NOW THEREFORE KNOW YE that We by Virtue of Our Most Serene Prerogative in that behalf and all other powers enabling Us so to do of Our special grace certain knowledge and mere motion by these Orders authorize and command all Loyal and Patriotic Subjects or Organizations based in St. Andre, especially all of those able-bodied Private Security Providers, that are registered and recognized as officially desiring to engage in the duties and responsibilities outlined below:
  • Subdue, seize and take any armed or unarmed Pallisican vessel, public or private, which shall be found within the jurisdictional limits of the Most Serene Union of Thalassa, Neridia, Istvanistan, and St. Andre or elsewhere on the high seas and skies, or within the waters and skies of the Most Serene Union of Thalassa, Neridia, Istvanistan, and St. Andre, and such captured vessel, with its apparel, guns and appurtenances, and the goods and effects which shall be found on board the same, together with the Pallisican persons and others who shall be acting on board, to bring within some port of the Most Serene Union of Thalassa, Neridia, Istvanistan, and St. Andre; and also to retake any vessel, goods and effects of the people of the Most Serene Union of Thalassa, Neridia, Istvanistan, and St. Andre, which may have been captured by any Pallisican armed vessel, in order that proceedings may be had concerning such capture or recapture in due form of law;
  • Subdue, eliminate, and fully neutralize any subversive groups and individuals that associate with the so-called Pallisican faith, the Stripping Path, including the Sons of St. Andre, and to ensure that any follower or associate of this so-called faith found within the jurisdictional limits of the Most Serene Union of Thalassa, Neridia, Istvanistan, and St. Andre or elsewhere are duly registered with the proper authorities and processed for full neutralization, with all available assets owned by these individuals to be ceded to the Government of the Most Serene Union of Thalassa, Neridia, Istvanistan, and St. Andre;
  • Create, fund, and operate within any and all Pallisican territories in Micras subversive organizations aimed at eliminating the Pallisican disease from the face of Micras.
This commission to continue in force during Our Pleasure for the time being.

Organizations and individuals desiring to participate must register with the Government of the Most Serene Union of Thalassa, Neridia, Istvanistan, and St. Andre to receive proper reward and recognition by said Government.

JUDICIARY OF THE MOST SERENE UNION BILL 2018
A BILL to Establish the Judiciary of the Most Serene Union, and for Other Purposes.


BE IT ENACTED by the Prince's Most Serene Highness, by and with the advice and consent of the Grand Council of Electors presently assembled in Redquill, and by the authority of the same, as follows: —

Chapter I. Title.

This Bill may be cited for all purposes as “The Judiciary of the Most Serene Union Bill, 2017.”

Chapter II. Court of Common Pleas.
a. A Court of Common Pleas is established to be a court of first instance for every civil and criminal matter before the Most Serene Union, excepting cases touching upon acts of treason. This court shall be inferior to the Court of the Small Council.
b. The Court of His Most Serene Highness in Council may appoint up to three judges to serve on the bench of the Court of Common Pleas who are learned in law.
c. In the event the Court of Common Pleas should be depopulated of judges to hear a case before the Court, the Prince may appoint a citizen learned in law to preside over the proceedings for the duration of that case before the Court of Common Pleas. The Prince may also cause a decree to be issued to place the case before Court of the Small Council instead.

Chapter III. Court of Lord High Steward.
1. A Court of Lord High Steward is established with the appellate jurisdiction of Court of the Small Council in the event the Small Council is prorogued or dissolved, and to hear cases concerning treason in accordance with the provisions of Chapter 3.B below. This court shall be superior to the Court of Common Pleas and inferior to the Court of the Small Council.
1B. If the Prince shall have issued a summons for the Small Council to return within one week of an instance of a case being brought before the Court of Lord High Steward, the court shall withhold the matter for the consideration of Court of the Small Council.
2. The Lord High Steward of the Most Serene Union shall preside over all matters before the Court of Lord High Steward.
3. In the event the Lord High Steward is unable to preside over the Court of Lord High Steward, the Lord High Chancellor shall preside instead. In the event the Lord High Chancellor is also unable to preside over the Court of Lord High Steward, the Prince shall be free to appoint a citizen learned in law to preside over the proceedings for the duration of that case before the Court of Lord High Steward.
4. Matters coming to the Court of Lord High Steward through its appellate jurisdiction shall be first referred to the Lord High Steward or to a panel composing the Lord High Steward and two other residents of the Most Serene Union learned in Law to determine whether or not an appeal should be granted. If it is granted, the matter shall be sent to the Court of Lord High Steward for consideration which shall consist either of the Lord High Steward presiding alone, or with a panel of three. The Lord High Steward or their designee shall oversee the process of handling appeals and make the appropriate determinations required above.
5. Decisions of the Court of Lord High Steward may only be appealed to the Court of the Small Council in the event of procedural impropriety, a misapplication of law, or the emergence of new evidence which was not available during the trial before the Court of Lord High Steward.

Chapter VI. Commencement.

This legislation and all the provisions therein shall come into force upon receiving the Prince's Assent.

SCHEDULE
THE MEANING OF CERTAIN TERMS EMPLOYED IN THIS ACT:
“Learned in law” shall refer to any individual who has successfully completed an examination in law in the Most Serene Union, the Lord High Steward, and the Lord High Chancellor.

IMPERIAL CONFERENCE DELEGATION ACT, 1657
A BILL to Provide For the Appointments of Advisors to the Imperial Conference from the Most Serene Union, and for Other Purposes.


BE IT ENACTED by the Prince's Most Serene Highness, by and with the advice and consent of the Grand Council of Electors presently assembled in Redquill, and by the authority of the same, as follows: —

Chapter I. Title.
This Act shall be cited as the Imperial Conference Delegation Act, 1657.

Chapter II. Composition of the Most Serene Union's Delegates to the Imperial Conference.
1. The delegation from the Most Serene Union to the Imperial Conference shall be appointed and regulated exclusively by His Serene Highness, the Prince of Neridia, who shall also be part of the delegation and serve as its leader.
2. The Prince may choose to request advice from the Grand Council of Electors of the Most Serene Union on the appointments of Advisers to the Imperial Conference, but may choose in the end to accept or reject that advice in the exercise of His Prerogatives.

Chapter III. Bloc Voting for the Most Serene Union's Delegates to the Imperial Conference.
1. The delegation from the Most Serene Union to the Imperial Conference shall vote as a bloc together on all matters and bills brought before the Imperial Conference.
2. No Adviser part of the delegation from the Most Serene Union to the Imperial Conference may vote in contrary to the advice and direction given by The Prince.
3. Should any Adviser that is part of the delegation from the Most Serene Union to the Imperial Conference vote in contrary to the advice and direction of the Prince, they shall be removed from the delegation at once, barred from seeking any office in the Most Serene Union for five AN years and replaced.

Chapter VI. Commencement.
This legislation and all the provisions therein shall come into force upon receiving the Prince's Assent.

Divine Province, in recalling us to our home and estates after the Great Betrayal and the Doom of Neridia, has laid upon us great obligations.

First, a veritable need for peace and security, to which we employed many years of service in subduing the warring groups of Neridia and then in defending Saint Andre during the War of the Lost Brothers, must be our first and foremost concern in addressing a change in our constitutional arrangements to grow and nurture greater peace and stability;

Second, a need to build a government that reflects the diversity its people –Neridian, Istvanistani, Haifan, Andrino, and Alexandrian – and recognizes that maintaining unity means embracing our common destiny and future as Natopians;

Third, recognition of the great strides and developments made by the society of the Most Serene Union and a commitment to establishing good constitutional order and governance to nurture progress;

Fourth, affirming as determining factors in our life our citizenship of the Bovic Empire of the Natopian Nation and our aspiration continually to enrich our democratic heritage in the individual and collective enjoyment of its rights and privileges; our loyalty to the principles of the Caprine Code and to the Natopian Emperor; the co-existence in the Most Serene Union of the many great cultures and peoples that call the Most Serene Union their home; our fervor for education; our faith in justice; our devotion to the courageous, industrious, and peaceful way of life; our fidelity to individual human values above and beyond social position, racial differences, and economic interests;

We are bound to estimate the effects of the ever increasing progress of enlightenment, the new relations which these advances have introduced into society, the direction impressed upon opinions during our history, and the significant alterations which have resulted therefrom: We have recognized that the wish of Our subjects for a new constitutional charter was the expression of a real need; but, in yielding to this wish, We have taken every precaution that this charter should be worthy of Us and of the people over whom We are proud to rule.

While we have recognized that a free and monarchical constitution was necessary to meet the expectations, We have also been constrained to remember that Our first duty towards Our subjects was to preserve, in their own interest, the rights and prerogatives of Our Crown.

Assured of our intentions, and strengthened by our conscience, We pledge ourselves, in the presence of this Grand Council of Electors which hears Us, to be faithful to this Constitutional Charter, reserving to Ourselves to swear to maintain it with a new solemnity, before the altars of Bous, who judges all humans and nations.

For these reasons, We have voluntarily, and by the free exercise of Our Authority, accorded and do accord, grant and concede to our subjects, as well for us as for our successors forever, the Constitutional Charter which follows:
PART ONE. THE INVIOLABLE CLAUSES.


1. This Constitutional Charter is divided into Eleven Parts.
2. Part One of this Constitutional Charter may only be altered by the Prince, and only when absolutely necessary to maintain the security, integrity, and good order and governance It shall be a custom for the Prince to consult the Grand Council of Electors before making any amendments to the Inviolable Clauses, but in the end, the Prince may choose to reject the advice provided by the Council of Electors.
3. This Constitutional Charter is the highest source of authority in the Most Serene Union, binding all who exist within its jurisdiction including all persons of government. This includes the Prince, and the national authorities once this Charter is confirmed as expressed by the Caprine Code.
4. The entity of government defined in this document is the descended and legitimate heir of the First Most Serene Union, of the demesnes of Thalassa, Neridia, Istvanistan, and St. Andre, and of their individual demesnial governments; desiring to remain united in one common and united demesne, with separation or partition forbidden.
5. It shall remain the right of the people of the Most Serene Union, as the defenders of the Union, to remove any person in high office that violates the Inviolable Clauses by any means necessary.
6. The other Parts of this Constitutional Charter may be amended by the Prince, only with the advice and consent of the Grand Council of Electors.
7. The sovereign right of the Most Serene Union to determine its own affairs within the Bovic Empire of the Natopian Nation is affirmed, as is its inviolable and permanent unity and permanence in the Bovic Empire of the Natopian Nation.
8. The Most Serene Union shall not in any circumstances cede any of its territory, as represented on official Union Government records and maps. Where such territory is forcibly removed, it is incumbent upon the people of the Most Serene Union to fight to reclaim it.
9. The Most Serene Union’s population shall be interpreted as to always include Neridians, Alexandrians, Istvanistani, Andrinos, and Caputians.
10. The Most Serene Union’s primary economic heritage shall be interpreted as natural gas, agriculture, mining, technology, finance, and forestry.
11. The Houses of the Most Serene Union shall be:
  • a. House Eadric, or the House of Eadric, the Princely House, led by Prince Janus I;
    b. House Meir;
    c. House Carrillo;
    d. House Kilynn, or House Waffel-Paine;
    e. House Redquill;
    f. House Ayreon-Kalirion.
12. New Houses may be formed, or existing ones altered or dissolved, only with the approval of the Prince of the Most Serene Union.
13. The Prince may revoke any titles, honors, and offices he has bestowed at any time, for any reason. He is the fons honorum, the single fountain of honor of the Most Serene Union.
14. Houses of the Most Serene Union shall exist to increase the character and style of the Most Serene Union by culturally developing itself and any subdivisions they may administer on behalf of the Prince.
15. The Advisors of the Most Serene Union to the Imperial Conference shall always be appointed by the Prince and vote in the Imperial Conference in accordance to the wishes of the Prince.
16. The Prince of the Most Serene Union determines which political parties may operate in the Most Serene Union.
17. Whenever this Charter or any laws in the Most Serene Union refer to a masculine “Prince”, it shall also refer to the feminine “Princess”, as both genders can hold the Princely Throne.
18. All members of the Most Serene Government, before taking the powers of their office, will need to swear or affirm Loyalty, to be provided by law.

PART TWO. THE MOST SERENE UNION OF DEMESNES.


1. The Natopian People of the Demesnes of Thalassa, Neridia, Istvanistan, New Alexandria, and St. Andre (hereafter referred to as "the Most Serene Union"), united in their desire to build a secure, prosperous, and stable future for posterity, establish the Most Serene Union of Demesnes in its belonging lands, territories and possessions.
2. Its capital shall be the city of Dos Gardenias, in Thalassa. It may only be moved by order of the Prince of the Most Serene Union only due to extraordinary reasons, for a period of no longer than five (5) AN years.
3. Any man, woman or child which shares the bonds of blood, friendship, or law with the Demesnes of Thalassa, Neridia, Istvanistan, New Alexandria, and St. Andre and with its values and purpose has the right to claim membership in the Most Serene Union in accordance with the laws.
4. The lands, territories and possession of the Most Serene Union are inviolable, in accordance with the Treaty of Graveacre.
5. The Treaty of Graveacre, and the Second MSU-Istvanistani Agreement are hereby considered as constitutional documents, recognized as law of the land in the Most Serene Union, in addition to this Constitutional Charter.
6. The official languages in the Most Serene Union are the Istvanistani, Fransch, Martino, and Natspeak.
7. The Most Serene Union has the National Colors, Flag, Seal, and Coat of Arms as well as the National Anthem, determined by the Prince;
8. Motto of the Most Serene Union is “Esto Perpetua”.

PART THREE. PUBLIC LAW OF THE MOST SERENE UNION


1. All residents of the Union are equal before the law, whatever may be their titles and ranks.
2. They contribute without distinction, in proportion to their fortunes, towards the expenses of the state.
3. They are all equally admissible to civil and military employments.
4. Their personal liberty is likewise guaranteed; no one can be prosecuted nor arrested save in the cases provided by law and in the form which it prescribes.
5. Everyone may profess their religion with equal freedom and shall obtain for their worship the same protection; excepting those religions deemed to be hate groups or abominable to the security of the country, such as the Cult of the Stripping Path;
6. Nevertheless, the official religion of the Most Serene Union is Bovinism.
7. Ministers of the Dozan Bovic Church and of the Church of Caputia receive stipends from the Princely Treasury.
8. All residents of the Union have the right to publish and to have printed their opinions, while conforming with the laws, which are necessary to restrain abuses of that liberty.
9. All property is inviolable, without any exception for the called national, the law making no distinction between them.
10. The state can require the sacrifice of a property because of a legally established public interest, only with a previous indemnity.
11. The government of the Most Serene Union is instituted for the advancement, protection and security of its people and not, under any circumstances, the advantage of any single individual, set of persons, family, or entity, whether within or without the Most Serene Union.
12. No person shall be deprived of life, liberty or property without due process of law, nor be denied the equal protection of the laws, nor be denied the enjoyment of his or her civil rights or be discriminated against in the exercise thereof because of sex, nationality, color, creed, ethnicity, cultural or social heritage or status, economic status, sexual preference or identity.

PART FOUR. THE GOVERNMENT OF THE PRINCE.


1. The person of His Serene Majesty, the Prince of the Most Serene Union, is inviolable and sacred. His ministers are responsible. To the Prince alone belongs the executive power. The office of Prince of the Most Serene Union is vested upon Janus Eadric, now known as Prince Janus I, and inherited by men and women of his line and house, in accordance with provisions set forth by the laws and customs of the Most Serene Union.
2. The Prince is the supreme head of the state, commands the Union land and sea forces, appoints to all places of public administration, and makes the necessary regulations and ordinances for the execution of the laws and the security of the Most Serene Union.
3. The legislative power is exercised collectively by the Prince, the Grand Council of Electors, and the Chamber of the Deputies.
4. The Prince proposes the laws.
5. The proposition for a law is sent, at the pleasure of the Prince, to the Grand Council of Electors or to that of the Deputies, except a law for the imposition of taxes, which must be sent first to the Chamber of Deputies.
6. Proceedings of the Grand Council of Electors shall be private, while proceedings of the Chamber of Deputies shall be public.
7. The Grand Council of Electors and the Chamber of Deputies have the power to petition the Prince to propose a law upon any subject whatsoever and to indicate what seems suitable for the law to contain.
8. This request can be made by either of the two chambers, but only after having been discussed in secret committee; it shall be sent to the other chamber by that which shall have proposed it, only after an interval of one (1) AN year.
9. If the proposal is adopted by the other chamber, it shall be laid before the Prince; if it is rejected, it cannot be presented again in the same session.
10. The Prince alone sanctions and promulgates the laws of the Most Serene Union.
11. The Civil List is fixed, for the entire duration of the reign, by the first Chamber of Deputies assembled after the accession of the Prince.

PART FIVE. OF THE GRAND COUNCIL OF ELECTORS.


1. The Grand Council of Electors is an essential part of the legislative power. It is convoked by the Prince at the same time as the Chamber of the Deputies. The session of the one begins and ends at the same time as that of the other.
2. Every meeting of the Grand Council of Electors which may be held outside of the time of the session of the Chamber of Deputies, or which may not be ordered by the Prince, is unlawful and of no validity.
3. The appointment of members of the Grand Council of Electors belongs to the Prince. Their number is unlimited: he can at his pleasure alter their dignities, appoint them for life, or make them, hereditary.
4. The Grand Council of Electors is presided over by the Lord High Steward, and in his absence, by an Elector appointed by the Prince.
5. Members of the Princely Family and princes of the blood are Electors by right of their birth. They sit next to the Lord High Steward; but they have no deliberative voice until they have reached age of majority.
6. Members of the Princely Family can take their places in the Council only upon the order of the Prince, expressed for each session by a message, under penalty of invalidating everything which may have been done in their presence.
7. All the deliberations of the Grand Council of Electors are secret.
8. The Grand Council of Electors has jurisdiction over the crimes of high treason and attacks against the security of the state, which shall be defined by law.
9. No Elector can be arrested except by the authority of the Grand Council of Electors, nor tried in a criminal matter except by it.

PART SIX. OF THE CHAMBER OF DEPUTIES.


1. The Chamber of Deputies shall be composed of the deputies elected by electoral colleges, whose organization shall be determined by law.
2. Each constituent demesne shall have deputies based on their population, in accordance with the law and customs.
3. The Deputies shall be elected for five (5) AN years and in such a manner that the chamber may be renewed each year by a fifth.
4. No Deputy can be admitted to the Chamber unless they pay a direct tax of one thousand Natopos.
5. Deputies shall be elected from among the eligible who have their political domicile in the demesne.
6. The President of the Chamber of Deputies is appointed by the Prince, from a list of five members presented by the Chamber.
7. The sittings of the Chamber are public, but the request of five members suffices for it to form itself into secret committee.
8. The chamber divides itself into bureaux to discuss the propositions which have been presented to it by the Prince.
9. No amendment can be made in a law unless it has been proposed or consented to by the Prince, and unless it has been sent back to the bureaux and discussed there.
10. The Chamber of Deputies receives all proposals regarding taxes; only after these proposals have been accepted can they be carried to the Grand Council of Electors.
11. No tax can be imposed or collected, unless it has been consented to by the Chamber of Deputies, the Grand Council of Electors and sanctioned by the Prince.
12. A tax on the value of land shall be assessed throughout the Most Serene Union, determined by law, to help fund the governance of the Most Serene Union.
13. A tax on corporations and businesses shall be assessed throughout the Most Serene Union, determined by law, to help fund the governance of the Most Serene Union.
14. The Prince convokes both chambers each year: he prorogues them, and can dissolve that of the Deputies; but, in that case, he must convoke a new one within the space of three (3) AN years.
15. No bodily constraint can be exercised against a member of the Chamber of Deputies during a session.
16. No petition can be made or presented to either of the chambers except, in writing.

PART SEVEN. OF THE SECRETARIES.


1. Secretaries can be members of the Grand Council of Electors or of the Chamber of Deputies. They have their entrance into either chamber, and they must be heard when they demand it.
2. The Chamber of Deputies has the right to accuse the Secretaries and to arraign them before the Grand Council of Electors, which alone has that of trying them.
3. Secretaries can be accused only for acts of treason, incompetence or corruption. Special laws shall determine the nature of these offences and shall fix the method of prosecution.
4. Laws and regulations pertaining to the Secretaries shall be made by the Prince, with the consent of the Grand Council of Electors, and the Chamber of Deputies.

PART EIGHT. OF THE JUDICIARY.


1. All justice emanates from the Prince. It is administered in his name by judges whom he appoints and whom he invests.
2. The judges appointed by the Prince are irremovable, except for acts of treason, incompetence or corruption. Special laws shall determine the nature of these offences and shall fix the method of prosecution.
3. The courts and regular tribunals existing are continued. They shall not be in any wise changed except by a law.
4. The existing commercial court is retained.
5. The justice of the peace, likewise, is retained. Justices of the peace, although appointed by the Prince, are not irremovable.
6. No one can be deprived of the jurisdiction of their natural judges.
7. In consequence, extraordinary commissions and tribunals cannot be created.
8. Criminal trials shall be public, unless such publicity should be dangerous to order and morality; and in that case, the tribunal shall declare it by a judicial order.
9. The Prince has the right of pardon, and that of commuting penalties.
10. Laws actually existing which are not in conflict with the present charter, remain in force until legally abrogated.

PART NINE. SPECIAL RIGHTS GUARANTEED BY THE STATE.


1. Persons in active military service, retired officers and soldiers, pensioned widows officers and soldiers, retain their ranks, honors and pensions.
2. The public debt is guaranteed. Every form of engagement made by the state with its creditors is inviolable.
3. The old nobility resume their titles. The new retain theirs. The Prince makes nobles at will, but he grants to them only ranks and honors, without any exemption from the burdens and duties of society.
4. The Prince, his Heirs, and successors shall swear, at the solemnizing of their coronation, to observe faithfully the present Constitutional Charter.

PART TEN. GREAT CITIES OF THE MOST SERENE UNION.

1. The Great Cities of the Most Serene Union shall be the cities of Frenzyville, Redquill, Port St. Andre, Graveacre, Eadricton, Marmont, Dos Gardenias, Tiamat, and Etampes.
2. The status of Great City is only conferred by the Prince of the Most Serene Union.
3. The Prince of the Most Serene Union shall exercise his or her power to establish in one of the Great Cities the Seat of the Government of the Most Serene Union or decide to erect a new city and confer upon it Great City status.
4. The Great Cities of the Most Serene Union are granted special administrative powers that derive from the Prince, to administer and rule over their own affairs within the limitations established by this Constitutional Charter, and the laws and customs of the Most Serene Union.
5. The Houses of the Most Serene Union must choose a Great City as the seat of its House. No House may share a Great City as its seat.

PART ELEVEN. TEMPORARY ARTICLES.

1. The first Chamber of Deputies shall meet by Writ of Summons of the Prince at the city of Dos Gardenias.
2. The Prince shall provide for further regulations and rules to ensure the enforcement and disburse funding for the acquisition of lands and properties in Dos Gardenias for the construction of government administration buildings needful buildings, such as but not limited to housing, forts, ports, roads, railways, airports, military and security facilities, and water supply infrastructure.
AND WE DESIRE that these Presents become effective immediately; that what is decreed by these Presents be scrupulously observed by those whom they concern and that these Presents attain the purpose for which they are issued:

AND THAT THE EFFICACY of these Presents may not be obstructed by contrary prescriptions of any kind, We herewith abrogate all such prescriptions:

THEREFORE, if anyone, no matter what his authority, shall either knowingly or unknowingly act contrary to what We have by these Presents ordained and decreed, We command that such acts be considered entirely null and void. Moreover, no one may lawfully efface or destroy these documents of Our will; indeed, to copies of these Presents and extracts therefrom, which bear the seal of an Officer of the Prince and the signature of a public notary, there is to be accorded the very same credence that would be given to these Presents themselves if they were exhibited:

AND SHOULD ANYONE CONDEMN or in any manner whatsoever detract from these Presents, let him know that he thereby subjects himself to the penalties established by law for those who do not fulfill the commands of the Prince.

This Agreement enters force upon the ratification of the same by all legal personal parties to this Agreement and the signature of all physical personal parties to this Agreement followed by the Frenzy’s amendment of the Caprine Code to bring the Code in line with this Agreement

An Act of Law to Regulate the Establishment, Creation, and Administration of the Most Serene Union's constituent parts, among other purposes.

ARTICLE 1. High Constitutional Document of the Most Serene Union, Citation.
This Document is registered as a high constitutional document, and can be officially cited as "the Book of the Counties of the Union", or as "Le Livre Des Comtés De L'Union" in Alexandrian Fransch.

ARTICLE 2. The Demesnes and Counties of the Most Serene Union.
1. The four constituent parts of the Most Serene Union of Demesnes are Neridia, Thalassa, St. Andre, and New Alexandria.
2. Each of these four constituent parts are designated as Demesnes, for the purposes of compliance with the Caprine Code.
3. The four constituent parts are each subdivided into counties and duchies.
4. The Duchy of St. Andre is created, and conferred as a dynastic title to the heir apparent to the Prince or Princess of the Most Serene Union.
5. Failure to be granted the title does not affect the rights to succession.
5. The Duchy of Istvanistan is created.
6. The Counties of Bastion, Eadricton, Frenzyville, Holston, Holyford, New Alexandria, New Raynor, Redquill, Reira, Silver, and Vertfray are created.
7. The Principality of Neridia is created, and conferred as a dynastic title to the Prince or Princess of the Most Serene Union.
8. The Principality of New Alexandria is created, and conferred as a dynastic title to the Titular Emperor of all Alexandrians, His heirs, and successors.
9. Schedule I of this Act provides the officially registered coat of arms of each duly created Duchy and County.
10. Schedule II of this Act provides the ducal and comital capitals of each duly created Duchy and County.

ARTICLE 3. The Nobility of the Most Serene Union of Demesnes.
1. The nobility of the Most Serene Union of Demesnes owe their loyalty to the Prince and to the people of the Most Serene Union, but above all to His Most Bovic Majesty, the Emperor of Natopia, His heirs, and successors.
2. The system of nobility is divided into two tiers: Classes de noblesse (Classes of nobility), and Ranges (Ranks).
3. There will be four classes of nobility: noblesse ancienne; noblesse fondatrice; noblesse des lettres; and the noblesse chevalresque.
4. The noblesse ancienne shall be strictly limited to members of the House of Eadric and members of the Princely Family adopted into the class by virtue of holding any landed peerage tied to the Princely Family. Only members of the Princely Family can use the style of Serene Highness, usually princes and princesses but not normally monarchs or their spouses of equal rank to them (that is, not Princes, Princesses regnant, or Princesses consort), who are usually styled Serene Majesty.
5. The noblesse fondatrice shall be strictly limited to members of House Meir, House Redquill, House Ayreon-Kalirion, House Carrillo, and House Kilynn; and to those other Houses created and recognized by the Prince that have specifically received this status.
6. The noblesse des lettres shall be strictly limited to those who are ennobled by the Prince as a reward for their service to the Emperor of Natopia and to the Prince or Princess of the Most Serene Union; or Houses created and recognized by the Prince that have not received noblesse fondatrice.
7. The noblesse chevaleresque shall be reserved for those who have been knighted by the Prince, yet hold no landed peerage.
8. Should someone qualify for more than one class, that person shall claim the highest class they qualify for themselves.
9. The rangues are divided as follows:
  • Prince/Princess of the Most Serene Union;
  • Hereditary Prince of the Most Serene Union;
  • Prince/Princess of the Blood;
  • Prince/Princess;
  • Duke;
  • Count;
  • Viscount.
10. When someone is ennobled by the Prince or Princess of the Most Serene Union, the level of their class as well as rank shall be made clear.
11. Anyone granted a Peerage prior to this Book shall be provided with their class and ranks in separate subsequent Letters Patent by the Prince/Princess of the Most Serene Union.

ARTICLE 4. Dos Gardenias Cartography Society.
1. The Government of the Most Serene Union shall have an agency outside the union executive departments and the Office of the Lord High Steward called the Dos Gardenias Cartography Society (or 'the Society'), and it will be in charge of maintaining the maps of the Most Serene Union.
2. The Dos Gardenias Cartography Society shall be headquartered in the city of Dos Gardenias but will maintain offices and other needful buildings in other cities in the Most Serene Union as determined by the Society.
3. The Dos Gardenias Cartography Society shall be further organized by Decree of the Prince, with the advice and consent of the Lord High Steward.
4. The Dos Gardenias Cartography Society shall maintain detailed maps of all of the landed peerages of the Union, reflecting the counties, duchies and other holdings of the Union.
5. The maps included in Schedule III of this Act are entered as the first officially registered maps of the Most Serene Union of Demesnes with the Dos Gardenias Cartographic Society.

ARTICLE 6. Amendment.
This Act may only be amended by the Prince, with the advice and consent of the Grand Council of Electors.

WHEREAS We wish to provide for the establishment of a Household for Ourselves, to procure assistance, assist in records keeping, and provide private legal and policy counsel for the effective and efficient conduct of the Affairs of the Union;

LET IT BE KNOWN therefore that it is now Our will and pleasure to so constitute the following as Law of Our Realm:

THE PRINCE'S HOUSEHOLD
1660


ARTICLE 1. Establishment and Organization of the Prince's Household.
a. There shall be an organization established to assist His Serene Majesty the Prince and members of the Most Serene Family in their military, administrative, civil, and religious functions called the Prince's Household.
b. The Household shall be headed by the Chief Secretary and Steward (hereafter referred to as 'the Chief Steward'), appointed by the Prince to serve at his pleasure, and shall take precedence over all Household Officials.
c. The Chief Steward will have the power to manage the budget of the Household, and shall be responsible for policing the court, managing the Prince's lands and any other personal, ceremonial and state duties as given through the law. The Chief Steward must be a noble residing in the Most Serene Union of Demesnes with no connections or citizenships with any foreign enemies of Natopia.
d. The Household shall be composed of three branches, the Military, Domestic, and Ecclesiastical:
e. The Military branch of the Prince's Household shall be headed by the Grand Marshal of the Palace, appointed by the Prince to serve at his pleasure.
f. The Domestic branch of the Prince's Household shall be headed by the Grand Master of Ceremonies, appointed by the Prince to serve at his pleasure.
g. The Ecclesiastical branch of the Emperor's Household shall be headed by the Grand Almoner of the Union, appointed by the Prince to serve at his pleasure.
h. There shall include a Grand Almoneress of Tiamat, appointed by the Autocephalous Church of Alexandria to serve at the pleasure of the Patriarch-Archbishop of Dos Gardenias.

ARTICLE 2. Military Branch of the Household.
a. The Military Branch of the Household shall be composed of the following:
i. The Household Corps;
ii. The Private Security Services;
iii. and any military advisers or aides-de-camp appointed to serve the Prince.
b. The Household Corps shall be composed of the following:
i. the Ranhold Guard, colloquially called the 'Prince’s Bodyguards';
ii. the Alexandrian Guard (Gardes Alexandriennes).
c. The Private Security Service shall be headed by the Director of the Private Service, to be appointed by the Prince. The Private Security Service will be a law enforcement agency ensuring the safety of current and former national leaders and their families, such as the Prince, members of the House of Eadric, important government officials of the Most Serene Union, visiting heads of state, and foreign consulates.
d. Further regulation of the Private Security Service can be enacted by law.

ARTICLE 3. Domestic Branch of the Household.
a. The Domestic Branch of the Household shall be responsible for the following duties:
i. overseeing logistic details of Imperial ceremonies;
ii. carrying messages and convocations from the Prince to other organs and officials of Government in both Lindstrom and Dos Gardenias, and to other courts or notable individuals;
iii. accompanying the Prince and the members of the Most Serene Family on their travels within and out of the Most Serene Union;
iv. making official records of the ceremonies to serve as jurisprudence and to aid future ceremonies;
v. counseling the members of the court of their role in the ceremonies;
vi. overseeing that the ceremonies unfold properly.
b. The Domestic Branch of the Household shall be organized by the Chief Steward, in continued consultation and with the consent of the Prince.
c. The College of Emissaries shall be organized under the Domestic Branch of the Household and shall consist of the existing offices of the Prince’s Chancery in Fort Ranhold. It shall be composed of all the clerks and administrative support staff of the Prince’s Household, including the production of official documents and their certification.

ARTICLE 4. Ecclesiastical Branch of the Household.
a. The Ecclesiastical Branch of the Household shall be the religious entourage of the Prince and the Most Serene Family which shall be responsible for serving the spiritual needs of the House of Eadric.
b. The Ecclesiastical Branch of the Household shall be organized by the Grand Almoner of the Union, in continued consultation of and with the consent of the Prince.
c. In accordance with the ancient tradition of the members of the Imperial Family belonging to the Dozan Bovic Church, the staff of the Ecclesiastical Branch of the Household shall be drawn from the membership the aforesaid church.
d. Notwithstanding the previous clause of the Article, there shall also be employed in the Ecclesiastical Branch of the Household the necessary staff from the Autocephalous Church of Alexandria to support and assist the Grand Almoneress of Tiamat with providing for the spiritual needs of those members of the Most Serene Family who belong to the Autocephalous Church of Alexandria.

SUCCESSION TO THE THRONE OF THE MOST SERENE UNION BILL, 1660
A BILL to Regulate the Succession to the Serene Throne of the Most Serene Union of Demesnes.


BE IT ENACTED by the Prince's Most Serene Highness, by and with the advice and consent of the Grand Council of Electors presently assembled in Redquill, and by the authority of the same, as follows: —

Chapter I. Citation, Repeal, and Effects.
a. This Bill may be cited for all purposes as “The Succession to the Throne of the Most Serene Union Bill, 1660.”
b. This Bill repeals and replaces the Succession to the Throne of the Most Serene Union Act, 2017.
c. Whenever this Bill refers to the Prince, it shall be understood that it will mean His Most Serene Majesty, Prince Janus I, but its effects shall apply equally to future Princes or Princesses, applying equally to both genders.

Chapter II. Duration of the Reign of the Prince.
a. The reign of His Serene Majesty, the Prince is hereby declared to persist for the duration of his or her natural life, unless and until he or she shall, of their own free will, put their hand to an instrument of abdication, or be removed due to permanent incapacity, according to the prescriptions of the law.
b. The holding of any office under the Prince, whether within or without His Serene Majesty’s dominions, shall not be affected, nor shall any fresh appointment thereto be rendered necessary, by the demise of the Prince.

Chapter III. Nature of the Succession.
a. Succession to the Throne of the Most Serene Union of Demesnes is hereby declared to be ordinarily hereditary, and extraordinarily elective, in nature.
b. Succession to the Throne of the Most Serene Union of Demesnes is first determined by heredity, with the Most Serene Union officially vested by the Emperor and the Frenzy upon the House of Eadric, hereafter defined as the official members of said House, as prescribed by the Prince and the Charter of the House of Eadric.
c. The task of the appointment of an heir-apparent to the Throne of the Most Serene Union of Demesnes belongs to the Prince, alone, during the course of their lawful reign.
d. The task of the election of a new Prince when there is no heir-apparent belongs to the Grand Council of Electors, and by means of such internal procedures for the fulfillment of the same as may be devised by either at the time.

Chapter IV. Appointment of an Heir-Apparent to the Throne by the Prince.
a. The Grand Council of Electors, as a body, shall have the right to be consulted concerning the Prince’s choice of an heir-apparent to the Throne prior to that person's formal appointment as such; they shall not, however, be empowered to compel the Prince to yield to their advice in the matter.
b. The Prince may, at any time during their lawful reign, elect to nominate to the Grand Council of Electors, as a body, an individual of his choosing, male or female, belonging to the Eadric line as prescribed by the Constitutional Charter and the Caprine Code, to be formally recognized and appointed heir-apparent to the Throne, with right of succession to the Throne in the event of the Prince’s death, abdication, or removal due to permanent incapacitation, according to law.
c. The Prince, having permitted the Grand Council of Electors, as a body, to deliberate for up to 10 days concerning their choice of an heir-apparent and to tender to the Prince their collegial advice concerning the same, may subsequently appoint his nominee, in Council, by the elevation of his nominee to the style, title, and dignity of “Duke of St. Andre,” by Letters Patent by the Prince's signature.
d. The formal elevation of the Prince’s heir-apparent to the style, title, and dignity of “Duke of St. Andre” shall in no wise constrain the Prince from honoring the heir-apparent aforesaid with such additional degrees, styles, titles, and dignities as they shall think fit to honor him (or her) with.
e. In the event that the Prince shall nominate an individual to succeed him who is not a member of the Eadric line, such a nominee shall become a resident of the Most Serene Union and a member of the House of Eadric automatically, without need of further formality, upon his (or her) formal appointment as the Prince’s heir-apparent by Letters Patent under the Prince's signature as prescribed above.
f. In the event that the Prince-in-Grand-Council should one day elect to gift the Most Serene Union (and its possessions), they may never be gifted to a foreigner, and shall be required to gift it to a loyal citizen of Natopia, thereby abdicating his own sovereignty and that of this Most Sovereign Union to that new Prince, only done with the unanimous approval of the Grand Council of Electors.

Chapter V. Failure of the Prince to Appoint An Heir-Apparent to the Throne.
a. In the event that the Prince shall fail to appoint an heir-apparent prior to the lawful conclusion of their reign, the Grand Council of Electors shall elect a Prince from among the noble Houses of the Most Serene Union by a simple majority.
b. Should no candidate receive the majority support of the Grand Council of Electors, the Throne will revert to the Emperor of Natopia, His Heirs, and Successors.

Chapter VI. The Duke of St. Andre, The Princely House, and Succession.
a. Upon his (or her) formal elevation to the style, title, and dignity of Duke of St. Andre, the heir-apparent shall subscribe to the affirmation posted in the schedule hereto in the presence of the Prince-in-Grand-Council.
b. Upon his (or her) formal elevation to the style and title of Duke of St. Andre, the heir-apparent to the Princely Throne shall at once be understood to be an adopted member of the Most Serene House of which the Prince is the head and be subject to the internal statutes of the same, if indeed there be a Most Serene House, and if he (or she) is not already a member of that Most Serene House.
c. The name, composition, and statutes of the Most Serene House of the Union may be proclaimed from time to time by the Prince as he or she shall think fit.
d. Statutes of the Most Serene House which contradict this legislation or any other legislation of the Prince-in-Grand-Council shall be null and void.
e. In no wise shall the membership of the Most Serene House, or the family of the Prince, be understood to constitute an order of succession to the throne.
f. The impossibility of the extension of an order of succession to the Throne beyond the heir-apparent notwithstanding, the Prince shall in no wise be constrained from decreeing or otherwise publishing orders of precedence from time to time as he shall think fit.
g. The Duke of St. Andre shall always be understood to rank in precedence in the Most Serene Union immediately behind the Prince's Consort, or if there be no Consort, behind the Prince themselves, and shall be accorded all due honor and deference as is properly accorded the heir-apparent to the Most Serene Throne.
h. The Duke of St. Andre shall be entitled to a seat, a voice, and a vote in the Grand Council of Electors.
i. A Duke of St. Andre, once lawfully appointed, may not be deprived of his (or her) title and inheritance except by a Decree from the Prince-in-Grand-Council to that effect.

Chapter VII. Commencement.
This legislation and all the provisions therein shall come into force upon receiving the Prince's Assent.

The Solemn Affirmation of the Duke of St. Andre:

"I, N.N., do this day, in the presence of Your Most Serene Majesty and Your Most Serene Grand Council of Electors, declare and profess that I am become your liege man (or woman) of life and limb, here to do You homage, and to profess unto Your Most Serene Majesty my perfect loyalty and obedience.

I do solemnly and sincerely affirm before Your Most Serene Highness that I will observe and faithfully adhere to the Laws enacted by Your Most Serene Highness in this Your Grand Council of Electors, and that I shall, at all times, conduct myself in a manner befitting the heir to a Throne so august and revered as that of Your Most Sacred and Excellent Serene Majesty."
