath the four estates, there exists a servile class of non-sapient necrorobotic and necromechanical constructs known as thrallbots, or Dregilboter in the language of the Cibolan Saxons. Thrallbots are manufactured from the corpses of the living and are the necrarchs’ possessions.

Chapter 3: The Rights of the Living

Article 7
All living human beings are free and equal. No living human being shall be held in slavery or servitude.

Article 8
All living human beings who are of age have the right to marry and establish a family, regardless of race or sexual orientation.

Article 9
All living human beings have the right to freedom of thought and conscience.

Article 10
The necrarchs' living subjects have the right to move and settle freely:

(i) within the cities of Ashing/Essen, Gebury/Geburg, Hermanbury/Hermanburg, Steermouth/Stiermund, Steerwick/Stierschweig and Wadonston/Wadenstadt;

(ii) within Highfield.

Article 11
The necrarchs' living subjects have the right to own property within those cities and areas in which free settlement is permitted. They may not be unjustly or arbitrarily deprived of that property.

Article 12
The necrarchs' living subjects have the right to work.

Article 13
The necrarchs' living subjects have the right to a standard of living adequate for their health and well-being.

Article 14
The necrarchs' living subjects have the right to education.

Article 15
The necrarchs' living subjects are exempt from royal taxation, with the exception of such temporary and extraordinary taxes as may be required in times of national emergency.

Chapter 4: The Obligations of the Dead

Article 16
Within the realm, the dead are the property of the necrarchs.

Article 17
The corpse of a human being shall be surrendered to the agents of the necrarchs upon death.

Article 17.1
The corpse of a Steerish Saxon or Highfielder shall be retained for posthumous service.

Article 17.2
The corpse of a non-national may be redeemed by the next of kin or appropriate foreign government upon payment of a corpse tax.

Chapter 5: The Undead

Article 18
The only undead permitted within the realm are:

(i) undead members of the House of Rossheim;

(ii) undead subjects of the necrarchs;

(iii) undead possessions of the necrarchs.

Article 18.1
Undead members of the House of Rossheim have all the rights of the necrarchs' living subjects.

Article 18.2
All other undead are subject to the necrarchs' will in all things.

Chapter 6: The Administration of the State

Article 19
The realm is organised into two Lichgraviates:

(i) The Lichgraviate of Steeria or Leichengrafschaft Stiermark;

(ii) The Lichgraviate of Highfield or Leichengrafschaft Hochfeld.

Article 20
The Lichgraviate of Steeria is the personal demesne of the necrarch Max the Second.

Article 20.1
The Lichgraviate of Steeria has its seat of administration and royal residence in the city of Steerwick/Stierschweig.

Article 20.2
The Lichgraviate of Steeria is organised into five bailiwicks, or Vogteien:

(i) The Bailiwick of Westeer or Vogtei Westier, which has its seat of administration in the city of Ashing/Essen;

(ii) The Bailiwick of Midsteer or Vogtei Mittelstier, which has its seat of administration in the city of Hermanbury/Hermanburg;

(iii) The Bailiwick of Esteer or Vogtei Ostier, which has its seat of administration in the city of Steerwick/Stierschweig;

(iv) The Bailiwick of Southcape or Vogtei Südkap, which has its seat of administration in the city of Gebury/Geburg;

(v) The Bailiwick of Wadon or Vogtei Waden, which has its seat of administration in the city of Wadonston/Wadenstadt.

Article 20.3
Each bailiwick is administered by a bailiff or Vogt. The bailiffs are lichknights appointed by the necrarch Max the Second.

Article 21
The Lichgraviate of Highfield is the personal demesne of the necrarch Octavia.

Article 22
The cities of Ashing/Essen, Gebury/Geburg, Hermanbury/Hermanburg, Steermouth/Stiermund, Steerwick/Stierschweig and Wadonston/Wadenstadt each have a civic council or Stadtrat which is freely elected by the living citizens of that city who are of age and good character. The civic council:

(i) is responsible for the welfare of the living inhabitants of the city and the provision and maintenance of those public services and facilities required to support them;

(ii) has the authority to appoint and dismiss living public officials within the city, with the exception of those in the necrarch’s service;

(iii) has the authority to levy such taxes as may be deemed necessary for the provision and maintenance of public services and facilities, subject to the oversight of the local bailiff.

Chapter 7: The Symbols of the State

Article 23
The greater arms of the United Kingdom are blazoned as follows: Quarterly, the first and fourth quarters Per Pale Argent and Sable a Bull’s Head caboshed Per Fess Counterchanged langued Gules ringed and crowned Or (for Steeria), the second and third quarters Per Fess Or and Vert in chief a Demi Eagle Displayed Gules beaked and langued Azure in base a Demi Annulet Or (for Highfield). The whole ensigned by a Royal Crown and encircled by the Collar of the Order of the Golden Skull and for Supporters, on either side a Horse Argent unguled Or. .

Article 24
The flag of the United Kingdom is a quartered cross of yellow and green upon a quartered field of black and white. The width of the flag is two-thirds of its length and the width of the cross is equal to one quarter of the width of the flag.

Chapter 8: Amendments to the Basic Law

Article 25
The Basic Law may be changed or amended only by both necrarchs in person and in accordance with the procedure established by him.

I oppose some of the language in this Basic Law. Specifically, Chapter 2 Article 6.
Also all of the rights of the 'Undead' should be given to all the 'Dead.'
