ROYAL DECREE Nº 1

TO ALL AND SINGULAR to whom these Presents shall come, His Majesty the King of Steeria sends greeting!

WHEREAS we wish to revise the boundaries of our realm;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Steeria, do hereby annex to our Kingdom of Steeria the territory depicted in yellow upon the map contained in Schedule to this Decree;

AND BY THE AUTHORITY AFORESAID we do hereby withdraw from the territory depicted in red upon the map contained in the Schedule to this Decree.

ROYAL DECREE Nº 2

TO ALL AND SINGULAR to whom these Presents shall come, His Majesty the King of Steeria sends greeting!

WHEREAS we wish to re-found the city of Stiertor for our lichdwarrow subjects;

AND WHEREAS we wish to establish a new port city within our realm;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Steeria, do hereby decree that:

1. The city of Stiertor shall be re-founded upon the site of the city of that name as the chief settlement of the lichdwarrow of our realm.

2. The port city of Stiermund shall be founded in the location depicted upon the map contained in the Schedule to this Decree and shall have the right to establish a civic council.

3. The Basic Law of the Kingdom of Steeria shall be amended as follows:

(i) Article 10: "the cities of Essen, Hermanburg, Stiermund and Stierschweig" shall replace "the cities of Essen, Hermanburg and Stierschweig";

(ii) Article 21: "The cities of Essen, Hermanburg, Stiermund and Stierschweig" shall replace "The cities of Essen, Hermanburg and Stierschweig".

WHEREAS it is necessary to amend the Imperial Charter of the Empire of Sangun and South Cibola in order to admit the Kingdom of Tiěyá and the Khanate of Karalakh;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Steeria, do hereby ratify the amended Imperial Charter of the Empire of Sangun and South Cibola as contained in the Schedule to this Decree.

Chapter 1: General Provisions

Article 1
The official name of this state is the Empire of Sangun and South Cibola in Low Saxon, Kaisertum Sangun und Südsiebenberge in High Saxon and 三郡・南七山帝国 Sangun-Nanshichizan Teikoku in Sangunese.

Article 2
The Empire of Sangun and South Cibola is a confederal union of sovereign states under the leadership of the House of Rossheim. It comprises:

(i) The Empire of Greater Sangun (大三郡帝国 (Dai Sangun Teikoku);

(ii) The Grand Principality of Treisenberg and the Common Bailiwicks (Grossfürstentum Treisenberg und die Gemeinen Vogteien);

(iii) The Kingdom of Leichenberg (Königreich Leichenberg);

(iv) The Kingdom of Steeria (Königreich Stiermark);

(v) The Kingdom of Riskai and the Idunn Isles (Riskaiar og Iðunnareyja Konungsríki);

(vii) The Kingdom of Tiěyá (Königreich Tiěyá; 鐵崖王國 Tetsugai Ōkoku/Tiěyá Wángguó);

(vii) The Khanate of Karalakh (Karalax Xanliki);

(viii) The Principality of Kujirashi-Walstadt (Fürstentum Walstadt; 鯨市公国 Kujirashi Kōkoku).

Article 2.1
The Empire of Greater Sangun and the Grand Principality of Treisenberg and the Common Bailiwicks are the sovereign dominions of the Sangunese Emperor and are collectively known as the Lands of the Sangunese Crown (Sangunische Kronlände; 諸領邦の三郡皇冠 Shoryōhō no Sangunnōkan).

Article 2.2
The Kingdom of Leichenberg is the sovereign realm of Max I of the House of Rossheim.

Article 2.3
The Kingdom of Steeria is the sovereign realm of Max II of the House of Rossheim.

Article 2.4
The Kingdom of Riskai and the Idunn Isles is the sovereign realm of Sadamara Aptrgangr of the House of Rossheim-Nidaros-Riskai.

Article 2.5
The Kingdom of Tiěyá is the sovereign realm of the House of Gǔ.

Article 2.6
The Khanate of Karalakh is the sovereign realm of Nela Khan Karalakhli.

Article 2.7
The Principality of Kujirashi-Walstadt is a demesne of the Bovic Tapferite Empire of the Natopian Nation.

Article 3
Each constituent state retains full sovereignty over and within its own territory.

Article 4
The House of Rossheim has no claim to the Kingdom of Tiěyá or the Principality of Kujirashi-Walstadt.

Article 4.1
Neither the Principality of Kujirashi-Walstadt nor the Bovic Tapferite Empire of the Natopian Nation has any claim to the Lands of the Sangunese Crown or the other constituent states of the Empire.

Article 4.2
Neither the Kingdom of Tiěyá nor the House of Gǔ has any claim to the Lands of the Sangunese Crown or the other constituent states of the Empire.

Article 5
The cities of Yasutomi and Alttreisen are the capital cities of the Empire.

Article 6
Low Saxon (English), High Saxon (German) and Sangunese (Japanese) are the official languages of the Empire. Low Saxon is the working language of the common administration.

Chapter 2: The Emperor

Article 7
The head of the confederation is styled Reigning Emperor of Sangun, Emperor of South Cibola, Grand Prince of Treisenberg, Duke of Rossheim and Slavonia, Count of Volksburg in Low Saxon, Kaiser zu Sangun und Südsiebenberge, Grossfürst zu Treisenberg, Herzog von Rossheim und Slawonien, Graf zu Volksburg in High Saxon and 今上三郡皇・南七山皇帝・トライゼンベルク大公・ロスハイム及びスラボニア公・フォルクスブルク伯 Kinjō Sangunnō, Nanshichizan Kōtei, Toraisenberuku Taikō, Rosuhaimu oyobi Surabonia Kō, Forukusuboruku Haku in Sangunese.

Article 8
The Emperor:

(i) represents the Empire internationally;

(ii) exercises sovereignty over the Lands of the Sangunese Crown.

Article 9
The Emperor is elected for a term of thirty years Ab Sectora Condita by majority vote of the Council of Princes.

Article 10
Only a legitimate member of the House of Rossheim may be elected Emperor.

Article 11
The Emperor resides in the imperial city of Yasutomi.

Chapter 3: The Council of Princes

Article 12
The Council of Princes comprises:

(i) the King of Leichenberg:

(ii) the King of Steeria;

(iii) the King of Riskai and the Idunn Isles;

(iv) the Queen of Tiěyá;

(v) the Khan of Karalakh;

(vi) the Prince of Kujirashi-Walstadt.

Article 13
The Council of Princes:

(i) elects the Emperor;

(ii) advises the Emperor;

(iii) discusses matters of common concern to the constituent states.

Article 14
The Council of Princes meets in the city of Alttreisen.

Chapter 4: Admission and Secession of States

Article 15
Additional consituent states may be admitted to the Empire with the assent of the Emperor and the Council of Princes.

Article 16
A new constituent state must renounce all claim to the Lands of the Sangunese Crown or the territory of the other constituent states as a condition of admission.

Article 17
All constituent states with the exception of the Lands of the Sangunese Crown have the inalienable right to secede from the Empire.

Chapter 5: Symbols of the Empire

Article 18
The Flag of the Empire is is a green Scandinavian cross, bordered with white, upon a purple field, with a black upper hoist canton bearing the three white horizontal bars of Sangun. The width of the flag is two-thirds of its length and the two quarters closest to the hoist are squares with sides equal to seven twentieths of the width of the flag. The width of the green cross is equal to one fifth of the width of the flag and the width of the white border is equal to one twentieth of the width of the flag. The length of each of the three white horizontal bars is equal to one sixth of the length of the flag and the width of each bar and the vertical distance between them is equal to one twentieth of the width of the flag.

Article 19
The Coat of Arms of the Empire is an Escutcheon Sable charged with three Bars couped Argent, encircled by the Collar of the Order of the Golden Skull and borne upon the breast of Double-headed Eagle displayed Gules, armed and langued Azure, each head crowned by a Royal Crown and holding in its dexter claw a Sceptre and a Sword and in its sinister claw an Orb, all beneath the Imperial Crown Proper.

Chapter 6: Amendments to the Charter

Article 20
This Imperial Charter may be amended or rescinded only with the assent of the Emperor and the Council of Princes.[/quote][/spoiler]

ROYAL DECREE Nº 5

TO ALL AND SINGULAR to whom these Presents shall come, His Majesty the King of Steeria sends greeting!

WHEREAS recent years have seen Low Saxon supersede High Saxon as the preferred language of the majority of our subjects;

AND WHEREAS we wish to encourage and further strengthen the unique cultural identity of our realm;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Steeria, do hereby decree the following:

1. Low Saxon shall from this time hence be the preferred language of our administration. High Saxon shall have the status of a recognised national language.

2. The various cities and other settlements of our realm shall have official names comprising their Low Saxon and High Saxon names separated by a solidus. The current official names of these settlements are as follows:

(i) Ashing/Essen;

(ii) Hermanbury/Hermanburg;

(iii) Steermouth/Stiermund;

(iv) Steerwick/Stierschweig;

(v) Steerhead/Stiertor.

3. The bailiwicks of the realm shall be renamed as follows:

(i) The Bailiwick of Essen shall be known as Westeer/Westier;

(ii) The Bailiwick of Hermanburg shall be known as Midsteer/Mittelstier;

(iii) The Bailiwick of Stierschweig shall be known as Esteer/Ostier.

4. The three Estates of the Realm shall be renamed. The Lichknechts shall be known as Lichknights in Low Saxon and the Cibolan Saxons as Steerish Saxons or Stierischesachsen. The Lichdwarrow shall retain their original name.

5. Within the realm, zombots shall be known as Thrallbots in Low Saxon or Dregilboter in High Saxon.

6. The Basic Law of the Kingdom of Steeria shall be amended as follows:

(i) Articles 3, 10 and 21: "Steerwick/Stierschweig" shall replace "Stierschweig", "Ashing/Essen" shall replace "Essen", "Hermanbury/Hermanburg" shall replace "Hermanburg" and "Steermouh/Stiermund" shall replace "Stiermund";

(ii) Article 4: "Low Saxon is the official language of the realm. High Saxon is a recognised national language" shall replace "Low Saxon and High Saxon are the official languages of the realm";

(iii) Articles 5, 5.1, 5.3 and 20: "Lichknights" shall replace "Lichknechts" , "Steerish Saxons" shall replace "Cibolan Saxons" and "Stierischesachsenstand" shall replace "Siebenberge Sachsenstand";

(iv) Article 6: "thrallbots" shall replace "zombots" and "Dregilboter" shall replace "Zomboter";

WHEREAS we wish to re-found certain historic cities located within our realm;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Steeria, do hereby decree that:

1. The city of Gebury/Geburg shall be re-founded upon the site of the city of Gebar and shall have the right to establish a civic council.

2. The city of Wadonston/Wadenstadt shall be re-founded upon the site of the city of Wladischofen and shall have the right to establish a civic council.

3. Articles 10 and 21of the Basic Law of the Kingdom of Steeria shall be amended as follows: "the cities of Ashing/Essen, Gebury/Geburg, Hermanbury/Hermanburg, Steermouth/Stiermund, Steerwick/Stierschweig and Wadonston/Wadenstadt" shall replace "the cities of Ashing/Essen, Hermanbury/Hermanburg, Steermouth/Stiermund and Steerwick/Stierschweig".

TO ALL AND SINGULAR to whom these Presents shall come, His Majesty the King of Steeria sends greeting!

WHEREAS there is some confusion regarding the boundaries of the bailiwicks into which our realm is subdivided;

AND WHEREAS it is right and necessary to make suitable provision for the administration of the territories newly incorporated within our realm;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Steeria, do hereby decree the following:

1. Two new bailiwicks are hereby established:

(i) The Bailiwick of Southcape or Vogtei Südkap, with its administrative centre in the city of Gebury/Geburg;

(ii) The Bailiwick of Wadon or Vogtei Waden, with its administrative centre in the city of Wadonston/Wadenstadt.

2. The boundaries of the new and pre-existing bailiwicks shall be as depicted in the map contained in the Schedule to this Decree.

3. Article 19of the Basic Law of the Kingdom of Steeria shall be amended to read:

[quote] The realm is organised into five bailiwicks, or Vogteien:

(i) The Bailiwick of Westeer or Vogtei Westier, which has its seat of administration in the city of Ashing/Essen;

TO ALL AND SINGULAR to whom these Presents shall come, His Majesty the King of Steeria sends greeting!

WHEREAS wish to adopt a new flag for our realm;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Steeria, do hereby decree that Article 23of the Basic Law of the Kingdom of Steeria be amended to read:

[quote]The flag of the realm is a quartered field of black and white with a counterchanged cross. The width of the flag is two-thirds of its length and the width of the cross is equal to one quarter of the width of the flag.[/quote]

ROYAL DECREE Nº 9

TO ALL AND SINGULAR to whom these Presents shall come, His Majesty the King of Steeria sends greeting!

WHEREAS wish to amend the Basic Law of our realm in line with the Treaty of Steerwick;

LET IT THEREFORE BE KNOWN that we, Max the Second, King of Steeria, do hereby decree that Article 2 of the Basic Law of the Kingdom of Steeria be amended to read:

[quote]The Kingdom of Steeria is a constituent necrarchy of the United Kingdom of Steeria and Highfield in which supreme authority is vested in the necrarch Max the Second of the House of Rossheim, who is styled King of Steeria with the qualification of Majesty in Low Saxon and König von Stiermark with the qualification of Majestät in High Saxon.[/quote]
