Legislative Programme of 1656

My Lords,

Your Government intends to bring before you in this year the following items of legislation:
  1. A Bill for Land Reform; to invest land tenure in the person of the Prince, in turn to be leased by the Bailiwicks of the Republic to private individuals and corporations on the basis of free and common socage.
  2. A Bill for the Defence of the Realm; to reform the Republican Guard of Elwynn into a properly organised and proficient militia.
  3. A Bill for the Establishment of Tribunals; to establish tribunals subordinate to the Senate for the purpose of arbitration, remedy, and restitution in the pursuit of justice.
  4. A Bill for Irrigation Works; to initiate a programme of works to establish a system of irrigation throughout the Alalehzamini "Cold Desert".
  5. A Bill for Community Contributions; to mandate a one-time contribution of ten percent (10%) of all assessable wealth held in each Bailiwick of the Republic towards financing the on-going war effort against Jingdao and Passio-Corum.
  6. A Bill for the Relief of Vagrancy; to remove idle persons of no fixed abode from the cities to the countryside where they may perform improving and economically useful labour.
