ROYAL EDICT No 1

We the Queen of Tiěyá, Founder of the House of Gǔ and Head of the Pàn Clan, Guardian of the Walls, wish the glories of Heaven and Earth upon all and sundry!

Know that:

AS we have delivered our petition for the entry of the Kingdom of Tiěyá into the Empire of Sangun and South Cibola, and

AS the Council of Princes and the Imperial Regent did graciously accept and approve said petition, and

AS the Imperial Charter has been amended accordingly to reflect the admission of the Kingdom, as shown in the first schedule of this Edict, and our ratification is requested,

By the dignity of our throne and the sacred authority of Heaven and Earth WE HEREBY ISSUE THIS EDICT:

That we hereby assent to and ratify the Imperial Charter of the Empire of Sangun and South Cibola and swear to abide by its terms.

To this statement and edict of 5571 ASC we hereby affix our seal:

IMPERIAL CHARTER OF THE EMPIRE OF SANGUN AND SOUTH CIBOLA

Chapter 1: General Provisions

Article 1
The official name of this state is the Empire of Sangun and South Cibola in Low Saxon, Kaisertum Sangun und Südsiebenberge in High Saxon and 三郡・南七山帝国 Sangun-Nanshichizan Teikoku in Sangunese.

Article 2
The Empire of Sangun and South Cibola is a confederal union of sovereign states under the leadership of the House of Rossheim. It comprises:

(i) The Empire of Greater Sangun (大三郡帝国 (Dai Sangun Teikoku);

(ii) The Grand Principality of Treisenberg and the Common Bailiwicks (Grossfürstentum Treisenberg und die Gemeinen Vogteien);

(iii) The Kingdom of Leichenberg (Königreich Leichenberg);

(iv) The Kingdom of Steeria (Königreich Stiermark);

(v) The Kingdom of Riskai and the Idunn Isles (Riskaiar og Iðunnareyja Konungsríki);

(vi) The Kingdom of Tiěyá (Königreich Tiěyá; 鐵崖王國 Tetsugai Ōkoku/Tiěyá Wángguó);

(vii) The Khanate of Karalakh (Karalax Xanliki);

(viii) The Principality of Kujirashi-Walstadt (Fürstentum Walstadt; 鯨市公国 Kujirashi Kōkoku).

Article 2.1
The Empire of Greater Sangun and the Grand Principality of Treisenberg and the Common Bailiwicks are the sovereign dominions of the Sangunese Emperor and are collectively known as the Lands of the Sangunese Crown (Sangunische Kronlände; 諸領邦の三郡皇冠 Shoryōhō no Sangunnōkan).

Article 2.2
The Kingdom of Leichenberg is the sovereign realm of Max I of the House of Rossheim.

Article 2.3
The Kingdom of Steeria is the sovereign realm of Max II of the House of Rossheim.

Article 2.4
The Kingdom of Riskai and the Idunn Isles is the sovereign realm of Sadamara Aptrgangr of the House of Rossheim-Nidaros-Riskai.

Article 2.5
The Kingdom of Tiěyá is the sovereign realm of the House of Gǔ.

Article 2.6
The Khanate of Karalakh is the sovereign realm of Nela Khan Karalakhli.

Article 2.7
The Principality of Kujirashi-Walstadt is a demesne of the Bovic Tapferite Empire of the Natopian Nation.

Article 3
Each constituent state retains full sovereignty over and within its own territory.

Article 4
The House of Rossheim has no claim to the Kingdom of Tiěyá or the Principality of Kujirashi-Walstadt.

Article 4.1
Neither the Principality of Kujirashi-Walstadt nor the Bovic Tapferite Empire of the Natopian Nation has any claim to the Lands of the Sangunese Crown or the other constituent states of the Empire.

Article 4.2
Neither the Kingdom of Tiěyá nor the House of Gǔ has any claim to the Lands of the Sangunese Crown or the other constituent states of the Empire.

Article 5
The cities of Yasutomi and Alttreisen are the capital cities of the Empire.

Article 6
Low Saxon (English), High Saxon (German) and Sangunese (Japanese) are the official languages of the Empire. Low Saxon is the working language of the common administration.

Chapter 2: The Emperor

Article 7
The head of the confederation is styled Reigning Emperor of Sangun, Emperor of South Cibola, Grand Prince of Treisenberg, Duke of Rossheim and Slavonia, Count of Volksburg in Low Saxon, Kaiser zu Sangun und Südsiebenberge, Grossfürst zu Treisenberg, Herzog von Rossheim und Slawonien, Graf zu Volksburg in High Saxon and 今上三郡皇・南七山皇帝・トライゼンベルク大公・ロスハイム及びスラボニア公・フォルクスブルク伯 Kinjō Sangunnō, Nanshichizan Kōtei, Toraisenberuku Taikō, Rosuhaimu oyobi Surabonia Kō, Forukusuboruku Haku in Sangunese.

Article 8
The Emperor:

(i) represents the Empire internationally;

(ii) exercises sovereignty over the Lands of the Sangunese Crown.

Article 9
The Emperor is elected for a term of thirty years Ab Sectora Condita by majority vote of the Council of Princes.

Article 10
Only a legitimate member of the House of Rossheim may be elected Emperor.

Article 11
The Emperor resides in the imperial city of Yasutomi.

Chapter 3: The Council of Princes

Article 12
The Council of Princes comprises:

(i) the King of Leichenberg:

(ii) the King of Steeria;

(iii) the King of Riskai and the Idunn Isles;

(iv) the Queen of Tiěyá;

(v) the Khan of Karalakh;

(vi) the Prince of Kujirashi-Walstadt.

Article 13
The Council of Princes:

(i) elects the Emperor;

(ii) advises the Emperor;

(iii) discusses matters of common concern to the constituent states.

Article 14
The Council of Princes meets in the city of Alttreisen.

Chapter 4: Admission and Secession of States

Article 15
Additional consituent states may be admitted to the Empire with the assent of the Emperor and the Council of Princes.

Article 16
A new constituent state must renounce all claim to the Lands of the Sangunese Crown or the territory of the other constituent states as a condition of admission.

Article 17
All constituent states with the exception of the Lands of the Sangunese Crown have the inalienable right to secede from the Empire.

Chapter 5: Symbols of the Empire

Article 18
The Flag of the Empire is is a green Scandinavian cross, bordered with white, upon a purple field, with a black upper hoist canton bearing the three white horizontal bars of Sangun. The width of the flag is two-thirds of its length and the two quarters closest to the hoist are squares with sides equal to seven twentieths of the width of the flag. The width of the green cross is equal to one fifth of the width of the flag and the width of the white border is equal to one twentieth of the width of the flag. The length of each of the three white horizontal bars is equal to one sixth of the length of the flag and the width of each bar and the vertical distance between them is equal to one twentieth of the width of the flag.

Article 19
The Coat of Arms of the Empire is an Escutcheon Sable charged with three Bars couped Argent, encircled by the Collar of the Order of the Golden Skull and borne upon the breast of Double-headed Eagle displayed Gules, armed and langued Azure, each head crowned by a Royal Crown and holding in its dexter claw a Sceptre and a Sword and in its sinister claw an Orb, all beneath the Imperial Crown Proper.

Chapter 6: Amendments to the Charter

Article 20
This Imperial Charter may be amended or rescinded only with the assent of the Emperor and the Council of Princes.[/quote][/spoiler]

BASIC LAW OF THE KINGDOM OF TIĚYÁ


Let it be known that as the lands of Tiěyá have been united at last, by trade and by gifts and by conquest, under a single rule; and as a prosperous and harmonious society desires a defined government to function on its behalf:

This Basic Law is hereby enacted for the governance of the Kingdom.

Chapter I: Concerning the Kingdom

Article 1: Name

The state shall be officially known as 鐵崖王國 Tiěyá Wángguó (in Tieyanese); the Kingdom of Tiěyá (in Low Saxon); Königreich Tieya (in High Saxon); and 鐵崖王國 Tetsugai Ōkoku (in Sangunese).

Article 2: Form of Government

The Kingdom of Tiěyá shall be a hereditary and absolute monarchy headed by a King or Queen, who shall be the embodiment, possessor and ultimate wielder of national sovereignty and of governmental authority.

Article 3: Official Languages

The national language of the Kingdom is 鐵崖文 Tiěyáwén, or Tieyanese, defined as that dialect of the language once known as Jingdaoese which is customarily spoken within Tiěyá. The official languages of the Kingdom, in which the business of government shall be conducted, shall be Tieyanese and Low Saxon (English).

Article 4: Capital City

The official residence of the King or Queen, the royal court, and the headquarters of the institutions of the Royal Government shall reside in the city of Héchéng.

Chapter II: Concerning the Monarchy

Article 5: Titles and Style

The full title of the King or Queen shall be, in Tieyanese, 鐵崖(女)王 骨朝始長 判宗族長 牆衛士 Tiěyá (Nǚ-)Wáng, Gǔ Cháoshǐ Zhǎng, Pàn Zōngzú Zhǎng, Qiáng Wèishì; and in Low Saxon, King (or Queen) of Tiěyá, Head of the House of Gǔ, Head of the Pàn Clan, Guardian of the Walls, with the style of 強上 qiángshàn, or Superlative Highness.

Article 6: Powers

The King or Queen is head of state and head of government. He or she shall have ultimate executive, legislative, judicial, qualification, and oversight authority in the Kingdom. He or she shall also be commander-in-chief of the military forces of the Kingdom, and shall have the authority to grant or to take life and undeath. These powers may be exercised or delegated as he or she sees fit, and the institutions through which this is done shall comprise the Royal Government.

Article 7: Era Name

The reign of each King or Queen shall be reckoned a new era, and at the beginning of each reign the incumbent shall choose an era name to represent his or her rule; his or her reign shall be known by this name.

Article 8: Etiquette

The person of the King or Queen is sacred and inviolable. He or she must generally be referred to by style, by all or some of the full titulary, or as 當今(女)王上 Dāngjīn (Nǚ-)Wáng Shàng, the Present King (or Queen) Above. Only those who he or she has granted explicit permission may refer to him or her by another mode of address, particularly by personal name. Where it is necessary to distinguish the King or Queen from another, his or her era name may be used.

Article 9: Founder

The first Queen of Tiěyá shall be Pàn Shuānghuā, previously of other name, whose era name shall be 髞凰 Sàohuáng. The House of Gǔ shall be descended from the Sàohuáng Queen, and therefore she, alone of any King or Queen, shall not be known as Head of the House of Gǔ but as 骨朝始祖 Gǔ Cháoshǐ Zǔ, Founder of the House of Gǔ.

Article 10: Succession

In the event of the permanent death or discorporation of each King or Queen, the throne must pass to another member of the House of Gǔ. In the absence of instruction from the defunct King or Queen, preference shall be given to the principle of equal primogeniture.

Chapter III: Concerning Social Order

Article 11: Classes

Society shall be divided into classes, whose rights and responsibilities shall differ from one another:

皇室 huángshì, members of the House of Gǔ
諸侯 zhūhóu, nobles
大夫 dàfū, bureaucrats
庶民 shùmín, commoners

Article 12: Huángshì

Membership in the House of Gǔ, and eligibility for the throne, shall be granted as follows: one must be directly descended from the Sàohuáng Queen; one must not have committed treason or disobeyed the laws or command of the King or Queen; one must not have married without the permission of the King or Queen; one must not be more than six generations descended from a reigning King or Queen; one must not be descended from one who has lost membership in the House of Gǔ. The King of Queen may, irrespective of the above, grant or restore membership to any direct descendant of the Sàohuáng Queen who is not a member. Any direct descendant of the Sàohuáng Queen who is not a member of the House of Gǔ may nonetheless retain the surname Pàn.

Each member of the House of Gǔ shall have the automatic right to a courtesy title, which shall decrease in rank with descent from a reigning King or Queen:

親王 qīnwáng, Royal Prince/Princess, for the child of a King or Queen;
一等(女)公 yīděng(nǚ)gōng, Duke (or Duchess) of the First Rank, for the child of a Royal Prince or Princess;
一等(女)侯 yīděng(nǚ)hóu, Marquess (or Marchioness) of the First Rank, for the child of a Duke or Duchess of the First Rank;
一等(女)伯 yīděng(nǚ)bó, Count (or Countess) of the First Rank, for the child of a Marquess or Marchioness of the First Rank;
一等(女)子 yīděng(nǚ)zǐ, Viscount (or Viscountess) of the First Rank, for the child of a Count or Countess of the First Rank;
一等(女)男 yīděng(nǚ)nán, Baron (or Baroness) of the First Rank, for the child of a Viscount or Viscountess of the First Rank.

Each courtesy title shall carry with it a stipend appropriate to its rank, but shall have no lands attached to it. A loss of membership in the House of Gǔ shall entail the loss of one's courtesy title and its associated stipend.

The child of a Baron or Baroness of the First Rank shall, upon reaching majority, cease to remain a member of the House of Gǔ and shall receive no courtesy title. Any individual who is granted, or restored to, membership of the House by the King or Queen, shall as part of the grant receive one of the above courtesy titles which shall then descend in the prescribed manner.

The membership of the royal house shall be subject to no authority below that of the King or Queen and those members of the Royal Government tasked specifically by the King or Queen to deal with them.

Article 14: Zhūhóu

The nobility shall be subject to no authority below that of the King or Queen and those members of the Royal Government tasked specifically by the King or Queen to deal with them. They shall consist of five ranks:

(女)公 (nǚ)gōng, Duke (or Duchess)
(女)侯 (nǚ)hóu, Marquess (or Marchioness)
(女)伯 (nǚ)bó, Count (or Countess)
(女)子 (nǚ)zǐ, Viscount (or Viscountess)
(女)男 (nǚ)nán, Baron (or Baroness)

Each noble title shall be granted by the King or Queen as an honor for merit or service; it shall carry with it a stipend appropriate to its rank, but shall have no lands attached to it. The descendants of a grantee shall have titles decreasing in rank with each generation of descent from the grantee. The children of a Baron or Baroness shall, upon reaching majority, cease to be nobility and shall have no title.

Article 16: Dàfū

The members of the bureaucracy shall consist of all those ministers, officials, and functionaries who are directly employed in the Royal Government. The bureaucracy shall be organized in a hierarchy of positions whose holders shall be decided upon ability, experience, and merit. Each bureaucrat shall receive a salary and official residence appropriate to his or her position; he or she will be expected to carry out the commands of the King or Queen without delay, to give and receive instructions from other bureaucrats in accordance with the hierarchy, to serve the people faithfully, and to perform the duties of the position with justice and efficiency and without corruption. No member of the bureaucracy may be a noble or a member of the House of Gǔ.

Article 17: Shùmín

The commoners shall consist of those who are not members of the higher classes. They shall be expected to support and obey the Royal Government and its officials, and to pay respect to nobles and to members of the House of Gǔ.

Chapter IV: Concerning Rights and Responsibilities

Article 18: Marriage

Aside from members of the House of Gǔ, who may marry only with the permission of the King or Queen, no subjects of the Kingdom shall be forbidden to marry provided that the participants are:
-of the age of consent;
-sound of mind;
-entering into the marriage with full knowledge and consent.

Article 19: Children

The living subjects of the Kingdom shall not be forbidden to have a reasonable number of children, taking into account economic conditions and the suitability of the parents. The undead may raise such children as were theirs when alive, or else may adopt children; but the creation of offspring for or by the undead shall be restricted.

Article 20: Property

Bureaucrats of the Royal Government are provided with an official residence; a bureaucrat may not buy or own land in the same jurisdiction in which he or she has authority. Subjects of the Kingdom shall not otherwise be generally forbidden to buy, own, sell, or rent property within the Kingdom, nor shall they be deprived of their property without just compensation.

Article 21: Freedom of Thought

No subject of the Kingdom shall be either required to follow any creed, philosophy, or mode of thought; neither shall any subject of the Kingdom be forbidden from following any such, except in such circumstances that it leads him or her to cause harm to other individuals, to society, or to the institutions of the Kingdom.

Article 22: Work

The commoners and nobility of the Kingdom shall not be restricted from finding employment in any such fashion as they are willing and able to undertake and be accepted, and which does not involve unlawful activity; nor shall they be compelled to work in a position against their will, for excessive hours, or without proper compensation. No subject of the kingdom shall be forbidden to apply and be tested for entrance into the bureaucracy, nor to leave its service; but any bureaucrat, once accepted, must take such positions and salaries as the Royal Government determines until he or she departs from service. Members of the House of Gǔ may not take up any occupation or venture without the approval of the King or Queen.

Article 23: Punishment

No subject of the Kingdom shall be subjected to torment or unnecessarily painful forms of punishment. If a subject must be condemned to death, the execution must be carried out as quickly and painlessly as is feasible.

Article 24: Education

No subject of the Kingdom shall be deprived of education. Primary and secondary schooling shall be made available without cost, as shall libraries.

Article 25: Taxation

It shall be the responsibility of all subjects of the Kingdom to pay taxes, whether from income, property, or sales, for the support and maintenance of the nation, the King or Queen, and the Royal Government. The higher classes, being paid from the treasury by the Royal Government, shall have their income taxes deducted directly from their salaries and stipends.

Article 26: Harmony

It shall be the responsibility of all subjects of the Kingdom to maintain social harmony. Gatherings of people must be peaceful and cause no harm to property or public order; no unauthorized individual may trespass on property that is not his or hers; people must show politeness and respect in public places.

Chapter V: Concerning Undeath

Article 27: Death

Upon the death of a living subject of the Kingdom, his or her corpse shall be delivered into the custody of the Royal Government. Each living subject shall have the right, before death, to apply for a state of sapient undeath available to his or her class; if this application is accepted and the required fees paid, the appropriate necromantic rituals will be performed upon the corpse to grant the individual the requested state of undeath. If no application is made, the application is not accepted, or the fees are not paid, the corpse becomes the property of the King or Queen and its disposition shall be the prerogative and responsibility of the Royal Government.

Article 28: Creation

The creation of undead shall be the province and prerogative of the Royal Government. The relevant procedures shall be done through the offices of the trained priests and scholars retained by the Government for this purpose, and may be done only in accordance with law and regulation. The creation of undead by unapproved individuals, means, or motives shall merit prosecution and punishment of those involved.

Article 28: Regulation

Undead not being subject to natural passage, their numbers must be monitored and managed. Limits shall be placed on the numbers of each form of undead, and these limits shall be a factor in the acceptance or denial of applications for undeath.

Article 29: Status

Each sapient undead, upon being granted undeath, shall return to the same position and class as he or she had in life. Nonsapient undead are the property of the King or Queen and their disposition is the prerogative and responsibility of the Royal Government. Should any undead be found to have been created illegally, or by an act of Heaven and Earth, its status and fate shall be determined based on its sapience, corporeality, and to what extent the living individual was complicit in the act of creation.

Article 30: Phylacteries

Any undead subject of the Kingdom whose soul is housed in a phylactery shall have it placed in the custody and safekeeping of the Royal Government.

Article 31: Foreign Nationals

Should a living foreign national die within the territory of the Kingdom, the Royal Government shall notify the next-of-kin and home government of the deceased and keep the corpse preserved for up to two months in anticipation of retrieval; it shall be returned to either party upon the reimbursement of the costs of preservation and storage, as well as any costs associated with transport. Should the costs not be met or the corpse otherwise go unclaimed, it shall become the property of the King or Queen for conversion to nonsapient undead.

Chapter VI: Concerning Political Organization

Article 32: Divisions

The Kingdom shall be divided into six 省 shěng, or provinces, each named for its administrative capital:

合城 Héchéng
靉港 Àigǎng
凄山Qīshān
安水 Ānshuǐ
重建榮 Chóngjiànróng
灰岸 Huī'àn

Article 33: Provincial Administration

Each province shall be administered by a branch of the Royal Government headed by a 巡撫 xunfu, or governor, appointed by the King or Queen.

Chapter VI: Concerning Symbols

Article 34: National Flag

The flag of the Kingdom has a width two-thirds of its length. It is a horizontal bicolor, black above and blue below. A white circle, one half the flag's height and a third of its width, occupies the center; over all, separating the halves of the field and crossing over the circle, is a gray stripe from hoist to fly, whose height is one-sixth that of the flag.

Article 35: National Emblem

The emblem amd seal of the Kingdom shall be a stylized 梅花 méihuā, or plum blossom, with red petals and white stamens, surrounded between the petals by five red skulls, and upon whose center is a roundel of black in chief and blue in base, a gray stripe between them; the whole within a white circle with a red border, on the latter of which is written "鐵崖王國".

Article 36: National Animal

The national animal of the Kingdom shall be the 鳳凰 fènghuáng, or phoenix.

Chapter VII: Concerning the Basic Law

Article 37: Amendment

It shall be the exclusive province and prerogative of the King or Queen to decree the alteration, abolition, or replacement of this Basic Law.[/quote][/spoiler]

AS we gave our verbal assent to the amendment while having forgotten to issue the appropriate paperwork,

By the dignity of our throne and the sacred authority of Heaven and Earth WE HEREBY ISSUE THIS EDICT:

That we hereby assent to and ratify the amended Imperial Charter of the Empire of Sangun and South Cibola and swear to abide by its terms.

The Empire of Greater Sangun and the Grand Principality of Treisenberg and the Common Bailiwicks are the sovereign dominions of the Sangunese Emperor and are collectively known as the Lands of the Sangunese Crown (Sangunische Kronlände; 諸領邦の三郡皇冠 Shoryōhō no Sangunnōkan).

The Kingdom of Leichenberg is the sovereign realm of Max I of the House of Rossheim.

Article 2.3
The Kingdom of Steeria is the sovereign realm of Max II of the House of Rossheim.

Article 2.4
The Kingdom of Riskai and the Idunn Isles is the sovereign realm of Sadamara Aptrgangr of the House of Rossheim-Nidaros-Riskai.

Article 2.5
The Kingdom of Tiěyá is the sovereign realm of the House of Gǔ.

Article 2.6
The Khanate of Karalakh is the sovereign realm of Nela Khan Karalakhli.

Article 2.7
The Principality of Kujirashi-Walstadt is a demesne of the Bovic Tapferite Empire of the Natopian Nation.

Article 2.8
The Principality of Light is a constituent state of the Island Federation of Gong and Jingdao.

Article 3
Each constituent state retains full sovereignty over and within its own territory.

Article 4
The House of Rossheim has no claim to the Kingdom of Tiěyá, the Principality of Kujirashi-Walstadt or the Principality of Light.

Article 4.1
Neither the Principality of Kujirashi-Walstadt nor the Bovic Tapferite Empire of the Natopian Nation has any claim to the Lands of the Sangunese Crown or the other constituent states of the Empire.

Article 4.2
Neither the Kingdom of Tiěyá nor the House of Gǔ has any claim to the Lands of the Sangunese Crown or the other constituent states of the Empire.

Article 4.3
Neither the Principality Light nor the Island Federation of Gong and Jingdao has any claim to the Lands of the Sangunese Crown or the other constituent states of the Empire.

Article 5
The cities of Yasutomi and Alttreisen are the capital cities of the Empire.

Article 6
Low Saxon (English), High Saxon (German) and Sangunese (Japanese) are the official languages of the Empire. Low Saxon is the working language of the common administration.

Chapter 2: The Emperor

Article 7
The head of the confederation is styled Reigning Emperor of Sangun, Emperor of South Cibola, Grand Prince of Treisenberg, Duke of Rossheim and Slavonia, Count of Volksburg in Low Saxon, Kaiser zu Sangun und Südsiebenberge, Grossfürst zu Treisenberg, Herzog von Rossheim und Slawonien, Graf zu Volksburg in High Saxon and 今上三郡皇・南七山皇帝・トライゼンベルク大公・ロスハイム及びスラボニア公・フォルクスブルク伯 Kinjō Sangunnō, Nanshichizan Kōtei, Toraisenberuku Taikō, Rosuhaimu oyobi Surabonia Kō, Forukusuboruku Haku in Sangunese.

Article 8
The Emperor:

(i) represents the Empire internationally;

(ii) exercises sovereignty over the Lands of the Sangunese Crown.

Article 9
The Emperor is elected for a term of thirty years Ab Sectora Condita by majority vote of the Council of Princes.

Article 10
Only a legitimate member of the House of Rossheim may be elected Emperor.

Article 11
The Emperor resides in the imperial city of Yasutomi.

Chapter 3: The Council of Princes

Article 12
The Council of Princes comprises:

(i) the King of Leichenberg:

(ii) the King of Steeria;

(iii) the King of Riskai and the Idunn Isles;

(iv) the Queen of Tiěyá;

(v) the Khan of Karalakh;

(vi) the Prince of Kujirashi-Walstadt;

(vii) the Prince of Light.

Article 13
The Council of Princes:

(i) elects the Emperor;

(ii) advises the Emperor;

(iii) discusses matters of common concern to the constituent states.

Article 14
The Council of Princes meets in the city of Alttreisen.

Chapter 4: Admission and Secession of States

Article 15
Additional consituent states may be admitted to the Empire with the assent of the Emperor and the Council of Princes.

Article 16
A new constituent state must renounce all claim to the Lands of the Sangunese Crown or the territory of the other constituent states as a condition of admission.

Article 17
All constituent states with the exception of the Lands of the Sangunese Crown have the inalienable right to secede from the Empire.

Chapter 5: Symbols of the Empire

Article 18
The Flag of the Empire is is a green Scandinavian cross, bordered with white, upon a purple field, with a black upper hoist canton bearing the three white horizontal bars of Sangun. The width of the flag is two-thirds of its length and the two quarters closest to the hoist are squares with sides equal to seven twentieths of the width of the flag. The width of the green cross is equal to one fifth of the width of the flag and the width of the white border is equal to one twentieth of the width of the flag. The length of each of the three white horizontal bars is equal to one sixth of the length of the flag and the width of each bar and the vertical distance between them is equal to one twentieth of the width of the flag.

Article 19
The Coat of Arms of the Empire is an Escutcheon Sable charged with three Bars couped Argent, encircled by the Collar of the Order of the Golden Skull and borne upon the breast of Double-headed Eagle displayed Gules, armed and langued Azure, each head crowned by a Royal Crown and holding in its dexter claw a Sceptre and a Sword and in its sinister claw an Orb, all beneath the Imperial Crown Proper.

Chapter 6: Amendments to the Charter

Article 20

That, in commemoration of this joyous event and of the opening of the Great Royal Canal, five days of rest and celebration are hereby declared throughout our Kingdom.

Let it be known that as the lands of Tiěyá have been united at last, by trade and by gifts and by conquest, under a single rule; and as a prosperous and harmonious society desires a defined government to function on its behalf:

We hereby enact and establish this Basic Law for the governance of our kingdom.

Chapter I: Concerning the Kingdom

Article 1: Name

The state shall be officially known as 鐵崖王國 Tiěyá Wángguó (in Tieyanese); the Kingdom of Tiěyá (in Low Saxon); Königreich Tieya (in High Saxon); and 鐵崖王國 Tetsugai Ōkoku (in Sangunese).

Article 2: Form of Government

The Kingdom of Tiěyá shall be a hereditary and absolute monarchy headed by a King or Queen, who shall be the embodiment, possessor and ultimate wielder of national sovereignty and of governmental authority.

Article 3: Official Languages

The national language of the Kingdom is 鐵崖文 Tiěyáwén, or Tieyanese, defined as that dialect of the language once known as Jingdaoese which is customarily spoken within Tiěyá. The official languages of the Kingdom, in which the business of government shall be conducted, shall be Tieyanese and Low Saxon (English).

Article 4: Capital City

The official residence of the King or Queen, the royal court, and the headquarters of the institutions of the Royal Government shall reside in the city of Héchéng.

Chapter II: Concerning the Monarchy

Article 5: Titles and Style

The full title of the King or Queen shall be, in Tieyanese, 鐵崖(女)王 骨朝代長 判宗族長 牆衛士 Tiěyá (Nǚ-)Wáng, Gǔ Cháodài Zhǎng, Pàn Zōngzú Zhǎng, Qiáng Wèishì; and in Low Saxon, King (or Queen) of Tiěyá, Head of the Gǔ Dynasty, Head of the Pàn Clan, Guardian of the Walls, with the style of 強上 qiángshàn, or Superlative Highness.

Article 6: Powers

The King or Queen is head of state and head of government. He or she shall have ultimate executive, legislative, judicial, qualification, and oversight authority in the Kingdom. He or she shall also be commander-in-chief of the military forces of the Kingdom, and shall have the authority to grant or to take life and undeath. These powers may be exercised or delegated as he or she sees fit, and the institutions through which this is done shall comprise the Royal Government.

Article 7: Era Name

The reign of each King or Queen shall be reckoned a new era, and at the beginning of each reign the incumbent shall choose an era name to represent his or her rule; his or her reign shall be known by this name.

Article 8: Etiquette

The person of the King or Queen is sacred and inviolable. He or she must generally be referred to by style, by all or some of the full titulary, or as當今(女)王上Dāngjīn (Nǚ-)Wáng Shàng, the Present King (or Queen) Above. Only those who he or she has granted explicit permission may refer to him or her by another mode of address, particularly by personal name. Where it is necessary to distinguish the King or Queen from another, his or her era name may be used.

Article 9: Founder

The first Queen of Tiěyá shall be Pàn Shuānghuā, previously of other name, whose era name shall be 髞凰 Sàohuáng. The Gǔ Dynasty shall be descended from the Sàohuáng Queen, and therefore she, alone of any King or Queen, shall not be known as Head of the Gǔ Dynasty but as 骨朝代祖Gǔ Cháodài Zǔ, Founder of the Gǔ Dynasty.

Article 10: Succession

In the event of the permanent death, discorporation, or abdication of each King or Queen, the throne must pass to another member of the Gǔ Dynasty. In the absence of instruction from the defunct King or Queen, succession shall proceed according to the principle of equal primogeniture.

Chapter III: Concerning Social Order

Article 11: Classes

Society shall be divided into classes, whose rights and responsibilities shall differ from one another:

皇室 huángshì, members of the Gǔ Dynasty
諸侯 zhūhóu, nobles
大夫 dàfū, bureaucrats
庶民 shùmín, commoners

Article 12: Huángshì


Membership in the Gǔ Dynasty, and eligibility for the throne, shall be granted as follows: one must be directly descended from the Sàohuáng Queen; one must not have committed treason or disobeyed the laws or command of the King or Queen; one must not have married, procreated, or adopted without the permission of the King or Queen; one must not be more than six generations descended from a reigning King or Queen; one must not be descended from one who has lost membership in the Gǔ Dynasty. The King or Queen may, irrespective of the above, grant or restore membership to any direct descendant of the Sàohuáng Queen who is not a member. Any direct descendant of the Sàohuáng Queen who is not a member of the Gǔ Dynasty may nonetheless retain the surname Pàn.

Each member of the Gǔ Dynasty shall have the automatic right to a courtesy title, which shall decrease in rank with descent from a reigning King or Queen:

親王 qīnwáng, Royal Prince/Princess, for the child of a King or Queen;
一等(女)公 yīděng(nǚ)gōng, Royal Duke (or Duchess), for the child of a Royal Prince or Princess;
一等(女)侯 yīděng(nǚ)hóu, Royal Marquess (or Marchioness), for the child of a Royal Duke or Duchess;
一等(女)伯 yīděng(nǚ)bó, Royal Count (or Countess), for the child of a Royal Marquess or Marchioness;
一等(女)子 yīděng(nǚ)zǐ, Royal Viscount (or Viscountess) of the First Rank, for the child of a Royal Count or Countess;
一等(女)男 yīděng(nǚ)nán, Royal Baron (or Baroness), for the child of a Viscount or Viscountess.

Each courtesy title shall carry with it a stipend appropriate to its rank, but shall have no lands attached to it. A loss of membership in the Gǔ Dynasty shall entail the loss of one's courtesy title and its associated stipend.

The child of a Royal Baron or Baroness shall, upon reaching majority, cease to remain a member of the Gǔ Dynasty and shall receive no courtesy title. Any individual who is granted, or restored to, membership of the Dynasty by the King or Queen, shall as part of the grant receive one of the above courtesy titles which shall then descend in the prescribed manner.

The membership of the Gǔ Dynasty shall be subject to no authority below that of the King or Queen and those members of the Royal Government tasked specifically by the King or Queen to deal with them.

Article 14: Zhūhóu

The nobility shall be subject to no authority below that of the King or Queen and those members of the Royal Government tasked specifically by the King or Queen to deal with them. They shall consist of five ranks:

(女)公 (nǚ)gōng, Duke (or Duchess)
(女)侯 (nǚ)hóu, Marquess (or Marchioness)
(女)伯 (nǚ)bó, Count (or Countess)
(女)子 (nǚ)zǐ, Viscount (or Viscountess)
(女)男 (nǚ)nán, Baron (or Baroness)

Each noble title shall be granted by the King or Queen as an honor for merit or service; it shall carry with it a stipend appropriate to its rank, but shall have no lands attached to it. The descendants of a grantee shall have titles decreasing in rank with each generation of descent from the grantee. The children of a Baron or Baroness shall, upon reaching majority, cease to be nobility and shall have no title.

Article 16: Dàfū

The members of the bureaucracy shall consist of all those ministers, officials, and functionaries who are directly employed in the Royal Government. The bureaucracy shall be organized in a hierarchy of positions whose holders shall be decided upon ability, experience, and merit. Each bureaucrat shall receive a salary and official residence appropriate to his or her position; he or she will be expected to carry out the commands of the King or Queen without delay, to give and receive instructions from other bureaucrats in accordance with the hierarchy, to serve the people faithfully, and to perform the duties of the position with justice and efficiency and without corruption. No member of the bureaucracy may be a noble or a member of the Gǔ Dynasty.

Article 17: Shùmín

The commoners shall consist of those who are not members of the higher classes. They shall be expected to support and obey the Royal Government and its officials, and to pay respect to nobles and to members of the Gǔ Dynasty.

Chapter IV: Concerning Rights and Responsibilities

Article 18: Marriage

Aside from members of the Gǔ Dynasty, who may marry only with the permission of the King or Queen, no subjects of the Kingdom shall be forbidden to marry provided that the participants are:
-of the age of consent;
-sound of mind;
-entering into the marriage with full knowledge and consent.

Article 19: Children

The living subjects of the Kingdom shall not be forbidden to have a reasonable number of children, taking into account economic conditions and the suitability of the parents. The undead may raise such children as were theirs when alive, or else may adopt children; but the creation of offspring for or by the undead shall be restricted and regulated. The members of the Gǔ Dynasty, living or dead, may procreate or adopt children only with the permission of the King or Queen.

Article 20: Property

Bureaucrats of the Royal Government are provided with an official residence; a bureaucrat may not buy or own land in the same jurisdiction in which he or she has authority. Subjects of the Kingdom shall not otherwise be generally forbidden to buy, own, sell, or rent property within the Kingdom, nor shall they be deprived of their property without just compensation.

Article 21: Freedom of Thought

No subject of the Kingdom shall be either required to follow any creed, philosophy, or mode of thought; neither shall any subject of the Kingdom be forbidden from following any such, except in such circumstances that it leads him or her to cause harm to other individuals, to society, or to the institutions of the Kingdom.

Article 22: Work

The commoners and nobility of the Kingdom shall not be restricted from finding employment in any such fashion as they are willing and able to undertake and be accepted, and which does not involve unlawful activity; nor shall they be compelled to work in a position against their will, for excessive hours, or without proper compensation. No subject of the kingdom shall be forbidden to apply and be tested for entrance into the bureaucracy, nor to leave its service; but any bureaucrat, once accepted, must take such positions and salaries as the Royal Government determines until he or she departs from service. Members of the Gǔ Dynasty may not take up any occupation or venture without the approval of the King or Queen.

Article 23: Punishment

No subject of the Kingdom shall be subjected to torment or unnecessarily painful forms of punishment. If a subject must be condemned to death, the execution must be carried out as quickly and painlessly as is feasible.

Article 24: Education

No subject of the Kingdom shall be deprived of education. Primary and secondary schooling shall be made available without cost, as shall libraries.

Article 25: Taxation

It shall be the responsibility of all subjects of the Kingdom to pay taxes, whether from income, property, or sales, for the support and maintenance of the nation, the King or Queen, and the Royal Government. The higher classes, being paid from the treasury by the Royal Government, shall have their income taxes deducted directly from their salaries and stipends.

Article 26: Harmony

It shall be the responsibility of all subjects of the Kingdom to maintain social harmony. Gatherings of people must be peaceful and cause no harm to property or public order; no unauthorized individual may trespass on property that is not his or hers; people must show politeness and respect in public places.

Chapter V: Concerning Undeath

Article 27: Death

Upon the death of a living subject of the Kingdom, his or her corpse shall be delivered into the custody of the Royal Government. Each living subject shall have the right, before death, to apply for a state of sapient undeath available to his or her class; if this application is accepted and the required fees paid, the appropriate necromantic rituals will be performed upon the corpse to grant the individual the requested state of undeath. If no application is made, the application is not accepted, or the fees are not paid, the corpse becomes the property of the King or Queen and its disposition shall be the prerogative and responsibility of the Royal Government.

Article 28: Creation

The creation of undead shall be the province and prerogative of the Royal Government. The relevant procedures shall be done through the offices of the trained priests and scholars retained by the Government for this purpose, and may be done only in accordance with law and regulation. The creation of undead by unapproved individuals, means, or motives shall merit prosecution and punishment of those involved.

Article 28: Regulation

Undead not being subject to natural passage, their numbers must be monitored and managed. Limits shall be placed on the numbers of each form of undead, and these limits shall be a factor in the acceptance or denial of applications for undeath.

Article 29: Status

Each sapient undead, upon being granted undeath, shall return to the same position and class as he or she had in life. Nonsapient undead are the property of the King or Queen and their disposition is the prerogative and responsibility of the Royal Government. Should any undead be found to have been created illegally, or by an act of Heaven and Earth, its status and fate shall be determined based on its sapience, corporeality, and to what extent the living individual was complicit in the act of creation.

Article 30: Phylacteries

Any undead subject of the Kingdom whose soul is housed in a phylactery shall have it placed in the custody and safekeeping of the Royal Government.

Article 31: Foreign Nationals

Should a living foreign national die within the territory of the Kingdom, the Royal Government shall notify the next-of-kin and home government of the deceased and keep the corpse preserved for up to two months in anticipation of retrieval; it shall be returned to either party upon the reimbursement of the costs of preservation and storage, as well as any costs associated with transport. Should the costs not be met or the corpse otherwise go unclaimed, it shall become the property of the King or Queen for conversion to nonsapient undead.

Chapter VI: Concerning Political Organization

Article 32: Divisions

The Kingdom shall be divided into six 省 shěng, or provinces, each named for its administrative capital:

凄山Qīshān
安水 Ānshuǐ
重建榮 Chóngjiànróng
灰岸 Huī'àn

Article 33: Provincial Administration

Each province shall be administered by a branch of the Royal Government headed by a 巡撫 xunfu, or governor, appointed by the King or Queen.

Chapter VI: Concerning Symbols

Article 34: National Flag

The flag of the Kingdom has a width two-thirds of its length. It is a horizontal bicolor, black above and blue below. A white circle, one half the flag's height and a third of its width, occupies the center; over all, separating the halves of the field and crossing over the circle, is a gray stripe from hoist to fly, whose height is one-sixth that of the flag.

Article 35: National Emblem

The emblem amd seal of the Kingdom shall be a stylized 梅花 méihuā, or plum blossom, with red petals and white stamens, surrounded between the petals by five red skulls, and upon whose center is a roundel of black in chief and blue in base, a gray stripe between them; the whole within a white circle with a red border, on the latter of which is written "鐵崖王國".

Article 36: National Animal

The national animal of the Kingdom shall be the 鳳凰 fènghuáng, or phoenix.

Chapter VII: Concerning the Basic Law

Article 37: Amendment

It shall be the exclusive province and prerogative of the King or Queen to decree the alteration, abolition, or replacement of this Basic Law.[/quote][/spoiler]

By the dignity of our throne and the sacred authority of Heaven and Earth WE HEREBY ISSUE THIS EDICT:

That we hereby assent to and ratify the Treaty of Sansabury and the Imperial Root Law of the Empire of Minarboria and swear to abide by their terms as displayed in the Schedule to this edict.

WHEREAS it has become evident that the mode of governance originally devised for the Empire of Sangun and South Cibola is no longer adequate;

AND WHEREAS the faith of that realm has begun to take root in the rest, and we are desirous of maintaining peace and amity between the believers of our various realms and those who follow the Shrub-God;

LET IT THEREFORE BE KNOWN that the following Articles have been negotiated and agreed upon by the Empress and the Council of Princes, in good faith and without effort of evasion:

Article I.
The Imperial Charter of the Empire of Sangun and South Cibola is hereby rescinded by the provisions of Article 17 of that document.

The Empire of Minarboria is the greater garden of the Shrub-God Minarbor. It comprises:

(i) The original Minarborian territories situated on the continent of Benacia, which are known as the Imperial Shrublands;

(ii) The Empire of Greater Sangun (大三郡帝国 (Dai Sangun Teikoku);

(iii) The Grand Principality of Treisenberg and the Common Bailiwicks (Grossfürstentum Treisenberg und die Gemeinen Vogteien);

(iv) The Kingdom of Leichenberg (Königreich Leichenberg);

(v) The United Kingdom of Steeria and Highfield (Vereinigtes Königreich Stiermark und Hochfeld);

(vi) The Kingdom of Riskai and the Idunn Isles (Riskaiar og Iðunnareyja Konungsríki);

(vii) The Kingdom of Tiěyá (Königreich Tiěyá; 鐵崖王國 Tetsugai Ōkoku/Tiěyá Wángguó);

(viii) The Khanate of Karalakh (Karalax Xanliki).

Article 1.1
The Imperial Shrublands, the Empire of Greater Sangun and the Grand Principality of Treisenberg and the Common Bailiwicks are known collectively as the Lands of the Imperial Crown.

Article 1.2
The Kingdom of Leichenberg, United Kingdom of Steeria and Highfield, Kingdom of Riskai and the Idunn Isles, Kingdom of Tiěyá and Khanate of Karalakh are known collectively as the Imperial Realms.

Article 2
The capital of the Empire is the city of Sansabury.

Article 3
Overdolor English is the language of the Imperial Administration. Laqi, Lywind English, High Saxon and Sangunese are official languages of the Empire.

Chapter 2: The Empress

Article 4
The Empire is a federated necrarchy under the leadership of the Bride of Minarbor, Lyssansa of the House of Rossheim, who is styled Empress of Minarboria with the qualification of Imperial Jolliness.

Article 5
As the Bride of Minarbor, the Empress of Minarboria possesses supreme executive, legislative and administrative authority over the Lands of the Imperial Crown. Within these territories, submission to her will is politely requested by the Shrub-God himself.

Article 5.1
Within the Imperial Shrublands, the Empress:

(i) possesses supreme legislative authority: no law can come into force without her personal approval.

(ii) possesses supreme administrative authority: on the highest level of administration her authority is direct and on subordinate levels of administration, she determines the degree of authority of the officials who act in her name and in accordance with her orders;

(iii) appoints and dismisses all state officials whose appointment or dismissal has not been otherwise determined by law;

(iv) issues Royal Decrees for the organisation and functioning of state administration, as well as directives essential for the execution of the law;

(v) has the right to pardon the accused, to mitigate the sentence and even to completely forgive transgressions, including the right to terminate court actions against the guilty and to free them from trial and punishment;

(vi) has the right to act freely in all matters that are not otherwise subject to existing law.

Article 5.2
Within the of Greater Sangun and the Grand Principality of Treisenberg and the Common Bailiwicks, the Empress exercises supreme authority in accordance with local law.

Article 6
The Empress has the sole right to bestow and revoke citizenship.

Article 7
The Empress is the commander-in-chief of the armed forces of the Empire.

Chapter 3: The Regent Interdum

Article 8
The Empress may appoint a Regent Interdum to maintain the basic functions of government during her absence.

Article 9
The Regent Interdum has the authority to:

(i) Enforce the law of the Empire, including the Root Law;

(ii) Undertake defensive military action within the borders of the Empire;

(iii) Receive representatives of foreign states;

(iv) Maintain the administration of the Lands of the Crown.

Article 10
The Regent Interdum is prohibited from:

(i) Amending the Root Law;

(ii) Entering into treaties with foreign states or organisations;

(iii) Undertaking military action beyond the borders of the Empire;

(iv) Interfering in the administration of the Imperial Realms.

Article 11
Any decrees or decisions of the Regent Interdum not expressly confirmed by the Empress upon her return are to be deemed invalid.

Chapter 4: The Council of Necrarchs

Article 12
The Council of Necrarchs is the supreme legislative body of the Empire. It comprises:

(i) the Empress of Minarboria, or the Regent Interdum in her absence;

(ii) the King and Queen of Leichenberg;

(iii) the King and Queen of Steeria and Highfield;

(iv) the King of Riskai and the Idunn Isles;

(v) the Queen of Tiěyá;

(vi) the Khan of Karalakh.

Article 13
The Council of Necrarchs is presided over by the Empress.

Article 14
The Council of Necrarchs issues Imperial Decrees for the organisation and administration of the Empire as a whole.

Chapter 5: The State Arbors

Article 15
The First State Arbor is reserved for the Empress and other necrarchs. It is here that the Council of Necrarchs meets and from here that Imperial and Royal Decrees are proclaimed.

Article 16
The Second State Arbor is reserved for citizens and it is from here that the internal affairs of the Empire are conducted.

Article 17
The Third State Arbor is reserved for the subjects of foreign states and their representatives and it is from here that the external affairs of the Empire are conducted.

Chapter 6: The Imperial Shrublands

Article 18
That portion of the Imperial Shrublands under direct Imperial lordship is known as the Lichnina.

Article 18.1
The Lichnina comprises:

(i) The Lichgraviate of Lywall, which has its seat of administration in the city of Lynik;

(ii) The Lichgraviate of Lachmeren, which has its seat of administration in the city of Merensk;

(iii) The Lichgraviate of Novodolor, which has its seat of administration in the city of Novodolorsk;

(iv) The Royal Forest of Litel, which has its seat of administration in the settlement of Swainmote Lodge.

Article 18.2
The three lichgraviates are each administered by a governor appointed by the Empress.

Article 18.3
The Royal Forest of Litel is administered by a Deep Singer appointed by the Empress, who is styled Verderer of Litel.

Article 19
The remaining territory of the Imperial Shrublands is divided between five autonomous jurisdictions:

(i) The Garden of Whisperwood;

(ii) The Marquessate of &zeter;

(iii) The Jollity of Toastytop;

(iv) The County of Gloomvale;

(v) The Principality of Highbloom.

Article 19.1
The Garden of Whisperwood is a palatine jurisdiction held by Fleurette de Taniere-Gaudin of the Deep Singers and her lawful successors, who are styled Warden of Whisperwood.

Article 19.2
The Marquessate of &zeter is a palatine jurisdiction held by Clarence Etzeterra, who is styled Marquess of &zeter.

Article 19.3
The Jollity of Toastytop is a palatine jurisdiction held by Lord Toastypops.

Article 19.4
The County of Gloomvale is a palatine jurisdiction held by the Von Schatten Company.

Article 19.5
The Principality of Highbloom is a palatine jurisdiction held by the Princess Royal Octavia, who is styled Princess of Highbloom.

Article 19.6
The designated holder of each jurisdiction possesses regalian rights over and within that territory.

Chapter 7: The Imperial Realms

Article 20
The Imperial Realms are sovereign necrarchies within the Empire.

Article 20.1
The Kingdom of Leichenberg is the realm of Max I and Mira Raynora the Younger of the House of Rossheim.

Article 20.2
The United ingdom of Steeria and Highfield is the realm of Max II and Octavia of the House of Rossheim.

Article 20.3
The Kingdom of Riskai and the Idunn Isles is the realm of Sadamara Aptrgangr of the House of Rossheim-Nidaros-Riskai.

Article 20.4
The Kingdom of Tiěyá is the realm of the Gǔ Dynasty.

Article 2.5
The Khanate of Karalakh is the realm of Nela Khan Karalakhli.

Article 21
The necrarch of each Imperial Realm exercises supreme authority over his or her own territory in accordance with local law.

Chapter 8: The Church of Minarbor

Article 22
The Church of Minarbor is the established church of the Empire.

Article 23
As the Bride of Minarbor, the Empress is supreme head of the church.

Article 24
As the first children of his garden, the Deep Singers are entrusted by the Shrub-God with the running of his church.

Article 25
The highest cleric of the church shall be the Resector of Sansabury, who is appointed by the Queen to minister to her capital and serve as the attendant of Minarbor. From the Resector will stem all other consecrations and appointments of the clerics of the church.

Article 26
The everyday governance of the church shall be in the hands of the Holy Synod, comprised of the Resector of Sansabury, the Cultor of Toastytop, the resector and two seniormost cultors of each of the jurisdictions of Lywall and Lachmeren, Novodolor, Whisperwood, &zeter, Gloomvale and Highbloom, and the seniormost cultor of the realms of Greater Sangun, Treisenberg and the Common Bailiwicks, Leichenberg, Steeria and Highfield, Riskai and the Idunn Isles, Tiěyá, and Karalakh.

Article 27
The Resector of Sansabury shall preside over the Holy Synod as the representative of the Shrub-God Minarbor and his Bride, and shall be empowered to veto or repeal the acts the Synod.

Chapter 9: The Symbols of the Empire

Article 28
The flag of the Empire consists of a black field edged with two narrow stripes, the upper stripe of Lywind Blue and the lower stripe of maroon. In the centre, there is a representation of the Shrub-God Minarbor surrounded by a wreath or torse of alternating twists of Lywind Blue and maroon.

Article 29
The great seal of the Empire consists of a representation of the Shrub-God Minarbor surrounded by a wreath or torse of alternating twists of Lywind Blue and maroon. Beneath the torse, a pair of green leafy tendrils extend from a scroll bearing the motto "Pro virgulto omnia".

Chapter 10: Amendments to the Imperial Root Law

Article 30
The Imperial Root Law may be changed or amended only by the Council of Necrarchs.[/quote]
