Code of Governance for the Froyalan National Reserve (FNR)

  1. The administration of the FNR derives its form and authority from Imperial Decrees 969, 971 & 973 as well as the Edict of Montrano.
  2. The FNR is organised under the rule of the Administrator of the FNR, whose office exists as part of the wider imperium granted by the Steward to the Restaurator Occidentis.
  3. Security arrangements in the FNR shall be in the hands of the Administrator, who will coordinate with the Imperial Forces and the Imperial Marshals on all matters pertaining to the defence of the FNR, it's security as well as practical matters of law and order.
  4. The Administrator shall appoint a Prefect for the FNR to oversee the protective regime of the FNR, its domestic economy and the integration of the FNR into the wider Imperial economy. The Prefect will, on behalf of the Administrator, liaise with the Ministry of the Interior, the Office of Bounties and Factorage, the chambers of guilds and corporations and the Imperial States as required in order to facilitate these objectives.
  5. The Administrator shall appoint a Surgeon-General to organise all medical and sanitary aspects of the protective regime.
  6. The following penalties are issued within the scope of Imperial Law, to maintain order and discipline within the FNR and protected resettlement villages. These regulations apply to all protected persons of the FNR from the time of their admission to the hour of their discharge as His Magnificence's Loyal Subjects.
    1. The authority to punish refractory behaviour lies with the Prefect of the FNR, who is personally responsible to the Administrator of the FNR for the implementation of the rules as issued.
    2. In the interests of the Imperial Republic, discipline will be maintained with the utmost vigilence and severity.
    3. Any protected person who, after the wake-up call, does not immediately quit the dormitory or leave the bed or the barracks room in good order shall be punished with three days of hard time.
    4. Whoever knowingly lies under questioning or misleads the protecting authorities shall be punished with five days of hard time.
    5. Whoever, without cause or approval from his supervisor, is absent from a roll call or call to work division, and whoever goes to the doctor for no reason or fails to visit the doctor promptly or goes to the infirmary without the permission of his supervisor, shall be punished with five days of hard time and punitive labour.
    6. Whoever fosters dissent, engages in disorderly conduct, conceals infestations of vermin about their person or living quarters, and whoever disguises the symptoms of communicable diseases shall be punished with eight days of hard time.
    7. Whoever shirks his work or feigns disease or a physical deficiency or leaves his assigned work station without expressed authorisation by his supervisor, shall be punished by eight days of hard time and punitive labour.
    8. Whoever makes derogatory or sarcastic remarks to the Laqi and Amokolian auxiliaries, utters outlandish and implausible claims about the so-called Vanamaðr, and whoever fails to comply with the instructions of the Surgeon-General of the FNR and his subordinates, shall be punished by eight days of hard time and be cudgelled on each day of punishment.
    9. Whoever attempts to depart from protective custody or fails to follow correct health and safety procedures in his resettlement village shall be punished with fourteen days of severe time.
    10. Whoever keeps prohibited articles (guns, tools, batons, knives etc) in his quarters or about his person, shall be punished with fourteen days of severe time and shall be cudgelled on each day of the punishment.
    11. Whoever engages in agitation and sedition, fosters negative rumours about the enlightened and emancipatory purpose of the protective custody regime, or who attempts to receive or convey propaganda materials to foreign nationals shall be hanged as an agitator.
    12. Whoever engages in violence or disobedience against a supervisor or his fellow protected subjects will be shot on the spot as a mutineer or hanged afterwards if circumstances permit.
    13. Whoever causes, deliberately or otherwise, the destruction of material goods and or property within the FNR will be punished for sabotage by execution under the guillotine.
    14. Whoever violates curfew (1900-0600 daily) will be shot. No warning will be given.
    15. Whomever propagates the Vanic religion or who consorts with Daemons shall be burnt at the stake along with the members of their dormitory.
  7. Persons may be released from protective custody if they have been redeemed by a third party in return for an agreed monetary sum, pledged to become His Magnificence's Loyal Subjects in servitude, or discharged on grounds of infirmity as no-longer requiring the protection of the Imperial Republic.
  8. Persons may only be released from protective custody upon receipt of a certificate from the Office of the Surgeon-General attesting that all necessary and requisite inspections, examinations and medical interventions, including vaccinations, have been completed.
  9. The Administrator of the FNR may issue further regulations pertaining to the administration of the FNR and the protective regime as circumstances require.
