HISTORY


The Neridian Herald was the first newspaper in Neridia after the founding of Redquill. It was founded by Jean Duvariel, an Alexandrian immigrant from Crecy, Ibelin that moved to Shireroth when he heard about the colonization of Neridia. Having purchased several shares of the Neridian Company after notices by the Comital Government of Ransenar spread through Micras, he moved to Neridia with his four sons (Jean Jr., Liam, Joseph, Theodore) and two daughters (Marina and Elizbeta) and Elw wife, Edith after winning 20 million Alexandrian ecus in the Ibeliner Lottery. Having served as the Editor-in-Chief of several local publications in Ibelin, he started the Neridian Journal with his lottery winnings.

Setting up shop mere blocks away from Highwell Palace, on the lower section of Redquill Square, it occupies a coveted spot on what is now one of the busiest and most trafficked streets of the city - Yastreb Street. While in one of his daily strolls through the capital, the Prince walked past the Neridian Herald building. Having been completed recently, one of its sides, not having many windows on one side was set up to serve as the Highwell Palace Notice Board on order of the Prince, providing just compensation to the Neridian Herald in the form of a special exemption from the property tax and monthly rents. Preferring instead to serve the Prince and the people of Neridia for free, at the end of every year Duvariel personally walks a check to Highwell Palace, returning the money to the public coffers. This tradition, despite having been interrupted by the dissolution of Neridia by Shireroth and the ensuing crisis, was later restored.

After the collapse of the United Neridian Principality that threw the nascent colony into the dark grip of the Green, the city of Redquill suffered several attacks from marauding hordes that looted much of its initial riches. The headquarters of the Neridian Herald were not spared, and Jean Duvariel was killed during one of the many occurrences of looting in the chaotic city.

The Duvariel family grabbed all their belongings and followed the Eadrics, along with hundreds of thousands of Neridians and natives to Port St. Andre. Led by Jean Jr. (affectionately called "JJ"), the St. Andre News Corporation was created with investment from Neridian and Andrino sources. Soon the Duvariels secured small newspapers in the then separate Natopian demesne of Thalassa in partnership with the leader it shared with St. Andre, Benjamin Meir.

Upon the Natopian reclaim of the former Neridian homelands, the Duvariel family returned to what was left of Redquill to rebuild. Receiving once more the blessing of the restored Prince Janus, the Union Herald was born, reclaiming the former buildings and facilities of the former Neridian Herald.

III - All duly registered citizens of St. Andre and Neridia according to Andrino and Neridian laws and customs are hereby extended full Natopian citizenship, with its full rights and responsibilities.

IV - The Caprine Code will apply fully and completely on St. Andre and Neridia, with the Frenzy providing for any amendments and changes to the laws to ensure proper, necessary and full integration.

V - The capital of St. Andre and Neridia shall temporarily be in Redquill, Neridia, until a referendum from among all duly registered citizens of St. Andre and Neridia determines a permanent capital.

VI - The Treaty of Graveacre will replace the Second Treaty of Saint Andre, and come into force upon legal ratification from all parties involved.

3. The lands, territories and possession of the Most Serene Union of Thalassa, Neridia and St. Andre are inviolable, in accordance with the Treaty of Graveacre.
4. The Treaty of Graveacre is hereby considered as a constitutional document, and is recognized as law of the land in the Most Serene Union.

CHAPTER II: Jurisdiction.

1. The law, administration and jurisdiction of the Most Serene Union extend to the whole of its territory under effective control of its Government.
2. The common law, and all other law adopted before this Constitutional Compact, remains intact in as much it conforms to the present Constitution.
3. The present Constitutional Compact is the supreme law of the land. All things repugnant to it are null and void.
4. The Most Serene Union has ratified the Caprine Code and is bound by it through this Constitution.
5. The enumeration in this Constitutional Compact of specified powers and functions shall be construed neither as a grant nor as a limitation of the powers of demesnial government but the demesnial government shall have all of the powers not denied by this Constitutional Compact or by or under the Caprine Code.

CHAPTER III: Rights, Freedoms and Liberties.

1. No law shall be enacted respecting an establishment of religion, or prohibiting the free exercise thereof, or abridging the freedom of speech or of the press, or the right of the people peaceably to assemble and to petition the government for a redress of grievances.
2. All persons are born equally free and independent, and have unalienable rights, among which are the enjoyment and defense of life and liberty and pursuing and obtaining happiness and safety.
3. No person in the Union, whether born in the country or brought over from across seas or borders, or any person in the Most Serene Union's protection, may be held, either by law, tradition or other force, to serve any person or entity whatsoever as a slave or laborer, unless bound by the affected person's own clear, objective and continuous consent or by a conviction from an impartial court of law for an act that is an offence under codified or common law in the Most Serene Union. No person may, under the same provisions, have his or her freedom, independence or liberty suspended or terminated.
4. No person may be condemned to death. The right to life of a person is inviolable.
5. No person may be subjected to any torture, whether it be corporal or psychological, or to any degrading treatment under any circumstances, for all persons own the right to security of person.
6. No person shall be deprived of life, liberty or property without due process of law, nor be denied the equal protection of the laws, nor be denied the enjoyment of his or her civil rights or be discriminated against in the exercise thereof because of sex, nationality, color, creed, ethnicity, cultural or social heritage or status, economical status, sexual preference or identity.
7. All persons, being equal to one and another, have the freedom of conscience. They may believe what they will and express such views in a peaceful and considerate manner and not to express them at all. No entity of the Most Serene Union, nor any other entity, individual or power, may compel a person to reveal his or her feelings on a matter, whether it be politics, religion or personal. Courts of law may, however, compel persons to reveal facts that are relevant to a case in question.
8. Everyone within the Most Serene Union has right to, without having to purchase it, recourse to the laws for all injuries and wrongs that he or she may have received in person, property or character. The individual enjoys freedom to obtain right and justice freely in conformity with law, no person shall be compelled to give testimony which might tend to incriminate him or her.
9. Whenever a person is accused or charged in accordance with law with an offence, the person has the right to be presumed innocent until he or she is proved guilty according to law in a trial that is public and impartial.
10. All persons, who by free will reside in the Most Serene Union, have the freedom of movement in the Most Serene Union, to choose their own place of residence within the Most Serene Union, subject to the respect of law, and to emigrate to a foreign country that will receive them.
11. The government of the Most Serene Union is instituted for the advancement, protection and security of its people and not, under any circumstances, the particular advantage of any single individual, set of persons, family, or entity, whether within or without the Most Serene Union.

CHAPTER IV: The Prince of the Most Serene Union of Thalassa, Neridia and St. Andre.

1. The demesnial legislative, executive and judicial powers of the Most Serene Union are fully vested and entrusted upon His Serene Highness, the Prince of the Most Serene Union (hereafter called "the Prince"), who exercises them with the advice of His or Her Electors according to the laws and customs of the Most Serene Union.
2. There shall be a Grand Council of Electors, chosen from among the people of the Most Serene Union by the Prince, who shall advise the Prince with regularity on the affairs of the Most Serene Union.
3. The term of office for the Prince is for life, unless he or she abdicates, or is removed from office.
4. The office of Prince of the Most Serene Union is vested upon the current Prince of Neridia, Janus Eadric, now known as Prince Janus I, and inherited by men and women of his line and house, in accordance with provisions set forth by the laws and customs of the Most Serene Union. These will be written, ratified and published by the Prince of the Most Serene Union.

CHAPTER V: Houses of the Most Serene Union.

1. The Houses of the Most Serene Union shall be:
  • a.) House Eadric, or the Most Serene House of the Union, led by Prince Janus I;
    b.) House Meir;
    c.) House Kilynn;
    d.) House Redquill.
2. New Houses may be formed or existing ones altered only with the approval of the Prince of the Most Serene Union.
3. Houses of the Most Serene Union shall exist to increase the character and style of the Most Serene Union by culturally developing itself and any subdivisions they may administer on behalf of the Prince.
4. There shall be a Small Council, composed of all the heads of the Houses of the Most Serene Union, that will be convened by the Prince with regularity to advise him or her in the affairs of the Most Serene Union.

CHAPTER VI: The Great Cities of the Most Serene Union.

1. The Great Cities of the Most Serene Union shall be the cities of Frenzyville, Redquill, Port St. Andre, Graveacre, Eadricton, Marmont and Etampes.
2. The status of Great City is only conferred by the Prince of the Most Serene Union.
3. The Prince of the Most Serene Union shall exercise his or her power to establish in one of the Great Cities the Seat of the Government of the Most Serene Union, or decide to erect a new city and confer upon it Great City status.
4. The Great Cities of the Most Serene Union are granted special administrative powers that derive from the Prince, to administer and rule over their own affairs within the limitations established by this Constitutional Charter, and the laws and customs of the Most Serene Union.
5. The Houses of the Most Serene Union must choose a Great City as the seat of its House. No House may share a Great City as its seat.

CHAPTER VII: Final and Transitory Provisions.

1. The present Constitutional Compact repeals and replaces Presidential Decree #DT06-08242015, as well as any other contravening law or custom established by the Transitional Governments of St. Andre and Neridia.
2. The present Constitutional Compact is amended by the Prince with the advice and consent of the Grand Council of Electors.

Proclamation of Accession

Upon the promulgation and recognition of the Constitutional Compact of the Most Serene Union of Thalassa, Neridia and St. Andre, the Grand Council of Electors and the Small Council assembled at Highwell Palace in Redquill, Neridia, and gave orders for proclaiming His present Serene Highness –

WHEREAS Our Almighty Bous has chosen to bestow the Serene Crown of the Union, in addition to that of Neridia, to create a personal, inviolable and unbreakable union upon Our Prince Janus, and his heirs and successors, according to law.

WE, therefore, the Grand Council of Electors and the Small Council of this Most Serene Union, being here assisted by the people of the Union, with representatives of other parts of the Union, with other Principal Ladies and Gentlemen of Quality, with the Lord Mayor and Citizens of Redquill, do now hereby with one voice and Consent of Tongue and Heart publish and proclaim that the High and Mighty Prince Janus of House Eadric is now, HIS MOST SERENE HIGHNESS PRINCE JANUS OF THE MOST SERENE UNION, by the Grace of God Prince of the Most Serene Union, Prince of Neridia and Count of Eadricton, and of all the Territories of the Most Serene Union, to whom His lieges do acknowledge all Faith and constant Obedience with hearty and humble Affection, and do the same for the EMPEROR OF ALL NATOPIANS, beseeching Bous by whom Princes, Kings and Emperor do reign, to bless the Prince Janus with long and happy Years to reign over us.

FORASMUCH as the Residency Act, 2016 has been passed by the Grand Council of Electors, been submitted to Us for Our Assent in accordance with the Constitutional Compact, which does not become law nor have any effect without Our Assent signified by these Letters Patent signed with Our own hand and recorded in the Highwell Palace Noticeboard and other public records,

We have therefore caused these Our Letters Patent to be made and have signed them and by them do GIVE Our Assent to this Bill, as attached to Schedule I of these Letters Patent.

Residency Act, 2016
AN ACT to make provision about the citizenship and naturalization processes of the Most Serene Union of Thalassa, Neridia and St. Andre; and for connected purposes.


BE IT ENACTED by the Prince's Most Serene Highness, by and with the advice and consent of the Grand Council of Electors presently assembled in Redquill, and by the authority of the same, as follows: —

Chapter I. Prerequisites for the acquisition of official residency in Thalassa, Neridia and St. Andre, naturalization process.


a.) Any Natopian citizen may apply for residency in the Most Serene Union of Thalassa, Neridia and St. Andre (also referred to as the “Most Serene Union”), provided that:
  • 1.) they do not have criminal proceedings, including appeals, that are pending against them, or while they are confined to a prison in the Natopian Empire;
    2.) they are not citizens of a nation that is considered hostile to the Natopian Emperor, the Natopian Empire, and its people;
    3.) they are not to be found dishonest regarding their answers to questions provided in their application for naturalization;
    4.) they are not found to be conspiring with, aiding, or abetting the enemies of Natopia and its people;
    5.) they have understood the nature of the application, are of good character, and understand the rights and duties of residency;
    6.) if granted residency, they will continue to maintain a close, loyal and continuing association with the Natopian Empire and the Most Serene Union.
b.) Residency is obtained by officially claiming your main residence to the proper citizenship and naturalization Natopian authorities, as prescribed by law or custom.

c.) Lawful participation in the political processes of the Most Serene Union rest on maintaining one's main residency in Thalassa, Neridia or St. Andre.

d.) A resident of the Most Serene Union may renounce their residency at any time by publicly notifying the proper authorities.

e.) Renunciation of residency takes immediate effect upon public acknowledgement of the public written renunciation. Where no acknowledgement has been made, renunciation of residency takes effect on the seventh day after submission of the written renunciation.

f.) The Grand Council of Electors may deprive of residency, only with consent of the Prince, any citizen who is found to endanger the Prince, or internal life or institutions, in grave public emergencies, whether it was actually declared or not.

g.) All deprivations of residency may be appealed at the proper judicial authorities. No deprivations of residency shall take place without prior public notice.

Chapter II. The Roll of Residents.


a.) The Prince of the Most Serene Union, or any officer tasked with such duty by the Prince, shall enroll every registered resident in the Roll of Residents (hereafter referred to as ‘the Roll’).

b.) The Roll shall be regularly updated by the Prince or any officer tasked with such duty by the Prince.

c.) The Roll shall be published in the appropriate public records for viewing by the people of the Most Serene Union.

d.) When a person ceases to be a resident, their name shall be wholly removed from the Roll.

e.) The following information of each citizen shall be included in the Roll:
  • Full legal name;
    List of titles and honors held in the Union, with a limit of up to (5) titles or honors listed;
    Place of residence.
Chapter III. Delegation of Functions.


The Prince may provide, with the advice and consent of the Grand Council of Electors, for any of the functions bestowed upon him by virtue of this Act to an office in the service of the Prince through the appropriate statutory instruments.

Chapter IV. General Provisions.


a.) This Act shall officially be cited as the Residency Act, 2016.

b.) This Act comes into force on the day it is granted Princely Assent.

The Queen Duchess is guaranteed an estate in Vladagrad of the size of ten square kilometres, including the Celestial Yurt.

6.
The Duchess of Istvanistan has exclusive right to make regulations for the running of her estate and to the succession to the throne of Istvanistan. Her standard is the Istvanistani flag, and her coat of arms are the coat of arms of Istvanistan.

7.
House Ayreon-Kalirion shall be admitted as a House of the Most Serene Union.

8.
This Agreement shall enter force upon the ratification of the same by the Prince with the advice and consent of the Grand Council of Electors followed by the manifestation of the same by the Queen Duchess in a Liber at the Celestial Yurt.

THE CONSTITUTIONAL COMPACT
of the

We, the people of the Natopian demesnes of Thalassa, Neridia, Istvanistan and St. Andre, recognizing Our rights and duties as a part of the Natopian system of government, reaffirm our adherence to the Caprine Code; and in order to assure the demesnial government power to act for the good order of the state and the liberty, health, safety and welfare of the people, we do ordain and establish this CONSTITUTIONAL COMPACT -

CHAPTER I: Establishment of the Most Serene Union of Thalassa, Neridia, Istvanistan and St. Andre.

1. The Natopian People of the Demesnes of Thalassa, Neridia, Istvanistan and St. Andre (hereafter referred to as "the Most Serene Union"), united in their desire to build a secure, prosperous, and stable future for posterity, establish the Most Serene Union of Thalassa, Neridia, Istvanistan and St. Andre in its belonging lands, territories and possessions.
2. Any man, woman or child which shares the bonds of blood, friendship, or law with the Most Serene Union of Thalassa, Neridia, Istvanistan and St. Andre, and with its values and purpose has the right to claim membership in the Most Serene Union in accordance with the law.
3. The lands, territories and possession of the Most Serene Union of Thalassa, Neridia, Istvanistan and St. Andre are inviolable, in accordance with the Treaty of Graveacre.
4. The Treaty of Graveacre is hereby considered as a constitutional document and is recognized as law of the land in the Most Serene Union.

CHAPTER II: Jurisdiction.

1. The law, administration and jurisdiction of the Most Serene Union extend to the whole of its territory under effective control of its Government.
2. The common law, and all other law adopted before this Constitutional Compact, remains intact in as much it conforms to the present Constitution.
3. The present Constitutional Compact is the supreme law of the land. All things repugnant to it are null and void.
4. The Most Serene Union has ratified the Caprine Code and is bound by it through this Constitution.
5. The enumeration in this Constitutional Compact of specified powers and functions shall be construed neither as a grant nor as a limitation of the powers of demesnial government but the demesnial government shall have all of the powers not denied by this Constitutional Compact or by or under the Caprine Code.

CHAPTER III: Rights, Freedoms and Liberties.

1. No law shall be enacted respecting an establishment of religion, or prohibiting the free exercise thereof, or abridging the freedom of speech or of the press, or the right of the people peaceably to assemble and to petition the government for a redress of grievances.
2. All persons are born equally free and independent, and have unalienable rights, among which are the enjoyment and defense of life and liberty and pursuing and obtaining happiness and safety.
3. No person in the Union, whether born in the country or brought over from across seas or borders, or any person in the Most Serene Union's protection, may be held, either by law, tradition or other force, to serve any person or entity whatsoever as a slave or laborer, unless bound by the affected person's own clear, objective and continuous consent or by a conviction from an impartial court of law for an act that is an offence under codified or common law in the Most Serene Union. No person may, under the same provisions, have his or her freedom, independence or liberty suspended or terminated.
4. No person may be condemned to death. The right to life of a person is inviolable.
5. No person may be subjected to any torture, whether it be corporal or psychological, or to any degrading treatment under any circumstances, for all persons own the right to security of person.
6. No person shall be deprived of life, liberty or property without due process of law, nor be denied the equal protection of the laws, nor be denied the enjoyment of his or her civil rights or be discriminated against in the exercise thereof because of sex, nationality, color, creed, ethnicity, cultural or social heritage or status, economical status, sexual preference or identity.
7. All persons, being equal to one and another, have the freedom of conscience. They may believe what they will and express such views in a peaceful and considerate manner and not to express them at all. No entity of the Most Serene Union, nor any other entity, individual or power, may compel a person to reveal his or her feelings on a matter, whether it be politics, religion or personal. Courts of law may, however, compel persons to reveal facts that are relevant to a case in question.
8. Everyone within the Most Serene Union has right to, without having to purchase it, recourse to the laws for all injuries and wrongs that he or she may have received in person, property or character. The individual enjoys freedom to obtain right and justice freely in conformity with law, no person shall be compelled to give testimony which might tend to incriminate him or her.
9. Whenever a person is accused or charged in accordance with law with an offence, the person has the right to be presumed innocent until he or she is proved guilty according to law in a trial that is public and impartial.
10. All persons, who by free will reside in the Most Serene Union, have the freedom of movement in the Most Serene Union, to choose their own place of residence within the Most Serene Union, subject to the respect of law, and to emigrate to a foreign country that will receive them.
11. The government of the Most Serene Union is instituted for the advancement, protection and security of its people and not, under any circumstances, the particular advantage of any single individual, set of persons, family, or entity, whether within or without the Most Serene Union.

CHAPTER IV: The Prince of the Most Serene Union of Thalassa, Neridia, Istvanistan and St. Andre.

1. The demesnial legislative, executive and judicial powers of the Most Serene Union are fully vested and entrusted upon His Serene Highness, the Prince of the Most Serene Union (hereafter called "the Prince"), who exercises them with the advice of His or Her Electors according to the laws and customs of the Most Serene Union.
2. There shall be a Grand Council of Electors, chosen from among the people of the Most Serene Union by the Prince, who shall advise the Prince with regularity on the affairs of the Most Serene Union.
3. The term of office for the Prince is for life, unless he or she abdicates, or is removed from office.
4. The office of Prince of the Most Serene Union is vested upon the current Prince of Neridia, Janus Eadric, now known as Prince Janus I, and inherited by men and women of his line and house, in accordance with provisions set forth by the laws and customs of the Most Serene Union. These will be written, ratified and published by the Prince of the Most Serene Union.

CHAPTER V: Houses of the Most Serene Union.

1. The Houses of the Most Serene Union shall be:
  • a.) House Eadric, or the Most Serene House of the Union, led by Prince Janus I;
    b.) House Meir;
    c.) House Kilynn;
    d.) House Redquill;
    e.) House Ayreon-Kalirion.
2. New Houses may be formed or existing ones altered only with the approval of the Prince of the Most Serene Union.
3. Houses of the Most Serene Union shall exist to increase the character and style of the Most Serene Union by culturally developing itself and any subdivisions they may administer on behalf of the Prince.
4. There shall be a Small Council, composed of all the heads of the Houses of the Most Serene Union, that will be convened by the Prince with regularity to advise him or her in the affairs of the Most Serene Union.

CHAPTER VI: The Great Cities of the Most Serene Union.

1. The Great Cities of the Most Serene Union shall be the cities of Frenzyville, Redquill, Port St. Andre, Graveacre, Eadricton, Marmont and Etampes.
2. The status of Great City is only conferred by the Prince of the Most Serene Union.
3. The Prince of the Most Serene Union shall exercise his or her power to establish in one of the Great Cities the Seat of the Government of the Most Serene Union, or decide to erect a new city and confer upon it Great City status.
4. The Great Cities of the Most Serene Union are granted special administrative powers that derive from the Prince, to administer and rule over their own affairs within the limitations established by this Constitutional Charter, and the laws and customs of the Most Serene Union.
5. The Houses of the Most Serene Union must choose a Great City as the seat of its House. No House may share a Great City as its seat.

CHAPTER VII: Final and Transitory Provisions.

1. The present Constitutional Compact repeals and replaces Presidential Decree #DT06-08242015, as well as any other contravening law or custom established by the Transitional Governments of St. Andre and Neridia.
2. The present Constitutional Compact is amended by the Prince with the advice and consent of the Grand Council of Electors.

Law Effects and General Rules of Application Act, 2017
AN ACT to provide for laws, their effects, and general rules for their application.


BE IT ENACTED by the Prince's Most Serene Highness, by and with the advice and consent of the Grand Council of Electors presently assembled in Redquill, and by the authority of the same, as follows: —

Chapter I. Title.
This Act shall be known as the "Law Effects and General Rules of Application Act, 2017".

Chapter II. Ignorance of the law.
Ignorance of the law does not excuse from compliance therewith.

Chapter III. Retroactive effect.
a.) Laws shall not have a retroactive effect unless it is so expressed.
b.) In no case shall the retroactive effect of a law operate to the prejudice of rights acquired under previous legislative action.

Chapter IV. Acts contrary to law; renunciation of legal right.
a.) Acts executed contrary to the provisions of the law are void except when the law preserves their validity.
b.) Rights granted by the laws may be renounced, provided such renunciation be not contrary to law, to the public interest or public order, or prejudicial to the interest of a third person.

Chapter V. Repeal of laws.
a.) Laws shall only be repealed by means of subsequent laws; and disuse, custom or practice to the contrary shall not impede their enforcement.
b.) Laws may be repealed either entirely or in part by other laws.

Chapter VI. Express or implied repeal; repeal of repealing an act.
A repeal is either express or implied. It is express when it is literally declared by a subsequent law; it is implied when the new law contains provision either contrary to or irreconcilable with those of the former law. The repeal of a repealing act does not revive the act repealed.

Chapter VII. Refusal of the court to render a decision; application of equity in absence of statute.
a.) Any court in the Most Serene Union which shall refuse to render a decision on the pretext of silence, obscurity or unintelligibility of the laws, or for any other reason, shall be held liable therefore.
b.) When there is no statute applicable to the case at issue, the court shall decide in accordance with equity, which means that natural justice, as embodied in the general principles of jurisprudence and in accepted and established usages and customs of the Most Serene Union only, shall be taken into consideration.

Chapter VIII. Law governing family rights and status of persons.
The laws relating to family rights and obligations, or to the status, condition and legal capacity of persons, shall be binding upon the residents of the Most Serene Union, even if they may reside in a foreign country.

Chapter IX. Law governing personal and real property.
Personal property is subject to the laws of the nation of the owner thereof; real property to the laws of the country in which it is situated.

Chapter X. Deficiencies in special laws.
In matters which are the subject of special laws, any deficiency in such laws shall be supplied by the provisions of this Act.

Chapter XI. Letter of law observed if free from ambiguity.
When a law is clear and free from all ambiguity, the letter of the same shall not be disregarded, under the pretext of fulfilling the spirit thereof.

Chapter XII. General and popular use of words.
The words of a law shall generally be understood in their most usual definition, taking into consideration, not so much the exact grammatical rules governing the same, as their general and popular use.

Chapter XIII. Technical terms and phrases.
Technical terms and phrases used in the arts and sciences shall be interpreted according to their received meaning and acceptation with the experts and authorities in the science, art or profession to which they refer.

Chapter XIV. Dubious words.
When the words of a law are dubious, their meaning should be sought by examining and comparing the obscure expressions with other related words and sentences in an orderly manner, in order to ascertain their true meaning.

Chapter XV. Laws referring to the same matter.
Laws which refer to the same matter, or whose object is the same, shall be interpreted with reference to each other, in order that what is clear in one may be employed for the purpose of explaining what is doubtful in another.

Chapter XVI. Reason, spirit, and motives of law.
The most effectual and universal manner of discovering the true meaning of a law, when its expressions are dubious, is by considering the reason and spirit thereof, or the cause or motives which induced its enactment.

Chapter XVII. Laws declaring acts void.
When, in order to prevent fraud or from other motives of public utility, the law declares certain acts void, its provisions shall not be dispensed with or left unperformed on the ground that the particular act in question has been proved not to be fraudulent or contrary to the public good.

Chapter XVIII. Distinction of laws as odious or favorable.
The distinction of laws into odious or favorable with a view of limiting or extending their provisions, shall not be made by those whose duty it is to interpret them.

Chapter XIX. Laws applied without distinction, the supremacy of the laws.
a.) Laws are equally applied to all without distinction of person or sex, except in the cases otherwise specially provided in the law.
b.) The Constitutional Compact of the Most Serene Union and the Laws of the Most Serene Union which shall be made in pursuance thereof or which shall be made under the authority of the Most Serene Union shall be the supreme law of the land; and the judges in every part of the Most Serene Union shall be bound thereby, anything in the Compact or laws, customs or traditions of any County or Duchy to the contrary notwithstanding.

Chapter XX. The Most Serene Union defined.
The expression "Most Serene Union" shall be held to comprehend, for all purposes, the Union of demesnes composed of Thalassa, Neridia, Istvanistan and St. Andre and all their lands, possessions and occupied territories.

Chapter XXI. Definition of the word "laws".
a.) For the purposes of this Act, a law shall be defined as a rule of conduct or action prescribed or formally recognized as binding or enforced by the government of the Most Serene Union, including Princely Decrees.

Chapter XXII. General Provisions.
This Act comes into force on the day it is granted Princely Assent.

FORASMUCH as the Succession to the Throne of the Most Serene Union Bill, 2017 has been passed by the Grand Council of Electors, been submitted to Us for Our Assent in accordance with the Constitutional Compact, which does not become law nor have any effect without Our Assent signified by these Letters Patent signed with Our own hand and recorded in the Highwell Palace Noticeboard and other public records,

We have therefore caused these Our Letters Patent to be made and have signed them and by them do GIVE Our Assent to this Bill, as attached to Schedule I of these Letters Patent.

SUCCESSION TO THE THRONE OF THE MOST SERENE UNION BILL 2017
A BILL to Regulate the Succession to the Serene Throne of the Most Serene Union of Neridia, Thalassa and St. Andre.


BE IT ENACTED by the Prince's Most Serene Highness, by and with the advice and consent of the Grand Council of Electors presently assembled in Redquill, and by the authority of the same, as follows: —

Chapter I. Title.

This Bill may be cited for all purposes as “The Succession to the Throne of the Most Serene Union Bill, 2017.”

Chapter II. Duration of the Reign of the Prince.
The reign of the Prince is hereby declared to persist for the duration of his or her natural life, unless and until he or she shall, of their own free will, put their hand to an instrument of abdication, or be removed due to permanent incapacitation, according to the prescriptions of the law.

Chapter III. Nature of the Succession.
a. Succession to the Throne of the Most Serene Union of Thalassa, Neridia, and St. Andre is hereby declared to be ordinarily appointive, and extraordinarily elective, in nature.

b. Succession to the Throne of the Most Serene Union of Thalassa, Neridia, and St. Andre is not to be determined by heredity in any respect.

c. The task of the appointment of an heir-apparent to the Throne of the Most Serene Union of Thalassa, Neridia, and St. Andre belongs to the Prince, alone, during the course of their lawful reign.

d. The task of the election of a new Sovereign when there is no heir-apparent belongs to the Grand Council of Electors, and by means of such internal procedures for the fulfillment of the same as may be devised by either at the time.

Chapter IV. Appointment of an Heir-Apparent to the Throne by the Prince.
a. The Grand Council of Electors, as a body, shall have the right to be consulted concerning the Prince’s choice of an heir-apparent to the Throne prior to that person's formal appointment as such; they shall not, however, be empowered to compel the Prince to yield to their advice in the matter.

b. The Prince may, at any time during their lawful reign, elect to nominate to the Grand Council of Electors, as a body, an individual of his choosing, male or female, belonging to the Eadric line as prescribed by the Constitutional Compact, to be formally recognized and appointed heir-apparent to the Throne, with right of succession to the Throne in the event of the Sovereign’s death, abdication, or removal due to permanent incapacitation, according to law.

c. The Prince, having permitted the Grand Council of Electors, as a body, to deliberate for up to 30 days concerning their choice of an heir-apparent and to tender to the Prince their collegial advice concerning the same, may subsequently appoint his nominee, in Council, by the elevation of his nominee to the style, title, and dignity of “Duke of St. Andre,” by Letters Patent by the Prince's signature.

d. The formal elevation of the Prince’s heir-apparent to the style, title, and dignity of “Duke of St. Andre” shall in no wise constrain the Prince from honouring the heir-apparent aforesaid with such additional degrees, styles, titles, and dignities as they shall think fit to honor him (or her) with.

e. In the event that the Prince shall nominate an individual to succeed him who is not a member of the Eadric line, such a nominee shall become a resident of the Most Serene Union automatically, without need of further formality, upon his (or her) formal appointment as the Prince’s heir-apparent by Letters Patent under the Prince's signature as prescribed above.

f. In the event that the Prince-in-Grand-Council should one day elect to gift the Most Serene Union (and its possessions), they may not be gifted to a foreigner, and shall be required to gift it to a citizen of Natopia, thereby abdicating his own sovereignty and that of this Most Sovereign Union to that new Prince, only done with the unanimous approval of the Grand Council of Electors.

Chapter V. Failure of the Prince to Appoint An Heir-Apparent to the Throne.

a. In the event that the Prince shall fail to appoint an heir-apparent prior to the lawful conclusion of their reign, the Grand Council of Electors shall elect a Prince from among the noble Houses of the Most Serene Union by a simple majority.

b. Should no candidate receive the majority support of the Grand Council of Electors, the Throne will revert to the Emperor of Natopia.

Chapter VI. The Duke of St. Andre, The Princely House, and Succession.

a. Upon his (or her) formal elevation to the style, title, and dignity of Duke of St. Andre, the heir-apparent shall subscribe to the affirmation posted in the schedule hereto in the presence of the Prince-in-Grand-Council.

b. Upon his (or her) formal elevation to the style and title of Duke of St. Andre, the heir-apparent to the Princely Throne shall at once be understood to be an adopted member of the Most Serene House of which the Prince is the head and be subject to the internal statutes of the same, if indeed there be a Most Serene House, and if he (or she) is not already a member of that Most Serene House.

c. The name, composition, and statutes of the Most Serene House of the Union may be proclaimed from time to time by the Prince as he or she shall think fit.

d. Statutes of the Most Serene House which contradict this legislation or any other legislation of the Prince-in-Grand-Council shall be null and void.

e. In no wise shall the membership of the Most Serene House, or the family of the Prince, be understood to constitute an order of succession to the throne.

f. The impossibility of the extension of an order of succession to the Throne beyond the heir-apparent notwithstanding, the Prince shall in no wise be constrained from decreeing or otherwise publishing orders of precedence from time to time as he shall think fit.

g. The Duke of St. Andre shall always be understood to rank in precedence in the Most Serene Union immediately behind the Prince's Consort, or if there be no Consort, behind the Prince themselves, and shall be accorded all due honor and deference as is properly accorded the heir-apparent to the Most Serene Throne.

h. The Duke of St. Andre shall be entitled to a seat, a voice, and a vote in the Grand Council of Electors and in the Small Council.

i. A Duke of St. Andre, once lawfully appointed, may not be deprived of his (or her) title and inheritance except by a Decree from the Prince-in-Grand-Council to that effect.

Chapter VI. Terminology.

Every reference in this Bill to "The Prince" shall, unless the context requires otherwise, be deemed to include a reference to the Prince's lawful heirs and successors, of either sex.

Chapter VII. Commencement.

This legislation and all the provisions therein shall come into force upon receiving the Prince's Assent.

SCHEDULE
The Solemn Affirmation of the Duke of St. Andre:

"I, N.N., do this day, in the presence of Your Most Serene Highness and Your Most Serene Grand Council of Electors, declare and profess that I am become your liege man (or woman) of life and limb, here to do You homage, and to profess unto Your Most Serene Highness my perfect loyalty and obedience.

I do solemnly and sincerely affirm before Your Most Serene Highness that I will observe and faithfully adhere to the Laws enacted by Your Most Serene Highness in this Your Grand Council of Electors and in Your Small Council, and that I shall, at all times, conduct myself in a manner befitting the heir to a Throne so august and revered as that of Your Most Sacred and Excellent Serene Highness."

JANUS, By the Grace of Bous, Prince of the Most Serene Union of Thalassa, Neridia, Istvanistan, and St. Andre, Prince of Neridia, Defender of the Neridian People, to All Our Loyal and Loving Subjects Whatsoever, The Lords and Princes of the World, and To All Whom these Presents shall come, Greeting!

WHEREAS it is Our Most Serene Intention to create, erect and establish a Society dedicated to the collection of monies for the purposes of charitable relief for victims of natural disaster or illness;

NOW THEREFORE KNOW YE that We by Virtue of Our Most Serene Prerogative in that behalf and all other powers enabling Us so to do of Our special grace certain knowledge and mere motion by these Presents do for Us Our Heirs and Successors grant will direct and ordain as follows:

1. That this Society shall be known now and forever henceforth as the Most Serene Benevolent Society of the Union (hereinafter referred to as "the Society").
2. That the object of the Society shall be, within the context of the public benefit the collection of monies and the distribution thereof to various international charities for the purpose of providing relief, comfort and aid to victims of natural disasters and/or illness.
3. That all persons whomsoever shall donate monies to the Most Serene Benevolent Society of the Union shall be members of the Society.
4. That the Society shall be presided over by a Governor appointed by Ourself who shall be empowered to publish any and all bylaws by which the Society shall be governed prior to the collection of monies from contributors.
5. That the Society shall be non-political in nature.
6. That the Society shall conform to the non-profit tax-free regulations of the Natopian Empire.
7. Our Most Serene Will and Pleasure is that this Our Charter shall ever be construed benevolently and in every case most favorably to the Society and the promotion of the object thereof.
8. This Our Charter shall come into force on such date as it shall be published in the Highwell Palace Public Noticeboard.
