Free movement of USSO Citizens

Honourable Members of the USSO,

The Jingdaoese delegates would like to open a debate concerning the free movement of USSO citizens accross its member states. With the increase of trade between our nations, together with a stronger cooperation on the military level, we think it is time fore us to open talks about the possibility of some kind of Union Passport, which allows our citizens a certain kind of free travel (within reason).

Jingdao itself has the tradition to isolate itself from the world and many of our citizens have only visited ither nations during their military service. However, our traders and businessmen seem very enthusiast about the thought of less bureaucracy when travelling across the world (or at least to our good allies).

What are the thoughts of the other nations?"

Passio-Corum is certainly open to allowing for free movement between our nations. I propose that we hold a general convention, maybe at the end of the month, just to go over various amendments to the treaty. Free movement should be on the table, as well as defining types of membership, and establishing a common defense force. We should also formally adopt the Common Market as part of the treaty.

With Xang Muang and Jingdao now sharing a land border, I can certainly see the benefit of free movement between members...

Union Treaty Concerning Free Movement

CONCERNING THE ESTABLISHMENT OF A UNION CITIZENSHIP TO STRENGTHEN THE UNION'S ECONOMY AND CULTURAL DIVERSITY.


Article 1
a) Union citizenship is hereby established. Every person holding the nationality of a Member State - and if not being convicted for treason - shall be a citizen of the Union.
b) Citizenship of the Union shall be additional to and not replace national citizenship.


Article 2
Citizens of the Union shall enjoy the rights and be subject to the duties provided for in the
Treaties. They shall have:
a) the right to move and reside freely within the territory of the Union States.
b) the right to vote in their State of origin, under the same conditions as nationals of that State.
c) the right to enjoy, in the territory of a third country in which the Member State of which they are nationals is not represented, the protection of the diplomatic and consular authorities of any Union State on the same conditions as the nationals of that State.
d) the right to petition the Political Consultative Committee.


Article 3
Union Citizenship grants no automatic right of participation in the government of another Union State.


Article 4
Union citizens can reside on the territory of another Union State for up to a month without any conditions other than the requirement to hold a valid identity card or Union passport.


Article 5
a) To reside in another Union State for more than three months, citizens are required to meet certain conditions depending on their status (e.g.: worker, student, etc.) and may also be required to meet certain administrative formalities.
b) The administrative formalities are regulated by every Union State.


Article 6
Union citizens can acquire the right to permanent residence in another Union State after legally residing there for a continuous period of 2 years.


Article 7
The family members of Union citizens have the right to accompany or join them in another Union State, subject to certain conditions.


Article 8
The Union Citizens are subject to trial in the nation they reside in.

I fully support the proposal for free movement of USSO Citizens. The Florian Republic is a friendly and already culturally diverse nation. We welcome all citizens of the USSO and we believe that closed borders are a way of disestablishing relations with other nations.

We will need to clarify that each citizen is still represented on the Common Market, regardless of where they currently reside, by the Regional Investor of their own respective nation. So Gerenian citizens living in Passio-Corum would still be represented by the Regional Investor of Gerenia, while Pallisicans living in the Florian Republic would still be represented by Passio-Corum. This will be necessary to help prevent any double dipping - people who attempt to receive their provisions through multiple different nations.
