A LETTER FROM THE BASILEUSA MEGALIOTATE, AUTOKRATEIRA OF THE KINGDOM OF CONSTANCIA


Dear Honorable Ambassador,

It is with a degree of surprise that we see our friend The Greater Pallisican Trade Association entering into a treaty with Constancia's greatest enemy on the planet of Micras, the forces of evil which we once defeated after an unequal struggle that was only possible through the generous assistance of our friends and allies, yourselves included in the foremost rank thereof.

As such, the allignment of Passio-Corum with the USSO, if it the official policy of the most respected and esteemed heirs to Queen Esper I, my and the Basileus' personal friend, puts us at serious odds with the government of Oracle Opyeme Amor. Under our treaty obligations, we are obliged not only to voice such concern, but to warn of the enormous danger to the people of Passio-Corum posed by the USSO being a means by which Jingdaoese hegemonic rule is established throughout Apollonia, Keltia and Eura. This danger far exceeds the inconvenience or irritation of an occasional Shirerithian ship quibbling over tolls in the Sea of Storms.

The Free Associative Kingdom of Constancia regrets that the Realm of Passio-Corum's continued membership of the USSO will put an increasing strain upon our hitherto good and cordial relations and may yet see us on opposite sides of a looming international conflict. This would very much be to our sorrow and we urge the Oracle, in his wisdom, to chart a new path for his people, away from Jingdaoese influence and back to a standing of true sovereignty that suits a well regarded Euran and oceanic power.

"Honourable Basileusa, the Euran War lays many years behind us, and while fresh in our mind, much has happened within our - and your country. We have not spoken ill over the abysmal conditions you left our troops in after we were forced to focus on domestic affairs. Thousands of our men were sent into the desert to die at the hand of hunger, thirst or barbarians. The war, provoked by your own government officials, must be seen as a - costly - lesson to us all, and will hopefully be the last time that our both countries stand against each other.

Do we seek control over Eura and Keltia? No, we have no interest in this matter. But, when like now is the case, a non-Apollonian power seeks to interfere in one of our neighbours, we need to react. Not only does their support to an untrustworthy regime and lengthen the duration of the war, it also increases the instability of the region.

How would you react if we land our troops near you shore, overthrow the local authorities and establish a puppet regime? That, while throwing the lands we would invade in a humanitarian nightmare. I'm sure that you would react as we did.

The naval blockade, which is overseen by a Batavian-Stormarkian organisation, has as goal to stop the supply of military goods and volunteers. I'm sure you understand that this can only be seen as a positive thing. That the Shirerithians take an aggressive stance in this matter, perhaps in the fear to lose their grasp over the the lands they just brought in their sphere of influence, should be condemned by a nation like yours, not the other way around.

We seek no world domination, but we shall support our friends and allies if necessary. If Passio-Corum needs us, it knows that we will stand right next to them. On the diplomatic AND military battleffield."

To our friend the Basileusa,

Your letter is, of course highly appreciated. It is the mark of a true friend, such as Constancia surely is, to reach out to address concerns such as these. Indeed, it is in troubled times that it is of the utmost importance that friends and allies are able to sit down to engage in considerate, compassionate discussion, to work through whatever issues might crop up, whenever they crop up.

In regards to the specific concern which you raise pertaining to the involvement of Passio-Corum in the USSO, it is regretful that recent events and decisions have shaken Constancia's confidence in the government of Passio-Corum, though given the events of the Euran War, Constancia's concerns are well comprehended. It is certainly true that Passio-Corum was proud to support Constancia in its victory against the overwhelming forces of Jingdao during the Euran War. The government of Passio-Corum prides itself in the fact that this victory served as the original basis for the friendship and alliance which has developed between our nations.

With that said, it is nevertheless true that Passio-Corum must reject the assertion that the establishment of the Union of States around the Sovereign Oceans establishes a destabilizing Jingdaoese hegemony in the east. It is the position of Passio-Corum that the treaty, on the contrary, provides a basis for diplomatic channels through which Passio-Corum and Jingdao the great nations of Apollonia and the Sea of Storms, and their allied nations, can work towards promoting and improving peace, and creating infrastructure and economy across our vast combined spheres of influence, whether it be in any of the broad regions which you have mentioned or even elsewhere. The USSO, in other words, should not fan the flames of war, it will not be destabilizing, but it will rather be a tool for peace and security against the forces of the world which truly aim to destabilize. The USSO creates a bridge between the greatest regions of the world, which brings not the threat of war, but the promise of peace, industry, and prosperity for nations around the world. Jingdao and Passio-Corum are poised to share an equal role in this regard, along with Craitland and Xang Muang.

Passio-Corum urges the Kingdom of Constancia to view the establishment of the USSO not as a conduit for the expansion of war and turmoil, but as a beacon of peace and stability. Contancia is urged, furthermore, not to align itself in such a way which contributes to the likelihood of an international conflict being perpetrated out of the west, but to join the USSO in its resolve to bring about a quick and ready, diplomatic peace, especially in Hamland, but also in other regions which currently face conflict or the threat of conflict. Now is not the time to turn away from one another, but to turn towards a common goal. Let us turn towards the common goal of peace.
